This presentation discusses options for the City of College Station to provide broadband internet access to underserved citizens. It outlines 3 options: 1) partnering with an internet service provider who would manage services, 2) having the city manage services directly, or 3) partnering with a new provider to lay fiber. Considerations for each option include management of contracts, support, funding sources, sustainability, and technology/digital literacy limitations. Next steps proposed are for city council direction and further exploration of options, costs, partnerships and rollout plans to address the digital divide in the community.

Fernando Beltrán (f.beltran@auckland.ac.nz) is a Senior Lecturer with the Department of Information Systems and Operations Management of The University of Auckland Business School. Bert Granberg from the Utah Automated Geographic Reference Center (AGRC), presented an overview of the Utah Broadband Project and gave a demonstration of the Utah Broadband Map. He also showed the council AGRC’s newest population map which was released last week. The map was created by refining 2010 census data and removing portions of census blocks that are uninhabited. This map can be compared to data collected for the Utah Broadband Map to identify unserved and underserved areas of the state.
The road to connecting our communities to broadband has been a long and complicated journey. Hear from trailblazers and leaders in the space as they provide a roadmap detailing what has happened, what is to come, and some ways to prepare for the historical investments in broadband in our country. A wide range of topics will be discussed, from best practices to advocacy issues, including the Rural Digital Opportunity Fund, the Broadband provisions of the Infrastructure Investment and Jobs Act, State Broadband Offices, and more.

Analysis of WiMAX regulation in South Korea and Indonesia - PresentationLaili Aidi
Abstract—The development and rollout of WiMAX introduces several regulatory and policy issues. This paper highlights the WiMAX Regulation in South Korea, as a country that is already more mature and had become the first to implement Wireless Broadband Access (WBA) of its kind (WiBro) in the world, and Indonesia, as a country that is still in the process of formulating the reconcilable regulation. The paper begins with a brief overview of the technologies behind WiMAX and compared the market situation relative to broadband and 3G mobile networks. Next, the paper examines the potentially significant specific policy and regulatory issues for regulator in each country and competition climate between stockholders. Finally, this data was used to obtain recommendations to overcome the said problems. We found out that WiMAX may prove to be a disruptive technology for existing telecommunication and Internet sector, but careful policy effectuation can ensure that the disruption could create the maximum benefit possible in the society and market.

The onset of a global health pandemic has put a spotlight on digital inclusion. NDIA is documenting local government initiatives to encourage other local governments to address access to the internet (particularly at home), personal computers and tablets, and tech assistance. These initiatives are in addition to the FCC’s Keeping American’s Connected Pledge.
