Merchandise Store History
The article investigates the accounting practices and cultural setting of a general merchandise store
located in Natchez, Mississippi during the post– civil war period in 1865. The store ledger records
complete sales and payroll entries from January through December 1865. The data regarding the
store came from a "cash book", ledger, which documented financial transactions both prior to and
after the Civil War. The article states that despite of devastating economic conditions, merchandisers
were able to continue as central figures in daily lives in the Natchez area. Natchez had a very
exciting history. It is named after the Naktche Indian tribe. Natchez was under English control until
admitted as part of the Mississippi territory in 1798. Located on the eastern shore of the Mississippi
river, it became a key–trading center along the Mississippi river. Adams County, where Natchez is
located, had the highest number of slaves in Mississippi. The slave trading market remained very

Sales and payments to individuals are described in sufficient detail that provide insight into a wide
variety of food and consumer item purchases as well as account settlements via barter or cash
payments. The use of bartering is further reinforced as a means of conducting business during the
period. The variety of goods available to individuals via the store is noteworthy given the time
period. The variety of goods available in the store indicates the availability of a trade/commerce
system that accomplished some level of functionality in early to mid–1865. The difficult economic
times and social turmoil of 1865 were partially alleviated by the store. The store provided a critical
lifeline to newly freed slaves. This life–line encompassed the ability to earn a wage, receive meal

The Devastation Of The Hurricane Katrina
In the history of the United States of America, Hurricane Katrina was known as one of the worst
hurricanes in the world. The hurricane was a combination of tropical waters and gushing winds. It
was the vicious hurricane that caused severe damage to the citizens of the United States of America.
The amazing city known for its southern style, Cajun cuisines, jazz music and its celebration of
Mardi Gras will never be the same. New Orleans, Louisiana was changed forever in August 2005
when this category five hurricane left the city devastated. The catastrophic storm tore through the
city of New Orleans and surrounding areas destroying everything in its path and killing hundreds of
people.
For millions of people living near the Gulf and Atlantic coasts of the United States, a team of
weather experts in Miami were helping make a difference between another hurricane disaster and
safe evacuations in the wake of the oncoming storm. These experts are trained to interpret data from
satellites, weather stations and specialized computer equipment to give the public advance warning
of hurricanes barreling toward any shores (Treaster, 2007, p. 26).
In August 2005, the national weather and the national hurricane center issued reports during the
upcoming week on the strength and fast pace as it approached the Gulf of Mexico (Treaster, 2007, p.
44). On August 23, 2005, the National Hurricane Center (NHC) in Florida issued the first advisory
about the tropical storm (Brinkley, 2006, p. 4). At

The Importance Of Defense Support Of Civil Governments
Introduction Governor Blanco failed to send a request for Defense Support of Civil Authorities
(DSCA) in a timely manner because she was unclear on how the process works and caused
activation delays to assist the city of New Orleans. Imagine a major hurricane has just passed though
the city you live in, leaving you stuck with no food, water, adequate shelter, and means of
communication. You are now stranded on the rooftop of what was once your house because it is now
flooded. In 2005, hurricane Katrina heavily hit New Orleans, Louisiana and left the city and its
occupants in disarray. The storm left thousands of New Orleans residents stranded for days before

Request Process to Activate DSCA
The state governor submits request for DSCA in writing to the office of the Executive Secretary of
the Department of Defense (DoD). (Department of Defense Directive (DoDD) 3025.18, p. 3, 2010).
After the request submission, it goes through a screening and evaluating process. We must consider
legality, potential lethal force either by or against the DoD, and measure how much risk we are
assuming with accepting the mission. Estimating the cost on what it will take to assist the state in
need and whether accepting the mission is appropriate to the DoD's interest to provide support or if
it will take away from the DoD's abilities to perform their mission are all factors in the evaluating
process. Upon request approval, the Secretary of Defense appoints a Federal Coordination Officer
(FCO) and establishes a Joint Field Office (JFO) to coordinate federal disaster response and relief
efforts. The JFO will work closely with the secretary of the State Coordinating Officer. From there,
DSCA activates and deploys within a matter of hours and remains activated until the state is able to
assist itself. It is important you understand key player roles in this.
Key Player Roles One of the responsibilities of the state governor is coordination of state resources
and providing strategic guidance to either prevent, prepare for, or respond to and recover from all
types of incidents (Joint Publications 3–28, 2003). The DoD is

New Orleans Essay
New Orleans is a Louisiana city on the Mississippi River, near the Gulf of Mexico. Nicknamed the
"Big Easy," it's known for its round–the–clock nightlife, vibrant live–music scene and spicy,
singular cuisine reflecting its history as a melting pot of French, African and American cultures.
Embodying its festive spirit is Mardi Gras, the late–winter carnival famed for raucous costumed
parades and street parties.
The city is named after the Duke of Orleans, who reigned as Regent for Louis XV from 1715 to
1723, as it was established by French colonists and strongly influenced by their European culture. It
also has a number of illustrative nicknames:

Response To Hurricane Katrina
Hurricane Katrina happened fours after the 9/11 attacks and three years after the creation of the
Department of Homeland Security. Despite the increased attention to homeland security, the
response to Hurricane Katrina was still a failure. The poor response came from a failure to manage
several risk factors. It was stated that it was long considered that the risks of a hurricane hitting New
Orleans and there was a warning of the hurricane so declarations, announcements, etc. were made
days in advance. However, responders failed to change this data into a level of preparation that
would be appropriate with the capacity of the approaching hurricane.

