DUTIES AND RESPONSIBILITIES
Real-time and 24x7 monitoring and control of the Distribution and Transmission Power Grid of MERALCO using
SCADA and ADMS
- Monitoring of the overall state of the system thru SCADA and ADMS
- Ensure that every system parameters (voltage, current, VAr) are within the service level committed to the
customers
- Initiates methods and industry best practices vis-a-vis System Control’s ISO certified Operations Manual in
maintaining system reliability, safety, integrity, efficiency and the best power quality
- Reports to the concerned group if a critical alarm appears in SCADA for immediate checking/repair
Management of Planned Outage of Distribution and Transmission facilities
- Check, prepare, and execute Switching Plans for the safe conduct of jobs by Substation, Transmission line or
Distribution line crew
- Performs revision and/or additional contingency if the prepared Switching Plan and the actual system condition
have inconsistencies
- Release System Update advisories thru e-mail for the commissioning of new facilities or changes in line set-up
Management of Unplanned Outage of Distribution and Transmission facilities
- Performs corresponding restoration protocol for distribution feeder outage, Power transformer or bus differential
tripping, Transmission line outage, Automatic Load Shedding and Total/partial System Blackout
- Interprets and analyzes the events and alarms that appeared in the SCADA-GUI and employ appropriate
restoration/isolation protocol
- Efficiently utilizes remote-controlled devices and strategic dispatch of field crew in the restoration of healthy
portion or isolation of faulted segments to help the company attain reliability indices (SAIFI, SAIDI and MAIFI)

- Dissemination of information to the internal customers using SMS and e-mail for every outage
- Creates schedule and implements Manual Load Shedding due to Generation deficiency or multiple transmission
line outage
- Performs Initial Switching Operations for Substations involved in the Power Restoration Highway in the event of a
Total/Partial System Blackout

- Coordinates with the requesting office for the jobs involving de-energization of Substation, Transmission or
Distribution equipment/facilities
- Creates appropriate Switching Plan for the Planned outage of the involved equipment/facilities
- Performs contingency studies using PSS/E software for jobs involving de-energization of Transmission facilities
- Releases advisory to Call Center department for the dissemination of information to the customers which will be
affected by power interruption
Creation of daily reports for the consumption of different Department Heads
- Vital Information Report
- Daily Interruption Report for Planned and Unplanned outages
- N-2 contingency load flow simulation report of transmission facilities for different peak periods using PSS/E
- Day-ahead Power Situation Report
Release of Hold clearance and Caution clearance tags for the safe conduct of jobs of Substation, Transmission line or
Distribution line crew on energized and de-energized facilities
Coordination with the Grid/System Operator and Power Plant Operator (only those with PSA) for the Power Plant’s
hourly Real-time Dispatch (RTD)
Gives switching procedure, assist and guide field crew thru the use of radio or mobile telephone in the operation and
basic troubleshooting of Substation facilities and Distribution facilities:
