Millard Fillmore was the 13th US President from 1850 to 1852. As president, he helped pass the controversial Fugitive Slave Law as part of the Compromise of 1850 to address the issue of slavery in the new western territories following the Mexican-American War and California Gold Rush. The law required citizens in free states to return escaped slaves to their owners, which was controversial and sparked debate around states' rights on the issue of slavery leading up to the Civil War.
