This document discusses reforms to the neighborhood council stakeholder system in Los Angeles. It proposes defining the categories of "live, work, own property" stakeholders and considering limits on "factual basis stakeholders" who do not fit those categories, such as capping their board seats at 10% or requiring documentation to verify their stake in the community. Previous regulations are outlined for context. The motion at the end proposes a comprehensive review of the stakeholder definition and processes to address issues like preventing takeovers by outside interests and providing accountability for self-affirmed "factual basis stakeholders".

Co operative housing - As an option for Creating Large Housing StockJIT KUMAR GUPTA
Co-operative housing remains one of the most effective, efficient, vibrant, socially interactive, cost-effective and beneficiary based option to construct housing in any environment. Involving beneficiaries and their resources in creating shelter, co-op housing reduces burden on the statutory bodies mandated to create shelter. They can also be involved in creating large stock of rental housing. However, co-operative housing has remained confined to higher income groups. System has not been valued for its potential in providing shelter o the members belonging to lower income pyramid of the society. Government and all parastatal agencies involved in providing/creating shelter in the urban/rural context should adopt/explore the option of creating housing co-ops for the EWS/LIG categories by involving such stakeholders. Slum dwellers can be involved in creating shelter by organising them into housing co-op. This would help not only in involving the resources available with the beneficiaries but would also involve them in managing the planning, designing and construction of their houses, based on their actual needs and requirements. States need to incentivize the housing co-ops by earmarking dedicated proportion of developed land for allotment on preferential basis to such co-ops to construct their houses, for creating large housing stock with the active involvement of the beneficiaries,. In addition, co-op housing societies can be actively involved in promoting rain-water harvesting/ground water re-charging and generating electricity within society, from renewable resources to make them zero-energy and zero- water entities for making cities more energy reliant and water- sufficient, achieving the goals mandated in SDG11.However, adequate checks and balances need to be put in place in the existing regulatory mechanism to ensure that co-op societies are managed in a transparent ,effective and efficient manner and should not be guided by certain vested interests for ensuring that co-operative system is not misused/abused, to create multiple housing ownership for the individuals, treating house an investment for speculation

In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.

Current regulations regarding stakeholders
(2) neighborhood council membership will be open to everyone who lives, works or owns
property in the area (stakeholders);
—Los Angeles City Charter, Article IX, Section 906
(a) By Laws. Each neighborhood council seeking official certification from the City shall
submit an organization plan and bylaws to the Department of Neighborhood
Empowerment showing, at a minimum:
(2) that neighborhood council membership will be open to everyone who lives,
works, owns property in the neighborhood and also to those who declare a stake in
the neighborhood and affirm the factual basis for it;

Certification of Neighborhood Councils.
It is recommended and advised that all Neighborhood Councils revise their bylaws to
include language stating that:
1. Each Neighborhood Council should allow for the inclusion of a minimum of one
board seat or a maximum of (10) percent of the total board composition that factual
basis stakeholders can run and vote for in all upcoming elections. If no factual basis
stakeholder chooses to seek election to that seat if may be filled with a nonfactual
basis stakeholder.

4. Neighborhood Council Plan Review and Reform Initiative
Previous regulations regarding stakeholders (in effect
20012007)
The bylaws must state that membership in the council is open to all community
stakeholders.
Example: “Membership in this Neighborhood Council is open to all Community
Stakeholders or Stakeholders. A Stakeholder is a person who lives, works, or owns
property within the Neighborhood Council boundaries. In addition, ... (Insert any
additional classes that you choose to add, also make sure that you specify any
requirements on these optional stakeholder categories, e.g., Stakeholders also
include those persons who participate in educational institutions located in the
neighborhood council boundaries.)”
Note that persons who live, work, or own property within the neighborhood Council
boundaries are Mandatory Classes of stakeholders and must be included in the
neighborhood council. You may add any number of additional stakeholder classes. The
Plan provides the following as examples of other optional stakeholder classes that you
might choose to add : educational institutions, religious institutions, community
organizations or other nonprofit organizations, block clubs, neighborhood associations,
homeowners associations, apartment associations, condominium associations, resident
associations, school/parent groups, faith based groups and organizations, senior
groups and organizations, youth groups and organizations, chambers of commerce,
business improvement districts, service organizations, park advisory boards, boys and
girls clubs, cultural groups, environmental groups, codewatch, neighborhood watch, police
advisory board groups, and or redevelopment action boards.
