يتناول الكتاب الصادر من مجلس الوحدة الاقتصادية العربية بجامعة الدول العربية بعنوان “الاقتصاد الرقمي ودوره في تعزيز الأمن الوطني”، الفرص التي يمتلكها الاقتصاد الرقمي ويدعو للتركيز على الاقتصاد الرقمي كعنصر تنموي استراتيجي لتطوير مقومات الأمن الاقتصادي.
يتطرق الكتاب إلى بعض المعطيات التي أصبحت تدفع نحو تحولات كبيرة في النظام الاقتصادي العالمي، ويتناول توقعات المؤسسات الدولية لأداء الاقتصاد العالمي.
كما يضع الكتاب عدد من السمات المفترضة للنظام الاقتصادي الجديد خلال فترة ما بعد (كوفيد 19).
دراسة موجزة لمجلس الوحدة الاقتصادية العربية بجامعة الدول العربية حول آثار أزمة جائحة كورونا على الدول العربية وتقدم توصيات لمتخذي القرار وراسمي السياسات للتعامل مع تداعيات الأزمة.
يسلط الكتاب الضوء على الآثار التي خَلّفتها الثورات والاضطرابات على واقع الشعوب العربية اليوم من وجهتي النظر الاقتصادية والحضارية ومن أجل تقديم صورة واضحة للواقع العربي واحتمالات المستقبل، وسبل تطوير رؤية لكيفية الاستفادة مما هو متاح في مجال التنمية الشاملة، ووسائل إعادة إعمار، وتحضير الدول العربية ولا سيما المتأثرة بهذه الموجة التي شغلت العقد الثاني من القرن الحادي والعشرين، وبيان أهمية وضرورة التخطيط له من الآن بصورة أقرب إلى الواقع منها إلى التفاؤل غير الواقعي.
ويدعو المؤلف لتبني "التكنولوجيا الحديثة" كأداة لتحقيق أهداف إعادة الإعمار؛ توظيفاً للطفرة التكنولوجية الحالية المتمثلة في التطورات المعروفة إصطلاحا بالثورة الصناعية الرابعة – أي: توظيف آليات وأدوات تكنولوجيا المعلومات في بناء ودعم الاقتصادات المستدامة والتي يرمز إليها بالاقتصاد الرقمي - وأثرها في برامج إعادة الإعمار ضماناً لكفاءة أداء هذه المشاريع.
كما وتدعو التوصيات المقدمة إلى تبني الحلول الاقتصادية العربية من منظور عربي شمولي مبنيّ على أسس التعاون والعمل العربي المشترك؛ فالتكامل الاقتصادي العربي أصبح فرض عين، وهو ما لم نحسن استغلاله بالماضي كما ينبغي، وهو أيضاً ما قد يمكن أن يفسر ضعف وتراجع الحالة الاقتصادية والاجتماعية العربية الحالية.
كما يستنتج المؤلف إلى أن تراجع قدرة مشاريع التكامل الاقتصادي العربي عن الوصول لمقاصدها قد ساهم في عجز العديد من الدول العربية وتقزم قدراتها الاقتصادية وعجزها أيضا عن تلبية طموحات شعوبها، وهو ما كان أحد مُبرّرات خروجهم ضد الأنظمة السياسية، وأتاحت الفرصة للمتربصين لإذكاء الكراهية وتحريك المجموعات الغاضبة؛ لتزيد النار اشتعالاً. ويطرح الكتاب في هذا السياق بعض الوسائل والطرق الجديدة لتعظيم القدرات البشرية والإنسانية واستحضار التكامل العربي مرة أخرى؛ ليكون في موقعه بمقدمة أولويات الدول العربية شعوباً وحكومات.

This document discusses using satellite data and crop modeling to forecast crop yields in Mozambique. It summarizes previous studies conducted in the US, Argentina, and Brazil to test a remote sensing crop growth and simulation model (RS-CGSM) for predicting corn and soybean yields. For Mozambique, additional data is needed on crop cultivars, management practices, planting and harvest seasons. It also describes using earth observation data and machine learning models to forecast crop yields and conditions across many countries as part of the GEOGLAM program, though this is currently only implemented in South Africa for Africa. Finally, it mentions a production efficiency model for estimating yield from satellite estimates of gross primary production.

Rice is the most consumed cereal in Senegal, accounting for 34% of total cereal consumption. Per capita consumption is 80-90kg annually, though there is an urban-rural divide. While domestic production has doubled between 2010-2021, it still only meets 40% of demand. As a result, Senegal imports around 1 million tons annually, mainly from India and Thailand. Several public policies aim to incentivize domestic production and stabilize prices, though rice remains highly exposed to international price shocks due to its importance in consumption and reliance on imports.

This document provides an overview of the Political Economy and Policy Analysis (PEPA) Sourcebook virtual book launch. It summarizes the purpose and features of the PEPA Sourcebook, which is a guide for generating evidence to inform national food, land, and water policies and strategies. The Sourcebook includes frameworks, analytical tools, case studies, and step-by-step guidance for conducting political economy and policy analysis. It aims to address the current fragmentation in approaches and lack of external validity by integrating different frameworks and methods into a single resource. The launch event highlighted example frameworks and case studies from the Sourcebook that focus on various policy domains like food and nutrition, land, and climate and ecology.
- Rice exports from Myanmar have exceeded 2 million tons per year since 2019-2020, except for 2020-2021 during the peak of the pandemic. Exports through seaports now account for around 80% of total exports.
- Domestic rice prices in Myanmar have closely tracked Thai export prices, suggesting strong linkages between domestic and international markets.
- Simulations of a 10% decrease in rice productivity and a 0.4 million ton increase in exports in 2022-2023 resulted in a 33% increase in domestic prices, a 5% fall in production, and a 10% drop in consumption, with poor households suffering the largest declines in rice consumption of 12-13%.

4. Partial Lockdown Imposes Economic Costs

• The COVID-19 crisis may lead to a -1.1 percent
decline in Egypt’s GDP during the 4th quarter (April
to June) of the 2019/20 fiscal year
• Without the Government of Egypt’s COVID-19
emergency response package, GDP in Q4 may have
declined by -8.7 percent.
• Taking the emergency response package into
account, we estimate an annual growth rate of 3.8
percent for FY 2019/20.

5. Impacts on Sectors

GDP losses emanate from the drop in the services and industry
sectors, which are expected to contract by 10.9 percent and 8.9
percent (at factor cost) respectively.
Sectors such as ICT, health services and livestock are likely to
expand.

7. Summary and Recommendations
والتوصيات الملخص
• By implementing a partial lockdown, Egypt has managed to
operate under a slower pace of economic activity, but has avoided
a full lockdown.
• Unavoidably, the combination of external shocks caused by
lockdowns in other countries and the partial lockdown
domestically leads to a significant contraction of economic output.
• Gradually continuing to fully open the economy again will be
critical for avoiding permanent job losses and increases in poverty.
• The re-opening of the economy and related government support
to sectors may also provide opportunities for fostering sustainable
economic transformation.
• For the post-COVID-19 recovery and transformation to be
successful and sustainable, the government should work closely
with the private sector, improve the business climate, and
continue undertaking serious reforms to overcome institutional
weaknesses.
• IFPRI with support from USAID will continue to support the
analytical work of MOED to assess alternative recovery scenarios.
