FORMULATION OF REVISED NATIONAL
POPULATION
POLICY.
 (1) The Central Government shall, as soon as may be, formulate a
comprehensive Revised National Population Policy particularly for
the purposes of implementing the provision of adopting small family
norm.
 (2) Without pre justice to the generality of the provisions contained
in sub-section
 - The Central Government shall: (a) make provisions for
accessible, affordable and quality reproductive health care Services
across the public health system across the country;
The Population Control Bill, 2019 (or, Population
Regulation Bill, 2019) is a proposed bill introduced
in the Rajya Sabha in July 2019 by Rakesh Sinha.
The purpose of the bill is to control the population
growth of India. According to the World Population
Prospects 2019 report by the United Nations, the
population of India is set to overtake that of China
within a decade. The proposed bill was signed by
125 Members of Parliament (MP) and is yet to
become an act of law.
 On 7 February 2020, the Constitution (Amendment) Bill, 2020 was
introduced in the Lok Sabha by Anil Desai, a Shiv Sena MP. Desai
proposed to amend the Article 47A of the Constitution of India to state -
The State shall promote small family norms by offering incentives in
taxes, employment, education etc. to its people who keep their family
limited to two children and shall withdraw every concession from and
deprive such incentives to those not adhering to small family norm, to
keep the growing population under control.
 The 2020 bill proposes to introduce a two-child policy per couple
and aims to incentivize its adoption through various measures
such as educational benefits, taxation cuts, home loans, free
healthcare, and better employment opportunities. The 2019 bill
proposed by Sinha talks about introducing penalties for couples not
adhering to the two-child policy such as debarment from contesting
in elections and ineligibility for government jobs.
FACILITIES TO GOVERNMENT
EMPLOYEE WHO ADOPTS SMALL
FAMILY NORM.
 One additional increment during the entire service;
 Subsidy towards purchase of plot or house site or built house from
Housing Board or Development Authority of the Government as may be
prescribed;
 Loan for construction or purchasing a house from Banks or financial
institutions on nominal rate of interest;
 Rebate on income tax, as may be prescribed;
 Subsidy for travel by road, rail or air, as may be
prescribed;

 Rebate on charges for utilities as may be prescribed
 Paternity leave of 12 weeks, with salary and allowances
 2% increase in the employer's contribution under pension scheme
for employees
 Free healthcare facility and insurance coverage to parents;
 Free healthcare facility to single child till he attains the age of
twenty-five years;
 Free education up to graduation level and scholarship for higher
studies beyond graduation for single girl child.
WHOEVER IN CONTRAVENTION
OF SMALL FAMILY NORM
 Receive reduction in subsidies in matters of different loans
extended to him;
 Receive reduced benefits of Public Distribution System to be
determined by the appropriate Government;
 Be eligible for loan from the Bank or financial institution at higher
than the existing interest rates;
 Receive lower interest rates on saving instruments in Banks and
investment instruments in equity shall;
 Not be entitled for such other facilities as may be prescribed.
WHOEVER IN CONTRAVENTION OF SMALL
FAMILY NORM
 No maternity or paternity facilities to be given for those having
more than two living children.
 Government employees should give an undertaking that they will
not procreate more than two children
 Punitive action against people with more than two living children
and making them devoid of all government services
 Disqualification from being an elected representative, denial of
financial benefits and reduction in benefits under the Public
Distribution System (PDS) for people having more than two children
DUTIES OF THE GOVERNMENT
 undertake efforts to encourage the husband-wife communication
and male participation in family planning matters;
 organize massive information and education campaigns to generate
public awareness related to the benefits of having small families and
healthy birth spacing;
 form village level societies to encourage/disseminate benefits of
small family norm, value of girl child and efforts to promote gender
equality in all walks of life;
 conduct regular vaccination and immunization drives to protect the
children from various health risks;
DUTIES OF THE GOVERNMENT
 implement the Revised National Population Policy to achieve the

 establish maternity centers at all the primary health centers
 distribute contraceptive pills, condoms, IUDs through Healthcare
Centers and Non-Governmental Organizations.

 ensure mandatory registration of pregnancy, deliveries, birth and
death across country;
 distribute iron and vitamin capsules and tablets amongst the
expecting mothers;

Promotion of Reproductive And
Child Health.
 The vast numbers of the people of India can be its greatest asset if
they are provided with the means to lead healthy and economically
productive lives. Population stabilization is a multi-sectoral endeavor
requiring constant and effective dialogue among a diversity of
stakeholders , and coordination at all levels of the government and
society. Spread of literacy and education, increasing availability of
affordable reproductive and child health services, convergence of
service delivery at village levels, participation of women in the paid
work force, together with a steady, equitable improvement in family
incomes, will facilitate early achievement of the socio-demographic
goals. Success will be achieved if the Action Plan contained in the
NPP2000 is pursued as a national movement.

