Cyber-enabled Information Operations -- Inglis 04 27-17 -- SASC
Chris Inglis testified before the Senate Armed Services Committee about cyber-enabled information operations. He discussed three trends exacerbating the impact of technology: 1) a new geography of the internet transcending physical borders, 2) people increasingly organizing by ideology rather than proximity, and 3) private and state actors seeing cyberspace as a venue for collaboration, competition, and conflict. Any solution must address technology, people, and the procedures binding them, and emphasize collaboration between private and public sectors to improve resilience across borders.

Are Social Media Emancipatory or Hegemonic? Societal Effects of Mass Media D...
This study examines how social media and traditional media shape public discourse during sociopolitical issues. The researchers analyzed media coverage and online discourse around the Stop Online Piracy Act (SOPA) to test propositions about how different types of media may afford emancipation through participation or hegemony through control of discourse. The findings showed that social media allowed more participation through unconstrained authorship and influence, but also exhibited more constrained framing of issues than traditional media. Lean social media further exacerbated these effects by limiting participation and framing. Overall, both social and traditional media were found to both enable emancipation through participation and exhibit hegemonic control of discourse framing.

The researchers analyzed media coverage and online discourse around the Stop Online Piracy Act (SOPA) to test propositions about how different types of media may afford emancipation through participation or hegemony through control of discourse. The findings showed that social media allowed more participation through unconstrained authorship and influence, but also exhibited more constrained framing of issues than traditional media. Lean social media further exacerbated these effects by limiting participation and framing. Overall, both social and traditional media were found to both enable emancipation through participation and exhibit hegemonic control of discourse framing.

It is a truism in the study of human technology that any tool that gets the public’s attention will eventually be used for purposes entirely unforeseen by its inventor(s) and probably contrary to the general public interest. This has certainly been the case with information technologies and the Internet. E-mail is great, but spam is not. Online video of the grandkids is wonderful; online pornography accessible to little Johnny, not so much. Despite much breast beating, it is difficult to have the good without the bad—and even differentiating the good from the bad is often a matter of opinion. As
Miles’ Law
says, “Where you stand depends upon where you sit.”
Recently, we have become so saturated with and dependent upon social media such as Facebook and Twitter that we have not always noticed the potential “dark side”—most specifically, the ability to use these tools not only to connect individuals in cyberspace but also to mobilize groups for action in the real world. One example is the “flash mob”—defined most generally as a group of people voluntarily assembled at a particular place and time for a particular purpose, coordinated through shared access to social media. This is not altogether a new invention—the telephone and, before that, the telegraph or even a good strong voice have been tools for assembling flash mobs in the past. But what has been recently discovered is how easy it is using modern social media, and how effective such mobs can be.
As we said, whether or not you consider this to be a good development or a bad development depends a lot on how you evaluate the purpose of the mob. Public assemblies to install democracy in an authoritarian state sound pretty good; assembling gang members to break windows and burn cars would not strike most of us as all that great. Here is a sampling of different points of view on this general subject:

A Strategic Approach: GenAI in Education
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

- Media can be defined both as a medium to communication, interact and promulgate as well as to create meaning. Activism on the other hand is the ability to change or make history. It represents the practice of striving for change from reactionary as well as progressive aims and ambitions. Different forms of media activism are e.g. electronic promotion, culture jamming, and hacktivism. New media activism differs from the traditional activism since being more reliant on technological competence and mobile devices and being more geographically dispersed.
- Men get more space in the media, and are less often stereotyped in the same way as women are. It is said that instead of giving attention to issues of representation it is argued that more attention should be given to strategies for change. Some approaches normally used are the political approach which highlights conflict and power relations and the countercultural approach which challenges values and norms in a patriarchic society. The women’s alternative media have been existing since the 1970s and in recent year’s internet has allowed this to develop even further. Unfortunately this media is often read or noticed by an already committed audience but nevertheless, many of these media have given voices to women who would never been heard in the mainstream media. In short, internet has had a positive effect on the women’s debate and has increased the information spread. However, as pointed out, a lot of the information circulating internet is only read by those already engaged in the matter.