Hurricane Katrina has destroyed several of the core communications infrastructure in the area. The
storm made it harder for 911 emergency call centers which disturb local emergency services. A great
majority of people lost phone service, broadcast communications were also affected. Even through
state, federal and/or local agencies had communications plans in place, the plans were not enough to
respond efficiently to the storm. The available communications were not fully utilized due to the
fact that there was no national or state wide communications plans to incorporate them. The local,
state, federal governments haven't really completed an extensive strategy to improve operability and
telecommunications for emergency responders. The Department of Homeland Security should come
up with an emergency communications strategy if a disaster like Hurricane Katrina would happen
again.
Another challenge was the evacuation process. This hurricane experience shows that the federal
government should next time be prepared to fulfill the duty if local and/or state efforts should fail.
The lack of planning mixed with bad operational coordination made a weak federal performance in
supporting the evacuation of the people in New Orleans. The government lacked elements of
previous planning such as the evacuations routes, transportation assets, communications and
coordination with governmental officials of receiving and shelters the rescued

We have learned from the past and have great leaders, black and white.
The civil war was a major event in the history of Mississippi. The president during this time was
Jefferson Davis during the years of 1861–1865. Mississippi was the second state to secede from the
union. The view of the state was that it was necessity for the state to have slavery. So the white
soldiers fought for the stand of keeping the slaves. Since they believed that the white citizens needed
the slaves. Many of the battles were along the line of the Mississippi river. There were more than
about 17,000 black men (Mississippi slaves) as well as freedmen that fought for the Union. There
were 500 white men that fought for the Union as well. Many soldiers were upset when they realized
that the war would be lost. In present time, it seemed that slavery was such a long time ago and long
lost. What the people of Mississippi don't realize the actual affect that it had. The men that were lost
during the time period had wives and children that they left behind to start a new generation of what
the fathers fought for. Too look at the past to the present time, Mississippi has come a long way with
the respect for one another as well as the agriculture and economy needs of the residents. They often

The Causes Of Hurricane Katrina
Introduction
Hurricane Katrina strikes the Gulf Coats of the US in 2005 which caused wide spread devastation. It
is estimated that nearly two thousand individuals lost their lives (Rhodes, Chan, Paxson, Rouse,
Waters, and Fusell, 2010). The storm displaced more than 1.5 million residents and caused $108
billion in property damage, which is the costliest on record in the US (Blake, Landsea, Christopher,
Gibney, 2011). Katrina had hit the regions of New Orleans, Louisiana, Florida, Alabama,
Mississippi, and other states surrounding the Gulf Coast. Natural disasters such as hurricanes do not
occur in political, historical, and social vacuum. Most often, they unearth ineffectiveness and
inequalities of political process, norm, and institutions. They wash away from the surface of society
the settled way that things are done and also expose the power structures and bureaucratic
inefficiencies that exacerbate the problems (Brooks, 2005).The evident failures of the government in
the emergency preparedness and response had heightened awareness and prompted
investigation. The aftermath of the storm had made clear that the US is facing fundamental
inadequacies and disparities at the local, state, and federal levels. It simply reminded us that there
are gross functional inefficiencies in the American political framework.
If devastating effects of Katrina were simply an act of geography, we could have remained sanguine
considering them to be a part of the natural existence on this

Essay On Hurricanes
Summary The United States was recently been hit twice by two Category 4 hurricanes in Texas and
Florida, which caused major flooding, houses to be ruined and both states needing a tremendous
amount of clean up. The two hurricanes could cost the U.S. about $290 million. This will offset the
national growth of the economy since August until the rest of the fourth quarter. This will not only
affect the entire economy, but locally with higher unemployment, damage to forms of transportation,
inflation in gas prices, business disturbances and crop loss. It can hurt people all across the country
in some way. For instance, it is going to impact softer consumer spending, higher prices for gas,
groceries and items shipped in and out of ports in ... Show more content on Helpwriting.net ...
The market prices have inflated greatly due to the limited resources coming in and out of Texas and
Florida. The higher resource prices raise the higher the cost of production. The people affected by
the disaster will begin to act in self–interest. Self–interest simply means that each economic unit
tries to achieve its own particular goal. Business will try to rebuild fast to start back up and begin to
make profits by supplying products of high demand. People will try to find jobs and acquire the
things they need to rebuild their homes and lives. The government will begin fixing the roads to help
the economy by transportation. Natural disasters can destroy factories and cripple supply chains.
This means the market system must develop methods for assessing and managing risk. In most
cases, people would have insurance to cover the risk of a natural disaster so it does not have to
solely rely on out of pocket money. My opinion on the issues that the hurricanes have caused to the
economy is actually very frightening. It has dramatically impacted the economy as a whole in many
ways. It has caused inflation, unemployment, and has placed a huge bill on the U.S. economy to fix
what the hurricanes have destroyed. Although the people that do not live in the areas affected seem
to be fine, they will see the effects in some way. The article does state that this

What Is The Theme Of A Worn Path
Introduction A Worn Path story by Eudora Welty is an exciting and amazing story that I love to read.
It is a short story about a very old black woman, Phoenix Jackson who preserves heroically in the
difficult circumstances which mean she encounters many hardships on her way to find the medicine
to cure his grandson. She is not only and elder, but brittle and lonely as well. But for a good portion
of the story, she never gives up in a journey into town because she is on the mission to help one she
loves. This action takes place in December, circa 1940, in southwestern Mississippi. The scene
begins in the wilderness and then shifts to the city of Natchez. I admire the cleverness of the author,

Phoenix first encounter with the white hunter is a perfect example. The hunter dismisses her
journey's importance by saying that he "knows.....colored people" would never miss a chance to see

by the hunter. Furthermore, Phoenix Jackson must bear racial prejudice as part of her everyday life.
Consider that the white hunter refers to her condescendingly as Granny. The narrator does not reveal
the race of the shopper, the attendant, and the nurse. However, they are likely white, for they also
treat her condescendingly. The shopper calls her Grandma, and the nurse calls her Aunt Phoenix. It
is interesting to note, though, that the people she encounters do treat her with a modicum of respect
and kindness. A sign perhaps that America is making gradual progress in race relations. But not until

Pine belt was once a spectacular forest of longleaf pines when the first European settlers came to

The Representation of Miss Emily as an Extended Metaphor...
The Representation of Miss Emily as an Extended Metaphor in Faulkner's A Rose for Emily
The short story, A Rose for Emily, took place in the southern town of Jefferson sometime in the
beginning of the twentieth century. One could say that Miss Emily lived and died under certain
circumstances that could compare to how the Confederacy lived and died as a result of the Civil
War. Miss Emily could represent an extended metaphor for the Old South and its traditions and
customs. Faulkner wrote her character and her appearance, the town, her relationship with the world,
and even her home, to reflect the social background of the Old South, as defined as the time period
between the Colonial Era and Reconstruction.
Emily is a person that with ... Show more content on Helpwriting.net ...
An example that furthers this conclusion is the concept of Emily having to pay taxes, and her refusal
to do so; the North imposed taxes that the South did not wish to have to pay just like Miss Emily
and the town of Jefferson.
Emily's appearance somewhat fell from over the years. She used to be a beautiful woman in her
prime, but when the deputy went to her house to ask her about paying taxes, she looked much
different than before she closed herself up into her house. In that aspect, Emily could be a metaphor
for the appearance of the South during its decline. During war, the North started total warfare; the
total destruction of the South. In events such as Sherman's March to the sea, the Union Soldiers
destroyed a lot of the South. Emily appears to be a ruin of what she once was, just as the South
looked beautiful before war and messy during the Reconstruction period. The same unkemptness
and change from magnificent to unsightly could be said about her house as well. Miss Emily stays in
the confines of her own home for a number of years after her father's death. The only contact she has
is with her servant who takes care of her by getting groceries and helping her around the house. Her
isolation from the world is due to the fact that she cannot accept the fact that her father is dead, for
he was all she had in the first place. This reflects

Analysis Of Barn Burning By William Faulkner
William Faulkner was born in 1897. Growing up in Mississippi inspired Faulkner to incorporate his
southern roots into many of his works. Many of his works intertwined when it came to the setting
and even some of the characters of his stories. William Faulkner's short story "Barn Burning" is no
different. In "Barn Burning" Faulkner brings in his native south through the setting, family
dynamics, and social class.
First, Faulkner brings in many southern elements through the story's setting. Although it is all
implied. The idea is that the story takes place in small town Mississippi, similar to one he grew up
in. Often when we think about the south we think about different sounds we might hear. Faulkner
talks about these different sounds. The narrator states, "it was dusk, the whippoorwills had already

A Worn Path Analysis
Confrontations and Perseverance: "A Worn Path" Analysis
"A Worn Path" by Eudora Welty, published in the Atlantic Monthly during February 1941, portrays
an elderly, southern, African American woman's endurance through a lengthy journey from her
home to Natchez, Mississippi to obtain medicine for her ill grandson, who has lye poisoning.
Throughout the journey, the protagonist, Phoenix Jackson, confronts several conflicts testing her.
The tale describes the encounters of Phoenix Jackson during her travels using literary devices
including symbolism, conflict, and allusion to detail Jackson's experiences as she overcomes the
physical, psychological, and social obstacles she faces that ultimately emphasize her character.

Since her grandson was stripped of his voice, without any way to speak, the lye poisoning represents
the suppression of the African Americans' voices at the time. Or, perhaps, the lye poisoning
represents the laws placed on the African American population taking away their basic human
rights. The lye poisoning could also represent the lies told to the African American citizens that
eventually "burned" them.
In addition to symbolism about her character, the conflicts present in the story allude a character of
extreme determination and perseverance. Among these conflicts are those of man, Phoenix Jackson,
against nature, man, and herself. With regard to man versus nature, Phoenix quite plainly faces
various troubles along her path to the clinic, including "a black dog with a lolling tongue [that] came
at her" (Welty) causing her to collapse into a ditch "which is a symbolic burial in the dead weeds"
(Daly). Secondly, man versus man entails her confrontations with the hunter and the nurse at the
clinic. The hunter helps Jackson out of the ditch, back onto her feet, but then "he ... lifted his gun
and pointed it at Phoenix," (Welty) yet she was unfazed by the action. Albeit the hunter was
disrespectful towards Jackson, the nurse she encounters upon reaching Natchez is charitable:
offering "a few pennies out of [her] purse," (Welty) but ultimately granting her a nickel. Finally,

Shift Of Emphasis From Racism
Shift of Emphasis From Classism to Racism
Disasters often present to a society the opportunity for self–examination by stripping away the
facade and revealing the underlying problems and inequities that were overlooked and oppressed by
the established social order. When Hurricane Katrina hit New Orleans, not only did it bring about
complete destruction to the physical landscape, but it also brought to light the social inequalities and
vulnerabilities that were present and deeply rooted in the community, which became a social
disaster. Soon in the aftermath, many attempted to define and categorize Hurricane Katrina as either
a "class–disaster" or a "race–disaster." The fact that the wealthy and well–off families who could
afford to reside in areas safe from the floods and those who could evacuate in time to escape the
Hurricane presented the idea that Katrina was a "class–based disaster". On the other hand, the fact
that the poor that remained behind and suffered the full blow of Hurricane Katrina were
predominantly black Americans contributed greatly to the debate of "race–based disaster." However,
when analyzing the timeline of the disaster, it appears that during the pre–hurricane period, the most
prevalent issue was classism, where the poor and desolate were unable to escape the forecasted
disaster. During the period of disorganization following the hurricane, the most prevalent issue was
racism, where the discrimination between poor white Americans and poor black

The Differences Of Alexander Hamilton And Thomas Jeffersons
Like many in their time, Alexander Hamilton and Thomas Jefferson were friends and on the same
"side" to absolve colonial ties with Great Britain. But once the war was over and independence was
documented in the Treaty of Paris, the new business of creating a new nation was at hand. During
this time, it became apparent that those who shared the same "side" during the revolution would
now find themselves at odds with one another. Both men had visions and desires for the new nation.
However, nearly one hundred years later and following the civil war, one vision in particular, was
closer to reality than the other. Both of these men were fundamental in the birth of this nation, but
their views on government, economics, and politics differ substantially. Economically speaking,
Hamilton wanted a growing and thriving society based on trade and large manufacturing companies.
In contrast, Jefferson envisioned a society that was based mainly on the presence of many small
farmers. Jefferson particularly did not want large amounts of manufacturing to be done in the US.
He argued that manufactured goods could be imported from Europe, while the US could remain
primarily agrarian. During the Reconstruction period, the South went through a major reconstruction
and rebuilding phase. Although farming was still a large part of the economy, large manufacturing
facilities emerged as well. The increase in large manufacturing facilities and international trade
mirrored the vision of Hamilton much more so than Jefferson's. Jefferson and Hamilton differed
widely in their views of politics and the structure of society. Jefferson envisioned an egalitarian
country vs Hamilton's aspirations of a more stratified society. Jefferson wanted pure equality for
everyone regardless of social, economic, or background. In contrast, Hamilton wanted a growing
manufacturing society were owners of factories and large industries were politically more powerful
than the people that worked for them. Although the Reconstruction was designed to create a perfect
"equal rights" society, other than freeing the slaves, it failed miserably and was unlike Jefferson's
vision of an egalitarian society. Although the slaves were free, they still didn't receive equal

The first main event that I believe led to Anne Moody becoming an activist for Civil Rights was
when she was younger, her cousin George Lee was babysitting and he burned down the house in a
fit of rage and when Daddy gets home he blames it on Essie Mae (Anne Moody). This foreshadows
all of life's injustices that will be thrown her way. The next time was when she made friends with
white neighbors and they decided to go to the movies, Anne couldn't sit with her friends, she had to
sit in the balcony with all of the other blacks. She did not understand why it was this way. Another
event was when she was in high school, she changes her name to Anne Moody, and a white boy,

She showed them that they could be equal. The only difference was the color of the skin. She taught
them that that wasn't even a big difference. She fought segregation her entire life.
The most drastic incident that happened to Anne was when she was working in Canton, Mississippi
for a cause of voter registration. People involved in the movement are dying left and right, and this
becomes very discouraging to her. She finds out that she is on the KKK black list and fears for her
life. She finds out that her family is also afraid and they stop talking to her. She quits her job and
moves back to Canton and goes back to her family. She sees how complacent her family is and this
frustrates her. Her family treated her like a stranger, and when she graduated from Tougaloo, no one
showed up for her graduation. In the end of the book, McKinley is murdered in front of nonviolent
civil rights activists. Anne Moody wonders if things will ever work out.

Everyone in her town knew her as the sadly single woman who would never leave her house. They
often went on to say "Poor Emily" whenever anything happened to her (Faulkner 82). What I
believe to happen is that she never learned to cope with the death of her father then when she found
someone to replace her father with she never wanted him to leave. To find out some ways that the
normal human copes with the loss of a close family member I looked at the American Psychological
Association. According to the APA the normal human copes by "talking the death of a family
member out with family" and "reaching out to help others" (American Psychological Association). I
believe that she dealt with the death of her father by reaching out to fill the void with another being.
The obsession that is spoken about in this story is mainly the obsession of love and the past. Emily
has caring family that passes and then has a man who "deserted" her (Faulkner 83). She always
wanted to feel loved but would always lose that love. The house she was in represented the love that
her father showed. When Homer Barron tries to leave Miss Emily it is implied that she buys the

Essay On Mississippi History
Mississippi has a very rich history, and its history has made it the glorious state it is today. The first
inhabitants of Mississippi were the Native Americans; the three main tribes were the Chickasaw
Indians who settled in the north and eastern parts of the state, the Choctaw Indians who lived in the
middle part of the state, and the Natchez Indians who occupied the southwest region of the state.
Many present day cities in Mississippi get their names from these early tribes. Hernando De Soto
was the first European to explore the state. He was from Spain and came in search of gold. When he
did not find great riches in gold, De Soto moved on to explore other regions of North America. Next

make in case of any natural disaster emergency for any state to get the same distribution, is to
classify how much help it needs besides money. For example, Texas and Florida were some of the
states that were affected but we know they will get help faster because of their location. I know

asking for food, water, and clothes to help everybody in need. So, everybody was helping because
it's the moral duty to help others when somebody needs help. Furthermore, I know that many

and needs. Corporate executives can then decide the most beneficial ways to help as well as the
sufficient reallocation of company resources. Managers and executives should also establish a
recovery timeline. Creating a timeline helps ensure that recovery progress is on track in order to
allow operations to resume as quickly as possible. Additionally, this meeting can clarify a practical
communication system; executives and managers can establish communication procedures not only
between themselves but all staff. Such protocols secure adequate correspondence between the
regional and corporate branches as well as proper alert of specific storm updates to all staff.
Furthermore, it strengthens communication from staff to corporate offices, allowing for sufficient
notification of staff safety. Location of insurance policies, financial records, and other important
documents should also be identified during this meeting; not only will valuables be protected from
getting lost, the recovery plan can be implemented more smoothly since all necessary information
will be readily available post–hurricane. Furthermore, executives and managers must determine a
proper budget for facility maintenance,

Merchandise Store History The article investigates the accounting practices and cultural setting of a general merchandise store located in Natchez, Mississippi during the post– civil war period in 1865. The store ledger records complete sales and payroll entries from January through December 1865. The data regarding the store came from a "cash book", ledger, which documented financial transactions both prior to and after the Civil War. The article states that despite of devastating economic conditions, merchandisers were able to continue as central figures in daily lives in the Natchez area. Natchez had a very exciting history. It is named after the Naktche Indian tribe. Natchez was under English control until admitted as part of the Mississippi territory in 1798. • 5. The Devastation Of The Hurricane Katrina In the history of the United States of America, Hurricane Katrina was known as one of the worst hurricanes in the world. The hurricane was a combination of tropical waters and gushing winds. It was the vicious hurricane that caused severe damage to the citizens of the United States of America. The amazing city known for its southern style, Cajun cuisines, jazz music and its celebration of Mardi Gras will never be the same. New Orleans, Louisiana was changed forever in August 2005 when this category five hurricane left the city devastated. The catastrophic storm tore through the city of New Orleans and surrounding areas destroying everything in its path and killing hundreds of people. For millions of people living near the Gulf and Atlantic coasts of the United States, a team of weather experts in Miami were helping make a difference between another hurricane disaster and safe evacuations in the wake of the oncoming storm. These experts are trained to interpret data from satellites, weather stations and specialized computer equipment to give the public advance warning of hurricanes barreling toward any shores (Treaster, 2007, p. 26). In August 2005, the national weather and the national hurricane center issued reports during the upcoming week on the strength and fast pace as it approached the Gulf of Mexico (Treaster, 2007, p. 44). On August 23, 2005, the National Hurricane Center (NHC) in Florida issued the first advisory about the tropical storm (Brinkley, 2006, p. 4). At ... Get more on HelpWriting.net ...

  • 9. The Importance Of Defense Support Of Civil Governments Introduction Governor Blanco failed to send a request for Defense Support of Civil Authorities (DSCA) in a timely manner because she was unclear on how the process works and caused activation delays to assist the city of New Orleans. Imagine a major hurricane has just passed though the city you live in, leaving you stuck with no food, water, adequate shelter, and means of communication. You are now stranded on the rooftop of what was once your house because it is now flooded. In 2005, hurricane Katrina heavily hit New Orleans, Louisiana and left the city and its occupants in disarray. Request Process to Activate DSCA The state governor submits request for DSCA in writing to the office of the Executive Secretary of the Department of Defense (DoD). (Department of Defense Directive (DoDD) 3025.18, p. 3, 2010). After the request submission, it goes through a screening and evaluating process. We must consider legality, potential lethal force either by or against the DoD, and measure how much risk we are assuming with accepting the mission. Estimating the cost on what it will take to assist the state in need and whether accepting the mission is appropriate to the DoD's interest to provide support or if it will take away from the DoD's abilities to perform their mission are all factors in the evaluating process. Upon request approval, the Secretary of Defense appoints a Federal Coordination Officer (FCO) and establishes a Joint Field Office (JFO) to coordinate federal disaster response and relief efforts. The JFO will work closely with the secretary of the State Coordinating Officer. From there, DSCA activates and deploys within a matter of hours and remains activated until the state is able to assist itself. It is important you understand key player roles in this. Key Player Roles One of the responsibilities of the state governor is coordination of state resources and providing strategic guidance to either prevent, prepare for, or respond to and recover from all types of incidents (Joint Publications 3–28, 2003). Nicknamed the "Big Easy," it's known for its round–the–clock nightlife, vibrant live–music scene and spicy, singular cuisine reflecting its history as a melting pot of French, African and American cultures. Embodying its festive spirit is Mardi Gras, the late–winter carnival famed for raucous costumed parades and street parties. The city is named after the Duke of Orleans, who reigned as Regent for Louis XV from 1715 to 1723, as it was established by French colonists and strongly influenced by their European culture. Despite the increased attention to homeland security, the response to Hurricane Katrina was still a failure. The poor response came from a failure to manage several risk factors. It was stated that it was long considered that the risks of a hurricane hitting New Orleans and there was a warning of the hurricane so declarations, announcements, etc. were made days in advance. Hurricane Katrina has destroyed several of the core communications infrastructure in the area. The storm made it harder for 911 emergency call centers which disturb local emergency services. A great majority of people lost phone service, broadcast communications were also affected. Even through state, federal and/or local agencies had communications plans in place, the plans were not enough to respond efficiently to the storm. The available communications were not fully utilized due to the fact that there was no national or state wide communications plans to incorporate them. The local, state, federal governments haven't really completed an extensive strategy to improve operability and telecommunications for emergency responders. The Department of Homeland Security should come up with an emergency communications strategy if a disaster like Hurricane Katrina would happen again. Another challenge was the evacuation process. This hurricane experience shows that the federal government should next time be prepared to fulfill the duty if local and/or state efforts should fail. The lack of planning mixed with bad operational coordination made a weak federal performance in supporting the evacuation of the people in New Orleans. The government lacked elements of previous planning such as the evacuations routes, transportation assets, communications and coordination with governmental officials of receiving and shelters the rescued ... • 21. The Causes Of Hurricane Katrina Introduction Hurricane Katrina strikes the Gulf Coats of the US in 2005 which caused wide spread devastation. It is estimated that nearly two thousand individuals lost their lives (Rhodes, Chan, Paxson, Rouse, Waters, and Fusell, 2010). The storm displaced more than 1.5 million residents and caused $108 billion in property damage, which is the costliest on record in the US (Blake, Landsea, Christopher, Gibney, 2011). Katrina had hit the regions of New Orleans, Louisiana, Florida, Alabama, Mississippi, and other states surrounding the Gulf Coast. Natural disasters such as hurricanes do not occur in political, historical, and social vacuum. Most often, they unearth ineffectiveness and inequalities of political process, norm, and institutions. They wash away from the surface of society the settled way that things are done and also expose the power structures and bureaucratic inefficiencies that exacerbate the problems (Brooks, 2005).The evident failures of the government in the emergency preparedness and response had heightened awareness and prompted investigation. The aftermath of the storm had made clear that the US is facing fundamental inadequacies and disparities at the local, state, and federal levels. It simply reminded us that there are gross functional inefficiencies in the American political framework. If devastating effects of Katrina were simply an act of geography, we could have remained sanguine considering them to be a part of the natural existence on this ... Get more on HelpWriting.net ...

  • 23. Essay On Hurricanes Summary The United States was recently been hit twice by two Category 4 hurricanes in Texas and Florida, which caused major flooding, houses to be ruined and both states needing a tremendous amount of clean up. The two hurricanes could cost the U.S. about $290 million. This will offset the national growth of the economy since August until the rest of the fourth quarter. This will not only affect the entire economy, but locally with higher unemployment, damage to forms of transportation, inflation in gas prices, business disturbances and crop loss. It can hurt people all across the country in some way. For instance, it is going to impact softer consumer spending, higher prices for gas, groceries and items shipped in and out of ports in ... Show more content on Helpwriting.net ... The market prices have inflated greatly due to the limited resources coming in and out of Texas and Florida. The higher resource prices raise the higher the cost of production. The people affected by the disaster will begin to act in self–interest. Self–interest simply means that each economic unit tries to achieve its own particular goal. Business will try to rebuild fast to start back up and begin to make profits by supplying products of high demand. People will try to find jobs and acquire the things they need to rebuild their homes and lives. The government will begin fixing the roads to help the economy by transportation. Natural disasters can destroy factories and cripple supply chains. This means the market system must develop methods for assessing and managing risk. In most cases, people would have insurance to cover the risk of a natural disaster so it does not have to solely rely on out of pocket money. My opinion on the issues that the hurricanes have caused to the economy is actually very frightening. It has dramatically impacted the economy as a whole in many ways. It has caused inflation, unemployment, and has placed a huge bill on the U.S. economy to fix what the hurricanes have destroyed. Although the people that do not live in the areas affected seem to be fine, they will see the effects in some way. The article does state that this ... Get more on HelpWriting.net ...