National population bill 2019

  • 2. FORMULATION OF REVISED NATIONAL POPULATION POLICY.  (1) The Central Government shall, as soon as may be, formulate a comprehensive Revised National Population Policy particularly for the purposes of implementing the provision of adopting small family norm.  (2) Without pre justice to the generality of the provisions contained in sub-section  - The Central Government shall: (a) make provisions for accessible, affordable and quality reproductive health care Services across the public health system across the country;
  • 3. The Population Control Bill, 2019 (or, Population Regulation Bill, 2019) is a proposed bill introduced in the Rajya Sabha in July 2019 by Rakesh Sinha. The purpose of the bill is to control the population growth of India. According to the World Population Prospects 2019 report by the United Nations, the population of India is set to overtake that of China within a decade. The proposed bill was signed by 125 Members of Parliament (MP) and is yet to become an act of law.
  • 4.  On 7 February 2020, the Constitution (Amendment) Bill, 2020 was introduced in the Lok Sabha by Anil Desai, a Shiv Sena MP. Desai proposed to amend the Article 47A of the Constitution of India to state - The State shall promote small family norms by offering incentives in taxes, employment, education etc. to its people who keep their family limited to two children and shall withdraw every concession from and deprive such incentives to those not adhering to small family norm, to keep the growing population under control.
  • 5.  The 2020 bill proposes to introduce a two-child policy per couple and aims to incentivize its adoption through various measures such as educational benefits, taxation cuts, home loans, free healthcare, and better employment opportunities. The 2019 bill proposed by Sinha talks about introducing penalties for couples not adhering to the two-child policy such as debarment from contesting in elections and ineligibility for government jobs.
  • 6. FACILITIES TO GOVERNMENT EMPLOYEE WHO ADOPTS SMALL FAMILY NORM.  One additional increment during the entire service;  Subsidy towards purchase of plot or house site or built house from Housing Board or Development Authority of the Government as may be prescribed;  Loan for construction or purchasing a house from Banks or financial institutions on nominal rate of interest;  Rebate on income tax, as may be prescribed;  Subsidy for travel by road, rail or air, as may be prescribed;
  • 7. CONT..  Rebate on charges for utilities as may be prescribed  Paternity leave of 12 weeks, with salary and allowances  2% increase in the employer's contribution under pension scheme for employees  Free healthcare facility and insurance coverage to parents;  Free healthcare facility to single child till he attains the age of twenty-five years;  Free education up to graduation level and scholarship for higher studies beyond graduation for single girl child.
  • 8. WHOEVER IN CONTRAVENTION OF SMALL FAMILY NORM  Receive reduction in subsidies in matters of different loans extended to him;  Receive reduced benefits of Public Distribution System to be determined by the appropriate Government;  Be eligible for loan from the Bank or financial institution at higher than the existing interest rates;  Receive lower interest rates on saving instruments in Banks and investment instruments in equity shall;  Not be entitled for such other facilities as may be prescribed.
  • 9. WHOEVER IN CONTRAVENTION OF SMALL FAMILY NORM  No maternity or paternity facilities to be given for those having more than two living children.  Government employees should give an undertaking that they will not procreate more than two children  Punitive action against people with more than two living children and making them devoid of all government services  Disqualification from being an elected representative, denial of financial benefits and reduction in benefits under the Public Distribution System (PDS) for people having more than two children
  • 10. DUTIES OF THE GOVERNMENT  undertake efforts to encourage the husband-wife communication and male participation in family planning matters;  organize massive information and education campaigns to generate public awareness related to the benefits of having small families and healthy birth spacing;  form village level societies to encourage/disseminate benefits of small family norm, value of girl child and efforts to promote gender equality in all walks of life;  conduct regular vaccination and immunization drives to protect the children from various health risks;
  • 11. DUTIES OF THE GOVERNMENT  implement the Revised National Population Policy to achieve the goals  establish maternity centers at all the primary health centers  distribute contraceptive pills, condoms, IUDs through Healthcare Centers and Non-Governmental Organizations.  spread awareness about family planning methods through community health workers  ensure mandatory registration of pregnancy, deliveries, birth and death across country;  distribute iron and vitamin capsules and tablets amongst the expecting mothers;
  • 12.   • 14.  The vast numbers of the people of India can be its greatest asset if they are provided with the means to lead healthy and economically productive lives. Population stabilization is a multi-sectoral endeavor requiring constant and effective dialogue among a diversity of stakeholders , and coordination at all levels of the government and society. Spread of literacy and education, increasing availability of affordable reproductive and child health services, convergence of service delivery at village levels, participation of women in the paid work force, together with a steady, equitable improvement in family incomes, will facilitate early achievement of the socio-demographic goals. Success will be achieved if the Action Plan contained in the NPP2000 is pursued as a national movement.
