1. The worship was attend by both the representatives from India,
from 07 to 10, Aug, 2017. All the dates of workshop were
attended, and had active participation and held discussion in
all the deliberations
2. APO has undertaken an Research work in Productivity Measurement
in Higher Education, and the results and draft report was
discussed, at length.
3. Indian Country presentations was focused on the Indian Education
system, with the titled “ Indian Higher Education: A
Kaleidoscope of Development, Progress, Challenges and
Oppournities’. The entire presentation was the Way the higher
education in India had developed, making contributions for the
development of the economy, and the challenges faced.
4. The focus of Indian presentation was” How do we create World
Class University’, and how can Indian Universities figure in QS
Ranking of World Class University. We also spoke about the
contributions of National Importance Institutes, including IIT,
IIM, and how they have influenced the higher education sector.
5. All other delegates presented their respective country
experience, challenges and road map. They was cross learning
among each other, and Indian presentation made most impressive.

2. 6. India, already has the system of measuring the output of
Professors in Higher Education, which includes: NAAC; NBA; NIRF;
KSURF. One thing that we learnt is the mathematical calculation
of the Productivity, which APO had developed. Most of the other
parameters which were part of the APO report, are practised in
India, through these accreditation bodies.
Road Forward: Key issues and Challenges: The World Class
Visibility
7. How do Indian Higher Education Institutes figure in World Class
List of University;
8. MIT-USA and Harvard University-USA produced 74 and 46 Noble
Laureates, as of 2017. How can Indian University Higher
Education Institutes march towards this;
9. Oxford University, has 140 country students on campus, and
applies for Patent every week. How can Indian University Higher
Education Institutes promote on wider scale and bigger canvas;
10.In USA, Faculty and Alumina together have established several
MNC’s with trillions of $US. This trend is less reflected in
Indian community, and Indian University Higher Education
Institutes don’t have impressive numbers to reflect such
figures;
11.International profile in terms of teaching program, Professors,
faculty, dual degree with World class University,
collaborations, MOU’s, multi-cultural- multidisciplinary
academic milieu is absent;
12.Overseas students registering for Indian Education in different
Universities is not impressive, compared to some Developed
and Developing counties;
13.A Report says that, 4,50,000 Indian students spend over $US 13
Billion each year in acquiring higher education overseas. How
do Indian University retain and get enchased by having this
segment stay back;
14.Multiple statutory bodies have suffocated and paralyzed the
system, with several regulatory approvals and requirements,
which are hindrance to growth and development of Indian
University Higher Education Institutes;
15.High Competency faculty team with Global and International
exposure, bagged with Global Research aptitude and Global
Recognition and Reputation is missing in most Indian
University Higher Education Institutes teaching community;

3. 16.Many Indian University Higher Education Institutes Professors
and Faculty are not part of Corporate Boards, Editors,
Editorial Boards of International Research Journal; Chair of
International conference and World Meets;
17.While 100% FDI in Higher Education exists in India, along with
Foreign University establishment, how do we cope with the
World Class University;
18.Update teaching curriculum; using of MOOC; technology enabled
methodology; Global Philanthropists support of University;
and the like are few other areas of concern;
19.Lastly, How can we get away with this culture and practice of
favouritism, casteism, nepotism, and bring an atmosphere of
total merit oriented/performance driven practices and
culture.
APO and NPC Initiative
20.APO and NPC can jointly organise workshop in this area at
different places in India, with collaborations with local/
interested University. (I will take lead, if this
responsibility is given to me. I can take this forward). I
will collaborate with Higher Education Institutes and make
this workshop happen. Any commercials needs to be discussed.
21.APO and NPC can recognise Academician as BRAND Ambassador, to
promote the concept of Productivity Measurement. The person
responsibility is to make presentation at various forums and
promote the concept.
22.APO and NPC can also recognise few Professors as NPC Research
Guides, at different University, and the research guided by
these Professors, would focus in the area of Productivity in
Higher Education sector.
23.The participants in this project, can be recognised as APO-NPC
consultants in this area, and can visit various University/
Higher Education Institutes,and make presentations in this area.
24.APO-NPC, can have formal MOU’s with Higher Education
Institutes, and implement this Productivity Measurement model.
25.A series of workshop in this area, would help in some times, to
implement this Model, developed by APO.
26.APO-NPC can recognise academician personality as “National
Professor of NPC”, and the role of this Professor is to promote
this concept of Productivity Measurement in Higher Education.

4. 27.If funds permit, APO-NPC can also institute a Chair of
Professor.
28.Professor Emeritus can also be planned; again the role is to
promote this concept of Productivity Measurement in Higher
Education.
If NPC wish to have discussion, I will be happy to have discussion
on any of these initiatives, and take it forward.
