MODULE ON
TRAFFIC WARDEN
• Wear neat and proper uniforms on duty time
• Wear ID cards while on duty
• Ensure your presence on the locations/diversions assigned by supervisor on curb
side
• Directs vehicular and pedestrians traffic on curb side
• Direct traffic using a stop-slow sign and other traffic control devices
• Communicates with other road traffic personnel to give and receive updates on
traffic conditions for a smooth traffic flow on curb side
• Monitor traffic flow to ensure safety is maintained at all times
• Need to push vehicles staying on the curb side for clearing the traffic
Roles and responsibilities of traffic warden
• Any vehicles found overstayed in curb side should be clamped and fines to be imposed on the vehicles
• Proper communication to be maintained with the supervisors on curb side for clamping the vehicles
• Need to assist the tow truck for towing any vehicles on the curb side
• Any vehicles found unattended on the curb side should be informed to concerned supervisor/Manager on
urgent basis
• Any personal or valuable items found on the curb side should be submitted to Lost and Found counter and the
same should be communicated with your respective supervisor.
• Check with supervisors before the shift starts to find out about the day’s activities.
• Check location of first aid stations and identify workers with First Aid Certification.
• Identify and locate equipment working on the site and locations of work activities of the
equipment.
• Locate safe escape routes.
• Adjust work zones as work progresses.
• Respond to emergency situations and hazards, as required.
• Remove traffic control devices at the end of the day or when the job is finished.
Roles and responsibilities of traffic warden
AT ENTRY-
• Make sure road doesn’t get crowded
• All vehicles wait in a systematic line
• Vehicles to enter from all gates simultaneously
• If any gate has some issue divert the traffic to other gate.
• Ensure all vehicles enters with pass or tickets.
• Scan pass/ fast tag at entry or generate ticket.
AT INTERSECTION ( ground floor)-
• All white plates vehicle will go to ground floor.
• Yellow plate TO 4TH FLOOR
• Once 4th floor is full direct yellow plate to 3rd floor
TRAFFIC WARDEN- all floors
AT CASHIER COUNTER-
• Direct the vehicles out of the mall.
• Ensure they have paid.
• Assist cashier for any issues.
• Handle arguing customer.
• If any gate has some issue divert the traffic to other gate.
OLA /UBER PICKUP POINT-
• No car/ Auto will remain at pickup point for long check for pickup message.
• Estimate ground floor for traffic updates
• Take help of supervisor if floor gets over crowded
• Direct the cab at exit after pickup
3RD / 4TH FLOOR-
• Ensure vehicles are properly parked.
• Ensure no vehicle has oil leakage ( Notify the driver and HK)
• Inform supervisor about the vehicle left for many days.
ON AIRPORT BRIDGE-
• Direct passengers to buggy.
• Ensure passenger don’t pay for buggy ride.
AT AIRPORT PARKING-
• Direct the yellow plates for drop at drop point.
• Ensure vehicle don’t halt for longer duration.
• Ensure cabs only drop at drop point don’t allow any pickups.
• Direct passengers at Aero mall for cab pickups.

• TW’s should be courteous but firm with motorists, pedestrians and workers.
• TW’s should have a sense of responsibility for the safety of the drivers, and
the general public.
• To properly direct traffic, TW’s should stand facing the traffic under their
control, in a position where they can easily be seen.
• TW’s should use standard signals and traffic control devices to indicate what
actions they want the motorist, pedestrian or equipment operator to
perform.
• The use of personal protective equipment (PPE) on the job
is required.
• It is your responsibility to wear uniform on the job that
will provide you with general protection and comfort.
• Never wear clothing or accessories that will distract
motorists.
• Always wear right footwear & reflective jackets
PPE
 All of these devices may be used separately or together to allow you to convey instructions to
another person.
Be aware that the sound of a whistle may be difficult to hear in a very noisy work zone.
A good method of determining whether or not you have someone’s attention is to make eye contact.
Their reaction or non-reaction will let you know if they have received your signal.
Devices must be constantly checked and maintained to provide good visibility and perform the
functions for which they are designed.
 Check carefully for damage and condition.
Avoid the use of faded or marred retro-reflective surfaces.
Examine flash lights for brightness and operation.
 When the job is completed, control devices should be checked to make sure they are in good
condition before being put into storage so they will be in good repair for the next job.

Traffic control Gears & Hand Tool
HAND SIGNALS WHISTLES VOICE COMMANDS TRAFFIC BATONS
CONES BARRICADES OR SIGNS TOWING VAN.
