Building
Byelaws &
Regulations,
2011
Lacks clarity in its present form
Multiple sections are often contrary in nature
All previous versions of byelaws,
since inception, not available in
public domain
More stringent regulations
required to contain sprawl
and density in hill areas
FAR, ground coverage, setback &
building height for Non- Residential
Buildings require equal treatment
for similar Plot Sizes
Comprehensive review/ redrafting required
for the (decade old) Original Byelaws, which
carry multiple amendments as addendums,
increasing hardships
Simplification of
(Building) Regulations

5. The Public Display of Draft Master Plan was
devoid of Sajra Plan underlay depicting Khasra's.
Thereby it is impossible for Commoners to locate
their Land Parcels upon the Draft Master Plan
Suggestions/ Comments received from General
Public require to be circulated in Public Domain,
thereby encouraging transparency and fair
treatment/ addressal
The master plan does not deal with 'net green'
instead talks about 'gross green' areas, which are
an 'eyewash'. Zonal & Neighborhood Plans are
the real tools for Development Interventions
Master Plan does not address (land related)
challenges of Re-densification, Uncontrolled
Urban Sprawl & Fringe Area Development, Pre-
existing Vacant Land Parcels in Core Areas, etc.