It is a short story about a very old black woman, Phoenix Jackson who preserves heroically in the difficult circumstances which mean she encounters many hardships on her way to find the medicine to cure his grandson. She is not only and elder, but brittle and lonely as well. But for a good portion of the story, she never gives up in a journey into town because she is on the mission to help one she loves. Consider that the white hunter refers to her condescendingly as Granny. The narrator does not reveal the race of the shopper, the attendant, and the nurse. However, they are likely white, for they also treat her condescendingly. The shopper calls her Grandma, and the nurse calls her Aunt Phoenix. It is interesting to note, though, that the people she encounters do treat her with a modicum of respect and kindness. A sign perhaps that America is making gradual progress in race relations. • 37. The Representation of Miss Emily as an Extended Metaphor... The Representation of Miss Emily as an Extended Metaphor in Faulkner's A Rose for Emily The short story, A Rose for Emily, took place in the southern town of Jefferson sometime in the beginning of the twentieth century. One could say that Miss Emily lived and died under certain circumstances that could compare to how the Confederacy lived and died as a result of the Civil War. Miss Emily could represent an extended metaphor for the Old South and its traditions and customs. Faulkner wrote her character and her appearance, the town, her relationship with the world, and even her home, to reflect the social background of the Old South, as defined as the time period between the Colonial Era and Reconstruction. Emily is a person that with ... Show more content on Helpwriting.net ... An example that furthers this conclusion is the concept of Emily having to pay taxes, and her refusal to do so; the North imposed taxes that the South did not wish to have to pay just like Miss Emily and the town of Jefferson. Emily's appearance somewhat fell from over the years. She used to be a beautiful woman in her prime, but when the deputy went to her house to ask her about paying taxes, she looked much different than before she closed herself up into her house. In that aspect, Emily could be a metaphor for the appearance of the South during its decline. During war, the North started total warfare; the total destruction of the South. In events such as Sherman's March to the sea, the Union Soldiers destroyed a lot of the South. Emily appears to be a ruin of what she once was, just as the South looked beautiful before war and messy during the Reconstruction period. The same unkemptness and change from magnificent to unsightly could be said about her house as well. Miss Emily stays in the confines of her own home for a number of years after her father's death. • 39. Analysis Of Barn Burning By William Faulkner William Faulkner was born in 1897. Growing up in Mississippi inspired Faulkner to incorporate his southern roots into many of his works. Many of his works intertwined when it came to the setting and even some of the characters of his stories. William Faulkner's short story "Barn Burning" is no different. In "Barn Burning" Faulkner brings in his native south through the setting, family dynamics, and social class. First, Faulkner brings in many southern elements through the story's setting. Although it is all implied. The idea is that the story takes place in small town Mississippi, similar to one he grew up in. Often when we think about the south we think about different sounds we might hear. Faulkner talks about these different sounds. The narrator states, "it was dusk, the whippoorwills had already begun" (Faulkner, 777). Whippoorwills are a bird that is often found in the south eastern United States. Not only does the narrator tell us of the sounds they hear but also the sights they see. The surrounding areas that are placed throughout the story give us the spring in the south feel. As the Snopeses are on their journey the narrator gives us a look into their views. He tells us, "he could see the grove of oaks and cedars and the other flowering trees and shrubs ... Throughout the journey, the protagonist, Phoenix Jackson, confronts several conflicts testing her. Since her grandson was stripped of his voice, without any way to speak, the lye poisoning represents the suppression of the African Americans' voices at the time. Or, perhaps, the lye poisoning represents the laws placed on the African American population taking away their basic human rights. The lye poisoning could also represent the lies told to the African American citizens that eventually "burned" them. In addition to symbolism about her character, the conflicts present in the story allude a character of extreme determination and perseverance. Among these conflicts are those of man, Phoenix Jackson, against nature, man, and herself. With regard to man versus nature, Phoenix quite plainly faces various troubles along her path to the clinic, including "a black dog with a lolling tongue [that] came at her" (Welty) causing her to collapse into a ditch "which is a symbolic burial in the dead weeds" (Daly). Secondly, man versus man entails her confrontations with the hunter and the nurse at the clinic. The hunter helps Jackson out of the ditch, back onto her feet, but then "he ... lifted his gun and pointed it at Phoenix," (Welty) yet she was unfazed by the action. • 43. Shift Of Emphasis From Racism Shift of Emphasis From Classism to Racism Disasters often present to a society the opportunity for self–examination by stripping away the facade and revealing the underlying problems and inequities that were overlooked and oppressed by the established social order. When Hurricane Katrina hit New Orleans, not only did it bring about complete destruction to the physical landscape, but it also brought to light the social inequalities and vulnerabilities that were present and deeply rooted in the community, which became a social disaster. Soon in the aftermath, many attempted to define and categorize Hurricane Katrina as either a "class–disaster" or a "race–disaster." The fact that the wealthy and well–off families who could afford to reside in areas safe from the floods and those who could evacuate in time to escape the Hurricane presented the idea that Katrina was a "class–based disaster". On the other hand, the fact that the poor that remained behind and suffered the full blow of Hurricane Katrina were predominantly black Americans contributed greatly to the debate of "race–based disaster." However, when analyzing the timeline of the disaster, it appears that during the pre–hurricane period, the most prevalent issue was classism, where the poor and desolate were unable to escape the forecasted disaster. During the period of disorganization following the hurricane, the most prevalent issue was racism, where the discrimination between poor white Americans and poor black ... • 45. The Differences Of Alexander Hamilton And Thomas Jeffersons Like many in their time, Alexander Hamilton and Thomas Jefferson were friends and on the same "side" to absolve colonial ties with Great Britain. But once the war was over and independence was documented in the Treaty of Paris, the new business of creating a new nation was at hand. During this time, it became apparent that those who shared the same "side" during the revolution would now find themselves at odds with one another. Both men had visions and desires for the new nation. However, nearly one hundred years later and following the civil war, one vision in particular, was closer to reality than the other. Both of these men were fundamental in the birth of this nation, but their views on government, economics, and politics differ substantially. Economically speaking, Hamilton wanted a growing and thriving society based on trade and large manufacturing companies. In contrast, Jefferson envisioned a society that was based mainly on the presence of many small farmers. Jefferson particularly did not want large amounts of manufacturing to be done in the US. He argued that manufactured goods could be imported from Europe, while the US could remain primarily agrarian. During the Reconstruction period, the South went through a major reconstruction and rebuilding phase. Although farming was still a large part of the economy, large manufacturing facilities emerged as well. The increase in large manufacturing facilities and international trade mirrored the vision of Hamilton much more so than Jefferson's. Jefferson and Hamilton differed widely in their views of politics and the structure of society. Jefferson envisioned an egalitarian country vs Hamilton's aspirations of a more stratified society. Jefferson wanted pure equality for everyone regardless of social, economic, or background. In contrast, Hamilton wanted a growing manufacturing society were owners of factories and large industries were politically more powerful than the people that worked for them. Although the Reconstruction was designed to create a perfect "equal rights" society, other than freeing the slaves, it failed miserably and was unlike Jefferson's vision of an egalitarian society. Coming of Age in Mississippi Essay example The first main event that I believe led to Anne Moody becoming an activist for Civil Rights was when she was younger, her cousin George Lee was babysitting and he burned down the house in a fit of rage and when Daddy gets home he blames it on Essie Mae (Anne Moody). This foreshadows all of life's injustices that will be thrown her way. The next time was when she made friends with white neighbors and they decided to go to the movies, Anne couldn't sit with her friends, she had to sit in the balcony with all of the other blacks. She did not understand why it was this way. Another event was when she was in high school, she changes her name to Anne Moody, and a white boy, whose name was Emmitt Till who was visiting from Chicago, whistled at a ... She fought segregation her entire life. The most drastic incident that happened to Anne was when she was working in Canton, Mississippi for a cause of voter registration. People involved in the movement are dying left and right, and this becomes very discouraging to her. She finds out that she is on the KKK black list and fears for her life. She finds out that her family is also afraid and they stop talking to her. She quits her job and moves back to Canton and goes back to her family. She sees how complacent her family is and this frustrates her. Her family treated her like a stranger, and when she graduated from Tougaloo, no one showed up for her graduation. In the end of the book, McKinley is murdered in front of nonviolent civil rights activists. Anne Moody wonders if things will ever work out. Growing up in the north, and being white, we were taught in school what the conditions were in the south and all over America for blacks. I never really thought much of it, like many kids my age, because it never affected me. I've been told by teachers, speakers, and whoever else my school would bring in to tell us about what it was like for blacks back in the 1940's and the 1950's. Faulkner lived from the late 19th century till the mid– 20th century and certainly saw the Reconstruction period after the civil war. Could this story's setting be changed to modern–day Savannah or another small town in America and still have the same life that A Rose for Emily gives to the readers? This story must take place at this time because of the changing from a broken Nation to a new unified United States. Miss Emily's obsession with traditions of standards of living cause issues with the present law and society. In the introduction paragraphs of this story we see that Miss Emily is the sole remaining ... Show more content on Helpwriting.net ... Everyone in her town knew her as the sadly single woman who would never leave her house. They often went on to say "Poor Emily" whenever anything happened to her (Faulkner 82). What I believe to happen is that she never learned to cope with the death of her father then when she found someone to replace her father with she never wanted him to leave. To find out some ways that the normal human copes with the loss of a close family member I looked at the American Psychological Association. According to the APA the normal human copes by "talking the death of a family member out with family" and "reaching out to help others" (American Psychological Association). I believe that she dealt with the death of her father by reaching out to fill the void with another being. The obsession that is spoken about in this story is mainly the obsession of love and the past. Emily has caring family that passes and then has a man who "deserted" her (Faulkner 83). She always wanted to feel loved but would always lose that love. The house she was in represented the love that her father showed. When Homer Barron tries to leave Miss Emily it is implied that she buys the Arsenic from the druggist to kill him. When the druggist asks her what it is for and she simply "looked back at him, erect" with "her face like a strained flag"; it is clear that she was not using it ... Get more on HelpWriting.net ...