• Traffic Baton and marshalling wand are hands held, portable light sticks
that can be used to attract the attention of the passerby.
• They usually have two light settings
• Red- to indicate the passerby to stop
• Green- To indicate the passerby to proceed.
Traffic Baton
• It is mainly used for signaling
Whistle use defined:
• One long blast with “stop” hand signal
• Two short blasts with the “start” hand signal
• Several short blasts to get the “attention” of a driver
• A short, intermittent blast to “keep the traffic moving”
WHISTLES
• Traffic cones are typically used in situations requiring traffic redirection
• For advance warning of hazards or dangers,
• For the prevention of traffic.
• Traffic cones are also used to mark to block off an area.
TRAFFIC CONES
• Traffic barricades are designed to restrict vehicle
interference or even pedestrian foot traffic from entering
areas where workers may be at risk.
• For example road closures, construction zones, and
maintenance areas can all be a danger without these highly
visible barriers to help keep drivers aware.
TRAFFIC BARRIGADES
Hand Signals Stopping Traffic!
• Point - arm and baton extended - look straight at driver
( baton light should have red indication)
• Hold until driver sees signal
• Raise pointing hand so palm is toward driver
• Hold this position until driver stops
Stopping traffic from two directions
• Stop traffic coming from one direction first
• Hold hand in stop position, turn to the other side – repeat
• Don’t lower either arm until cars are halted.
Hand Signals START KEEP MOVING
• Place yourself so one side is towards traffic to be started
• Point with arm and baton toward first car to be started
• Hold position until you get driver’s attention
• With palm up, swing hand up and over chin, bending arm at elbow.
• After traffic has started from one side, drop that arm and start traffic from other side in
the same manner
• KEEPMOVING
• Continue to use the same signals for the slow and timid
• If car approaches from right, point toward driver with right arm
• If car approaches from left, point with left arm
• Give driver time to see your gesture, then swing arm to point in direction the vehicle is to
proceed
• Keep pointing in that direction until driver turns
RIGHT TURN
LEFT TURN
• Halt traffic in the lanes through which car is to cross
• If car approaches from the left: Give stop signal with right arm to stop traffic in lane through which car is
to cross
• Hold stop signal with right arm and give turning gesture with left arm.
• If car approaches from the right: Turn around to face in direction the car is to go
• Halt traffic with right arm and give turning gesture with left arm
POSITIONING OF WARDENS
• Position yourself in an area that provides maximum visibility AND a safe escape route.
• Positioning is important especially on slops and turns
• For safety there may need to be more than one traffic wardens.
• Don’t stand in the center of the road.
• Don’t stand towards the moving traffic
TO DIRECT TRAFFIC:
• Place yourself in a safe position usually on the shoulder out of the way of vehicles.
• Display the paddle with the STOP side visible to the first oncoming vehicle.
• As the vehicle approaches, and the driver acknowledges you by making eye contact,
move out onto the traveled part of the road on the driver’s side of the traffic that you are
controlling.
REMAINING ON DUTY
A TCP must remain at his/her assigned traffic control station until relieved by
another TCP or the traffic control supervisor.
SIGNALING OTHER TW
• When two or more TW’s are working as a team, one should be responsible
for traffic coordination.
• That person will issue required signals for change of traffic flow.
• Responsibility for coordinating traffic flow can be switched from TW to TW
throughout the day depending on which one has the best visibility.
IN CASE OF ANY ACCIDENT
Raise alarm on RT
Check for any injury
Inform Supervisor & Manager
Call ambulance if required
Get help
Evacuate the incident place
Divert the traffic
Block the incident area with cones/ brigades.
Supervisor/ Mgr. will inform Police if required.
IN CASE OF ANY ACCIDENT
It is important to keep accurate records of incidents while controlling traffic to provide
information to the police.
In order of importance the Tw should note:
 License plate number
 Province or state of origin
 Make and color of vehicle
 Description of the driver
 Time of day during which incident occurred
 Names and telephone numbers of witnesses
If a oil spill occurs around the work zone:
OIL SPILL MANGEMENT
Notify your
traffic control
supervisor.
Direct traffic
away from
the spill if
possible.
Inform
housekeeping
supervisor.
Brigade the
area
Don’t leave
the spill
unattended
till it is clear.
DOWNED OR BROKEN POWER LINES
• At the beginning of each shift, note any power lines that may run through or
close to the worksite.
