RESEARCH
FOUNDATION
NATIONAL RESEARCH FOUNDATION (NRF)
It is a body where it encourages &enriches researchers with creative
innovations.
It will enhance innate skills of the researcher.
It will give a set processes or guidelines to carryout the research
activities.
Objectives Of NRF (National Recourse Foundation)
Establishing a new National Research foundation.
Funding research proposals through rigorous peer review.
Building research capacity at all universities and colleges.
Creating beneficial linkages among government, industry &
researches.
Recognizing outstanding research funded by the National
Research Foundation through awards and National seminars.

proposed a new
research center .
 As per proposed
plan the
NRF(National
Research
Foundation)will
have four major
divisions.
Why do we need a new Research
Foundation ?
 The nation will require a significant
expansion of its research capabilities
and output across disciplines.
 Research and innovation is central to
growing and sustaining a large and
vibrant society and economy.

R&I.

instead a sudden drop
rate from 0.84% (2008) -

What are the impediments to research
and innovation in INDIA today?
Some of the primary obstacles to
Conducting research in INDIA at the
present time include
 Lack of funding for research.
 Lack of research culture &
mind set.
 Lack of research capability in
most universities.
 A concern effort thus need to be made to halt and reserve the effects of this separation
in higher education between teaching and research.
 Research will have to be seeded, grown, separate & fostered at HELs (Higher
Education Intuitions) around the country that do not currently have the capacity of
research.
Removing impediments to and thereby significantly expanding research and
innovation in the country through a new NATIONAL RESEARCH FOUNDATION.

The National Research foundation will catalyze and expand research
and innovation in the country.

1 Establishing a new
research foundation Through Act of Parliament.
It is an autonomous body of the government of India.
It would have been started since
2014.
2 Scope of work:  NRF consists of 4 major divisions
 Sciences
 Technology
 Social Science
 Arts and Humanities
 An Annual Funding will be allocated based on
country need.
(Example: Clean Water, Sanitation, Energy.)
 Appreciation through NRF prizes & Organization
of National seminars.
For all the candidates there
should be an online procedure .
Where the selected candidate
should be given a chance before
approving the research.
Candidate should be provided
internship in NRF for at least 1
week if requested by the
candidate.
3 Funding for NRF  NRF will be given an annual grant fund of 20,000 crores
(Approximately 1% of GDP (Gross Domestic Product) )
with Autonomy Statutes.
 Any unspent funds in the initial years will be held toward
a corpus for the NRF which will be managed
professionally for steady risk free return.
According to 2008 (0.84%), we
can still start from there as
India is vast population
country, funds would be
require for other welfare
schemes too.
4 Governing Board  The board will be constitute by the RSA (Rashtriya
Shiksha Aayog) with leading academics and professionals.
Ph.D. students should have
one - twos month internship in
higher classes (9,10,11,12) and
change the mindset of
students.
5 Divisional Councils  Division will be constituted by governing board of the
NRF.
 They will articulate a vision for funding basic applied
research with in respective divisions.
Divisions should be supervised,
Not yearly twice but 4 times a
year.
6 Subject committees and
chairperson
 Empower subject committees will be allocated for each
committee.
 Each subject committee will have approximately 10
members & Divisional council in consultation with
chairperson.
Committee members should
be given liberty where they
can put forth their ideas
effectively.
7 Allocation of
funds
 Focused funding for Laboratory equipment's,
Experiments.
 Divisional councils will consult with chairpersons and
subject committees and fine tune on year to year
basis.
It should be mandatory to all
departments and employees of
private & public sector to
contribute at least 0.1% from
there income.
8 Governance of
the NRF
Governing Board will hold a meeting with the councils
and subject committees at least twice a year.
Governing board will have fixed tenures & will be
decided by RSA(Rashtriya Shiksha Aayog) .
As I said before it should be 4
times in an year.
9 Eligibility for
receiving NRF
funds
All education institutions, universities, colleges &
schools, both public& private & research institutions are
eligible .
“Right candidate right fund ……”.
Not discriminating the
individuals.
10 Other funding

DST (Department of Science & Technology),
DAE (Department of Atomic Energy),
DBT (Department of Biotechnology),
ICAR (Indian Council of Agriculture Research),
ICMR (Indian Council Of Medical Research)
UGC (University Grant Commission)

FUNDING RESEARCH PROPOSALS THROUGH RIGOROUS PEER
VIEW
Building research capacity at all universities and colleges
The NRF will seed, Grow and
facilitate research at academic
institutions, create beneficial linkages
between researchers, government and
industry and recognize outstanding
research.
• Encouraging proposals that help build research
capacity at State Universities.

