Almost 1 in 5 children in the US have a mental health or substance abuse disorder, yet only 20-25% receive treatment. With more children seeking mental health treatment due to parity laws, shortages in professionals will require greater coordination between pediatricians and psychiatrists. The primary care setting provides opportunities for early identification, counseling, guidance, and management of mental health issues which can reduce hospitalizations and offset increased outpatient costs.

Academic research about Attention Deficit Hyperactivity Disorder (ADHD) resulted in exposing faulty scientific publication by Centers for Disease Control (CDC) which caused significant under-reporting and deprivation of care and education of hundreds of thousands of children.
Given the very limited number and quality of research, the subject work by CDC continues to be cited by lazy researchers, resulting in a huge percentage of society being deprived of appropriate education and economic opportunity.
This session offers more advanced content on the Critical Time Intervention model and how it applies to families. Speakers will discuss the practical application of the model for families with varying barriers to housing and services. Participants will walk away from this session with an in-depth understanding of how the model can improve outcomes for families in their community.

As health care and financing systems become more sophisticated, health care systems are increasingly using a process known as "risk tiering" to group patients with similar degrees of need for health care and care coordination services. Families and care providers of children with chronic and complex conditions should understand the risk tiering process, as it may affect access to services these children need.

The purpose of the committee is to increase legislators' understanding of how programs and services for children with special needs are organized and delivered, and to identify ways to improve and strengthen the systems. The initial meeting presented an overview of the various systems and how they interact. Representatives from each field, as well as parents and government officials, provided testimony.

• With the implementation of the federal mental health parity law, many more
children may be seeking mental health treatment. Shortages of children’s mental
health professionals will make the coordination of care between pediatricians and
child and adolescent psychiatrists even more necessary.
• The primary care setting provides opportunities for early identification and
intervention, counseling, guidance, care coordination, and chronic illness
management.
• Enhanced access to out‐patient mental health services has been shown to
substantially reduce psychiatric hospitalizations, offsetting (or, in some studies,
more than offsetting) any increase in out‐patient costs.