• If this occurs, stop traffic immediately and keep workers and motorists away
from the area.
• Inform supervisor.
• Brigade the area
• The traffic control supervisor should call the local electrical utility for
assistance.
• Don’t leave the area unattended till problem is resolved.

MODULE ON TRAFFIC WARDEN- traffic warden training manual on how to divert traffics , how to handle any accidents

  • 2. • Wear neat and proper uniforms on duty time • Wear ID cards while on duty • Ensure your presence on the locations/diversions assigned by supervisor on curb side • Directs vehicular and pedestrians traffic on curb side • Direct traffic using a stop-slow sign and other traffic control devices • Communicates with other road traffic personnel to give and receive updates on traffic conditions for a smooth traffic flow on curb side • Monitor traffic flow to ensure safety is maintained at all times • Need to push vehicles staying on the curb side for clearing the traffic Roles and responsibilities of traffic warden
  • 3. • Any vehicles found overstayed in curb side should be clamped and fines to be imposed on the vehicles • Proper communication to be maintained with the supervisors on curb side for clamping the vehicles • Need to assist the tow truck for towing any vehicles on the curb side • Any vehicles found unattended on the curb side should be informed to concerned supervisor/Manager on urgent basis • Any personal or valuable items found on the curb side should be submitted to Lost and Found counter and the same should be communicated with your respective supervisor.
  • 4. • Check with supervisors before the shift starts to find out about the day’s activities. • Check location of first aid stations and identify workers with First Aid Certification. • Identify and locate equipment working on the site and locations of work activities of the equipment. • Locate safe escape routes. • Adjust work zones as work progresses. • Respond to emergency situations and hazards, as required. • Remove traffic control devices at the end of the day or when the job is finished. AT ENTRY- • Make sure road doesn’t get crowded • All vehicles wait in a systematic line • Vehicles to enter from all gates simultaneously • If any gate has some issue divert the traffic to other gate. • Ensure all vehicles enters with pass or tickets. • Scan pass/ fast tag at entry or generate ticket. AT INTERSECTION ( ground floor)- • All white plates vehicle will go to ground floor. • Yellow plate TO 4TH FLOOR • Once 4th floor is full direct yellow plate to 3rd floor TRAFFIC WARDEN- all floors

AT CASHIER COUNTER- • Direct the vehicles out of the mall. • Ensure they have paid. • Assist cashier for any issues. • Handle arguing customer. • If any gate has some issue divert the traffic to other gate. OLA /UBER PICKUP POINT- • No car/ Auto will remain at pickup point for long check for pickup message. • Estimate ground floor for traffic updates • Take help of supervisor if floor gets over crowded • Direct the cab at exit after pickup
  • 7. 3RD / 4TH FLOOR- • Ensure vehicles are properly parked. • Ensure no vehicle has oil leakage ( Notify the driver and HK) • Inform supervisor about the vehicle left for many days. ON AIRPORT BRIDGE- • Direct passengers to buggy. • Ensure passenger don’t pay for buggy ride. AT AIRPORT PARKING- • Direct the yellow plates for drop at drop point. • Ensure vehicle don’t halt for longer duration. • Ensure cabs only drop at drop point don’t allow any pickups. • Direct passengers at Aero mall for cab pickups.

Professional Conduct • TW’s should be courteous but firm with motorists, pedestrians and workers. • TW’s should have a sense of responsibility for the safety of the drivers, and the general public. • To properly direct traffic, TW’s should stand facing the traffic under their control, in a position where they can easily be seen. • TW’s should use standard signals and traffic control devices to indicate what actions they want the motorist, pedestrian or equipment operator to perform.