• Seeding researches State Universities through Research
mentors: Serving or Retired /close to retirement faculty
& fellow members.

• There will be no age limit for mentor until they are fit
& effective for the reviewing.

• Out standing research project proposal will be sought
from all institutions & Universities across the country.
4
• Based on merit by empowered committees only the
projects will be approved.

researchers.

coding theory, atmosphere sciences,
electro – optics, lasers, nanoscience,
scientific aspects of hydrogen as fuel,
photo voltaic (electricity generators),
machine learning, basic semi – conductor
physics & etc.
Should encourage all castes
and all people.
4 Research requirements of other
government entities
States governments should be equally
contributing the funds.
About 10 % of budget need
to be allocated to NRF.
5 Research requirements of industry
and other organizations
General donations will be contributed. Apart from general
donations to organizations,
schools sector also need to
be emphasized.
6 Donations from industry Public & private sector should at least
contribute 0.1% of there income.
Yes this I agree ,totally
employees working in the
organization are
accountable towards
contribution to NRF.
7 Governing board As a linking entity among researchers
government entities & the private sector.
Private sectors should
have proper awareness of
the concept & zeal to work
on it.

  • 1. DRAFT NATIONAL EDUCATION POLICY - 2019 CHAPTER – 14 NATIONAL RESEARCH FOUNDATION
  • 2. NATIONAL RESEARCH FOUNDATION (NRF) It is a body where it encourages &enriches researchers with creative innovations. It will enhance innate skills of the researcher. It will give a set processes or guidelines to carryout the research activities.
  • 3. Objectives Of NRF (National Recourse Foundation) Establishing a new National Research foundation. Funding research proposals through rigorous peer review. Building research capacity at all universities and colleges. Creating beneficial linkages among government, industry & researches. Recognizing outstanding research funded by the National Research Foundation through awards and National seminars.
  • 4. science Technology Social Sciences Art & Humanities  Considering India as a fastest developing country, experts proposed a new research center .  As per proposed plan the NRF(National Research Foundation)will have four major divisions.
  • 5. Why do we need a new Research Foundation ?  The nation will require a significant expansion of its research capabilities and output across disciplines.  Research and innovation is central to growing and sustaining a large and vibrant society and economy. • Two third of economic growth of Europe from 1995 – 2007 R&I. 15% of productivity grains in Europe during the period 2000 – 2013 an increase of GDP about 2%. United States 2.8% Israel & South Korea nearly around 4.2 - 4.3% China 2.1% Unfortunately levels of R&I investment in India have not grown but instead a sudden drop rate from 0.84% (2008) - 0.69% (2014)
  • 6. The numbers of researchers per lakh of population shockingly only 15 in India. Comparing • China 423 Comparing • USA 825 According to the report given by Economic times 2016-2017 According to WIPO (World Intellectual Property Organizations) Patent applications received 2016-2017 •13,38,503CHINA •6,05,571USA Where India made 45,057 of which over 70% were by non- resident Indians.
  • 7. The National Importance of a permeating culture research and innovation. Societal changes that INDIA need to address today.  Clean Drinking Water & Sanitation  Quality education & healthcare  Improved transportation.  Air Quality  Energy  Infrastructure.
  • 8. Increasing home grown research. Retaining talent in the country. Attaining a vibrant research eco system. What are the impediments to research and innovation in INDIA today? Some of the primary obstacles to Conducting research in INDIA at the present time include  Lack of funding for research.  Lack of research culture & mind set.  Lack of research capability in most universities.  A concern effort thus need to be made to halt and reserve the effects of this separation in higher education between teaching and research.  Research will have to be seeded, grown, separate & fostered at HELs (Higher Education Intuitions) around the country that do not currently have the capacity of research.