  • 65. 9/11 Reflection Paper 9/11 Forward I was thirty–three years old when 9/11happened, I feel like that event was a catalyst for many changes in emergency preparedness. Up until 2001, our nation had not faced such a large– scale terrorist attack. Since 2001, I feel the nation collectively has become more aware of our surroundings and there has been a sense of hypervigilance. Recently, I have noticed our local communities hosting several benefits and coming together for the flood victims in Louisiana. This response is something I never noticed before 9/11. Crisis Plan/Automobile Dealership I worked in an automobile dealership service department, and there were no crisis plans prior to 9/11. The next incident that required a plan was Hurricane Rita on 2005 that occurred four to six weeks after Hurricane Katrina had hit New Orleans. The dealership I worked for was located approximately fourteen miles inland from Galveston, Texas. The first step in our hurricane plan was to relocate over three hundred automobiles and fifty motorhomes to the sister store located the furthest inland in Conroe, Texas. The next step entailed boarding up the large windows and moving our computers to the highest points within our offices. The National Weather Center had predicted it to hit ... • 67. A Worn Path Analysis "A Worn Path" by Eudora Welty, published in the Atlantic Monthly during February 1941, portrays an elderly, southern, African American woman's endurance through a lengthy journey from her home to Natchez, Mississippi to obtain medicine for her ill grandson, who has lye poisoning. Throughout the journey, the protagonist, Phoenix Jackson, confronts several conflicts testing her. The tale describes the encounters of Phoenix Jackson during her travels using literary devices such as symbolism, conflict, and allusion to detail Jackson's experiences as she overcomes the physical, psychological, and social obstacles she faces that ultimately emphasize her character. The story revolves around the main character, Phoenix Jackson, who was tested by ... Show more content on Helpwriting.net ... Since her grandson was stripped of his voice, without any way to speak, the lye poisoning represents the suppression of the African Americans' voices at the time. Or, perhaps, the lye poisoning represents the laws that were placed on the African American population taking away their basic human rights. In regards to man versus nature, Phoenix quite plainly faces a variety of troubles along her path to the clinic, including "a black dog with a lolling tongue [that] came at her" (Welty) causing her to collapse into a ditch "which is a symbolic burial in the dead weeds" (Daly). Secondly, man versus man entails her confrontations with the hunter and the nurse at the clinic. The hunter helps Jackson out of the ditch, back onto her feet, but then "he ... lifted his gun and pointed it at Phoenix," (Welty) yet she was unphased by the action. Albeit the hunter was disrespectful towards Jackson, the nurse she encounters upon reaching Natchez is charitable: offering "a few pennies out of [her] purse," (Welty) but ultimately granting her a nickel. • 69. Essay On Mississippi History Mississippi has a very rich history, and its history has made it the glorious state it is today. The first inhabitants of Mississippi were the Native Americans; the three main tribes were the Chickasaw Indians who settled in the north and eastern parts of the state, the Choctaw Indians who lived in the middle part of the state, and the Natchez Indians who occupied the southwest region of the state. Many present day cities in Mississippi get their names from these early tribes. Hernando De Soto was the first European to explore the state. He was from Spain and came in search of gold. When he did not find great riches in gold, De Soto moved on to explore other regions of North America. Next came the French explorer, Robert Cavalier who claimed the entire Mississippi Valley for France in 1682. The first French settlement was started in Biloxi which today is called Ocean ... First, hurricane Harvey did a great damage on the Southern part of Texas as a Category 4. A few weeks later, another two major hurricanes, hurricane Maria and Irma, did the greatest damage in the Caribbean Islands. The good thing is the U.S government and many cooperation's stepped in to help its American citizens because it's the duty of the government. Therefore, I would ensure that FEMA responds right away to any part of the United States because all American Citizens deserve to be treated equality. For example, if the government gave Texans 15 billion dollars, therefore Puerto Rico should get more than that because of the critical condition it is. I know a lot of Texans were impacted tremendously but they got help from the surrounding states and faster help because it was in the United States. Overall, I would make a policy that ensure every citizen gets help as soon as possible. Furthermore, another policy I would make in case of any natural disaster emergency for any state to get the same distribution, is to classify how much help it needs besides money. For example, Texas and Florida were some of the states that were affected but we know they will get help faster because of their location. I know people that live in California but they traveled to Texas to help. Everybody was asking for donations asking for food, water, and clothes to help everybody in need. So, everybody was helping because it's the moral duty to help others when somebody needs help. Furthermore, I know that many American Citizens are going to help because we can get to that destination that needs help. However, if any state that is outside of the ...