  • 12. • The use of personal protective equipment (PPE) on the job is required. • It is your responsibility to wear uniform on the job that will provide you with general protection and comfort. • Never wear clothing or accessories that will distract motorists. • Always wear right footwear & reflective jackets PPE
  • 13.  All of these devices may be used separately or together to allow you to convey instructions to another person. Be aware that the sound of a whistle may be difficult to hear in a very noisy work zone. A good method of determining whether or not you have someone’s attention is to make eye contact. Their reaction or non-reaction will let you know if they have received your signal. Devices must be constantly checked and maintained to provide good visibility and perform the functions for which they are designed.  Check carefully for damage and condition. Avoid the use of faded or marred retro-reflective surfaces. Examine flash lights for brightness and operation.  When the job is completed, control devices should be checked to make sure they are in good condition before being put into storage so they will be in good repair for the next job.   • 15. • Traffic Baton and marshalling wand are hands held, portable light sticks that can be used to attract the attention of the passerby. • They usually have two light settings • Red- to indicate the passerby to stop • Green- To indicate the passerby to proceed. Traffic Baton
  • 16. • It is mainly used for signaling Whistle use defined: • One long blast with “stop” hand signal • Two short blasts with the “start” hand signal • Several short blasts to get the “attention” of a driver • A short, intermittent blast to “keep the traffic moving” WHISTLES
  • 17. • Traffic cones are typically used in situations requiring traffic redirection • For advance warning of hazards or dangers, • For the prevention of traffic. • Traffic cones are also used to mark to block off an area. TRAFFIC CONES
  • 18. • Traffic barricades are designed to restrict vehicle interference or even pedestrian foot traffic from entering areas where workers may be at risk. • For example road closures, construction zones, and maintenance areas can all be a danger without these highly visible barriers to help keep drivers aware. Hand Signals Stopping Traffic! • Point - arm and baton extended - look straight at driver ( baton light should have red indication) • Hold until driver sees signal • Raise pointing hand so palm is toward driver • Hold this position until driver stops Stopping traffic from two directions • Stop traffic coming from one direction first • Hold hand in stop position, turn to the other side – repeat • Don’t lower either arm until cars are halted.
  • 20. Hand Signals START KEEP MOVING • Place yourself so one side is towards traffic to be started • Point with arm and baton toward first car to be started • Hold position until you get driver’s attention • With palm up, swing hand up and over chin, bending arm at elbow. • After traffic has started from one side, drop that arm and start traffic from other side in the same manner • KEEPMOVING • Continue to use the same signals for the slow and timid
  • 21. • If car approaches from right, point toward driver with right arm • If car approaches from left, point with left arm • Give driver time to see your gesture, then swing arm to point in direction the vehicle is to proceed • Keep pointing in that direction until driver turns RIGHT TURN LEFT TURN • Halt traffic in the lanes through which car is to cross • If car approaches from the left: Give stop signal with right arm to stop traffic in lane through which car is to cross • Hold stop signal with right arm and give turning gesture with left arm. • If car approaches from the right: Turn around to face in direction the car is to go • Halt traffic with right arm and give turning gesture with left arm
  • 22. POSITIONING OF WARDENS • Position yourself in an area that provides maximum visibility AND a safe escape route. • Positioning is important especially on slops and turns • For safety there may need to be more than one traffic wardens. • Don’t stand in the center of the road. • Don’t stand towards the moving traffic
  • 23. TO DIRECT TRAFFIC: • Place yourself in a safe position usually on the shoulder out of the way of vehicles. • Display the paddle with the STOP side visible to the first oncoming vehicle. • As the vehicle approaches, and the driver acknowledges you by making eye contact, move out onto the traveled part of the road on the driver’s side of the traffic that you are controlling.
  • 24. REMAINING ON DUTY A TCP must remain at his/her assigned traffic control station until relieved by another TCP or the traffic control supervisor. SIGNALING OTHER TW • When two or more TW’s are working as a team, one should be responsible for traffic coordination. • That person will issue required signals for change of traffic flow. • Responsibility for coordinating traffic flow can be switched from TW to TW throughout the day depending on which one has the best visibility.
  • 25. IN CASE OF ANY ACCIDENT Raise alarm on RT Check for any injury Inform Supervisor & Manager Call ambulance if required Get help Evacuate the incident place Divert the traffic Block the incident area with cones/ brigades. Supervisor/ Mgr. will inform Police if required.
  • 26. IN CASE OF ANY ACCIDENT It is important to keep accurate records of incidents while controlling traffic to provide information to the police. In order of importance the Tw should note:  License plate number  Province or state of origin  Make and color of vehicle  Description of the driver  Time of day during which incident occurred  Names and telephone numbers of witnesses
  • 27. If a oil spill occurs around the work zone: OIL SPILL MANGEMENT Notify your traffic control supervisor. Direct traffic away from the spill if possible. Inform housekeeping supervisor. Brigade the area Don’t leave the spill unattended till it is clear.
  • 28. DOWNED OR BROKEN POWER LINES • At the beginning of each shift, note any power lines that may run through or close to the worksite. • If this occurs, stop traffic immediately and keep workers and motorists away from the area. • Inform supervisor. • Brigade the area • The traffic control supervisor should call the local electrical utility for assistance. • Don’t leave the area unattended till problem is resolved.