Removing impediments to and thereby significantly expanding research and innovation in the country through a new NATIONAL RESEARCH FOUNDATION. NRF transforms quality of research in India. Discovery based style of learning. Emphasis on the scientific method and critical thinking. The primary activities of the NRF will be Facilitating the research at academic institutions Strengthen the quality by hiring profession als Mentoring across subjects through Prizes & special Seminars. Fund competitiv e, peer reviewed and grant proposals
  • 10. The National Research foundation will catalyze and expand research and innovation in the country. S. No Areas covered Proposed in draft Critical analysis by presenter 1 Establishing a new research foundation Through Act of Parliament. It is an autonomous body of the government of India. It would have been started since 2014. 2 Scope of work:  NRF consists of 4 major divisions  Sciences  Technology  Social Science  Arts and Humanities  An Annual Funding will be allocated based on country need. (Example: Clean Water, Sanitation, Energy.)  Appreciation through NRF prizes & Organization of National seminars. For all the candidates there should be an online procedure . Where the selected candidate should be given a chance before approving the research. Candidate should be provided internship in NRF for at least 1 week if requested by the candidate.
  • 11. 3 Funding for NRF  NRF will be given an annual grant fund of 20,000 crores (Approximately 1% of GDP (Gross Domestic Product) ) with Autonomy Statutes.  Any unspent funds in the initial years will be held toward a corpus for the NRF which will be managed professionally for steady risk free return. According to 2008 (0.84%), we can still start from there as India is vast population country, funds would be require for other welfare schemes too. 4 Governing Board  The board will be constitute by the RSA (Rashtriya Shiksha Aayog) with leading academics and professionals. Ph.D. students should have one - twos month internship in higher classes (9,10,11,12) and change the mindset of students. 5 Divisional Councils  Division will be constituted by governing board of the NRF.  They will articulate a vision for funding basic applied research with in respective divisions. Divisions should be supervised, Not yearly twice but 4 times a year. 6 Subject committees and chairperson  Empower subject committees will be allocated for each committee.  Each subject committee will have approximately 10 members & Divisional council in consultation with chairperson. Committee members should be given liberty where they can put forth their ideas effectively.
  • 12. 7 Allocation of funds  Focused funding for Laboratory equipment's, Experiments.  Divisional councils will consult with chairpersons and subject committees and fine tune on year to year basis. It should be mandatory to all departments and employees of private & public sector to contribute at least 0.1% from there income. 8 Governance of the NRF Governing Board will hold a meeting with the councils and subject committees at least twice a year. Governing board will have fixed tenures & will be decided by RSA(Rashtriya Shiksha Aayog) . As I said before it should be 4 times in an year. 9 Eligibility for receiving NRF funds All education institutions, universities, colleges & schools, both public& private & research institutions are eligible . “Right candidate right fund ……”. Not discriminating the individuals. 10 Other funding Agencies DST (Department of Science & Technology), DAE (Department of Atomic Energy), DBT (Department of Biotechnology), ICAR (Indian Council of Agriculture Research), ICMR (Indian Council Of Medical Research) UGC (University Grant Commission) It should be mandatory to all departments and employees of private & public sector to contribute at least 0.1% from there income
  • 13. TYPES OF PROPOSALS 1.Research project by single principal investor 1.Collaborative grants for inter and intra institutional projects 1.Researches on national and international importance 1.Large and long duration projects FUNDING RESEARCH PROPOSALS THROUGH RIGOROUS PEER VIEW
  • 14. Building research capacity at all universities and colleges The NRF will seed, Grow and facilitate research at academic institutions, create beneficial linkages between researchers, government and industry and recognize outstanding research. • Encouraging proposals that help build research capacity at State Universities. 1 • Seeding researches State Universities through Research mentors: Serving or Retired /close to retirement faculty & fellow members. 2 • There will be no age limit for mentor until they are fit & effective for the reviewing. 3 • Out standing research project proposal will be sought from all institutions & Universities across the country. 4 • Based on merit by empowered committees only the projects will be approved.
  • 15. Creating beneficial linkages among government, industry & researchers. S.No Research requirement Proposed Critical Analysis 1 Research requirement of ministries Funding form ministries will grow in to becoming 2% or more of their budgets. Good sign for the development of India. 2 Research requirements of State government State governments has been negligible only 7% of the budget for 2015-2016. At least 10% of budget need to be allocate to NRF or any Research center. 3 Non-Strategic aspects of strategic research establishment These include basic research on materials, fluid dynamics, cryptography, coding theory, atmosphere sciences, electro – optics, lasers, nanoscience, scientific aspects of hydrogen as fuel, photo voltaic (electricity generators), machine learning, basic semi – conductor physics & etc. Should encourage all castes and all people.
  • 16. 4 Research requirements of other government entities States governments should be equally contributing the funds. About 10 % of budget need to be allocated to NRF. 5 Research requirements of industry and other organizations General donations will be contributed. Apart from general donations to organizations, schools sector also need to be emphasized. 6 Donations from industry Public & private sector should at least contribute 0.1% of there income. Yes this I agree ,totally employees working in the organization are accountable towards contribution to NRF. 7 Governing board As a linking entity among researchers government entities & the private sector. Private sectors should have proper awareness of the concept & zeal to work on it.
