This document summarizes a study on the justice system of the Ratagnon Mangyan tribe in Occidental Mindoro, Philippines. The study found that the contemporary Ratagnon system involves tribal elders ("gurangons") in settling disputes. Key elements of the Ratagnon system are conflict resolution, support for children, and penalties not dictated by a penal code. The Ratagnon system differs from the prevailing Katarungang Pambarangay system in its view of children, origins of judgment, goals, guidelines, roles of people involved, and functions.

been tried with the Santhal in Purulia District of West Bengal as a partner through Participatory
Action Research (PAR). The Eco Chain Approach for creating awareness and SAPTASWAR,
a method to develop appropriate social institution for the conservation of natural resources
and adoption of technology developed by IBRAD, is illustrated with a case study herewith.
It is being carried out as an outcome-oriented intervention and finally generating a new
body of knowledge for replication in the similar context of sustainable livelihood of the
community.

RATAGNON MANGYANS’ JUSTICE SYSTEM

ABSTRACT
The study aims to determine the contemporary practices in the Ratagnon administration of
justice in Magsaysay, Occidental Mindoro. It also determines the elements of a Ratagnon
Mangyan’sjusticesystem,andidentifyhowtheIPjusticesystem relateswith theKatarungang
Pambarangay or the prevailing justice system.
The case study design was employed in accordance with the customary laws of the tribe. The
gurangons or “elders”, tribal council and other barangay officials had served as the
respondents of the study. Result shows that the contemporary practice in the Ratagnon
administration of justice in includes the “gurangons” in the settlement of dispute and conflicts.
The Ratagnon Mangyan’s justice system’ elements were conflict resolution, support for
children in the process and penalty are not dictated by a penal code. The Ratagnon justice
system differs with the Katarungang Pambarangay in view of children, view of justice, where
judgment emanates, end goal of process, guidelines for resolution, actors, agency, criminal
justice system, and function.
