The energy industry is rapidly evolving to take advantage of renewable resources and Western Power is embracing new technologies that will improve service and reliability to our customers. New and improving technologies such as solar, wind, wave and most importantly batteries are changing the way we think about the delivery and storage of electricity. One of these developments is the microgrid, which is essentially a small scale power grid that can operate independently (in ‘island mode’) or connect with the main electrical grid – think of a small suburb, or estate, that shares electricity and the cost of the infrastructure. A microgrid needs to control the flow of electricity of low or medium voltage, but does not need connection to a centralised generation or transmission network. Western Power has trialled the world’s first microgrid project that combines wave energy, solar (photovoltaic) energy, a desalination plant, and energy storage that connects to our large electricity network.
Thair demonstrates extensive engineering experience focused on power systems planning and real-time operation. This includes experience in load, generation and microgrids grid connection, renewable energies, transmission networks planning and stability. This experience is supported by his academic research at the University of Tasmania and Edith Cowan University, including invitation to review international journals and conferences in the field of Energy Systems and Artificial Intelligence. Thair has previously held roles with Canegie Wave Energy and Deng Kai.

State legislatures should create policies to capture the benefits of all sizes and ownership methods of building more solar energy, but should especially work to undo years of utility misdirection by promoting local solar.

4. BACKGROUND
Net Energy Metering (NEM) has been the foundation
of the solar industry for the last 20 years
With NEM, the customer/generator passes solar
electric power to the utility with a full retail credit which
fully offsets charges for purchases of power needed at
night or on cloudy days.
This is equivalent to using the grid as a battery bank.
5. WITH ASSEMBLY BILL 327 IT THREATENED TO
CHANGE IN 2013
AB327 allowed the changing of terms of the original NEM (1.0) in
each territory when solar capacity reached 5% of utility peak sales.
The bill essentially gave the utilities the opportunity to end net
metering and the solar industry.
We fought to ensure Californians continued to have access to
reliable, inexpensive, clean solar power.
We won the war with three minor exceptions:
The advent and implementation of Non-Bypassable Charges (NBC’s)
A fixed interconnection fee, to be paid once when the system is
interconnected
Mandatory TOU for residential customers
6. NON- BYPASSABLE CHARGES
In NEM 1.0 solar customers only paid these fees on monthly net usage
In NEM 2.0 they are required to be paid on all energy drawn from the
grid
Comprised of:
Nuclear decommissioning
Public purpose programs
Competitive transition charge
Department of Water Resources (DWR) bond charge, a legacy of Enron
contracts in 2001
All this amounts to around 2 cents per kWh
7. NON- BYPASSABLE CHARGES

NBCs are within the minimum monthly bill, not in addition to!
NBC’s do not apply to solar power produced and consumed
on-site (behind the meter).
For system additions, there will be a loss of NEM 1.0 status if
the increase in system size is more than 10%
9. INTERCONNECTION FEE
This is a fee to be paid when applying for
interconnection through the NEM 2.0
program

10. TIME OF USE METERING (TOU)
SDG&E NEM 2.0 customers sign up under tiered rates until 120
days after the current rate case is concluded and then can stay on
those rates for five years. The rate case is scheduled to end in
February 2017.
Translation: All NEM 2.0 customers will be put on a TOU tariff in the
summer of 2017

Instead of sending energy to grid during the day, send
it to an advanced energy storage system (AES).
Discharge the AES from 4-9PM and then charge it
back up the next day
This will affectively avoid the new proposed peak
Can also serve as battery back up during grid outages
