In Venezuela, teacher assessment has been always based on the amount of students who pass or fail subjects, but is that a serious teacher performance assessment? Teacher assessment can permit to rethink teacher training and teacher performance, that is, from an analytical perspective that can allow teachers to enhance and improve their skills, capacities and knowledge. In a few words, the objective of this research paper is to demonstrate the importance of evaluating TEFL quality in Venezuela from the pre-service teacher’s perspective to the in-service teacher’s perspective. Therefore, the results of a research done by the author of this paper will be shown in order to demonstrate how important is to evaluate college graduates in TEFL in order to see the strengths and weaknesses of teacher training. This research was done to 14 students of the university UPEL in Maracay, the TEFL Bachelor’s degree, and also to 14 students of the same career and university but in Maturin. This study is based on a field study, which is merely descriptive. Due to this characteristic, the results of the research permitted to analyze the root of the problem of teacher training in ELT at UPEL Maturin.

We are bombarded daily with spiraling thoughts(both negative and positive) creating all-consuming feel , making us difficult to manage with associated suffering. Good thoughts are like our Mob Signal (Positive thought) amidst noise(negative thought) in the atmosphere. Negative thoughts like noise outweigh positive thoughts. These thoughts often create unwanted confusion, trouble, stress and frustration in our mind as well as chaos in our physical world. Negative thoughts are also known as “distorted thinking”.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

7. RATIONALE
Now that the school has re-opened for face-to-face classes,
teachers are expected to administer summative tests including
periodical examinations which cover competencies taught within
the quarter. In the previous years, examination period lasts for
three days i.e., two test administration days and one checking
and item analysis day. Though item analysis must be done by the
teacher, it is simply undoable considering the time and
tediousness of the job. It has also been a common a practice in
the field to allot one day for checking of papers and item
analysis.
8. RATIONALE
However, the schools are still recuperating from the effects
of the pandemic and distance learning on the mastery of the
students. There were still basic competencies that the students
need to be refreshed with. Thus, the school cannot afford losing
one day of instructional period to checking and item analysis. In
the same manner, the school also does not want to compromise
the integrity of test and possible learnings which students,
teachers, parents, and the school leaders could get from the
statistical results.
9. RATIONALE
For these reasons, the proponents suggest the use of a
system that would promote excellence in school’s testing and
measurement practices. In this system, the school is expected to
hone students’ values for their own learning and the teachers’
ownership of their own teaching. Additionally, this is expected to
lessen the teachers’ burden of preparing statistical reports and
compromising instructional period for manual test item analyses.
The proponent hereby introduced Oplan TEST – Timely Execution
of Systematic Testing under Project RECOMEX.

13. ON TEST PAPERS
1. All subjects must have 50 items
2. Test papers with TOS must be submitted on/before October 14
3. All subjects shall follow the MULTIPLE CHOICE format of test
items. Should you have other formats, please administer them
before the examination week.
4. All other performance assessments must be held before the
examination week. All intervention efforts must have been
completed before the examination week.
5. There shall only be 35 copies of each test paper. Test papers
shall be alternately used. So, each testing room shall be
administering different test papers each testing time.

1. Each student needs 8 answer sheets
of a size of ½ letter size bond paper.
2. That means there will be a 4 sheet-
allotment of letter size bond paper per
student.
3. Students shall use “MONGOL NO.2”
PENCIL in accomplishing the answer
