BACKGROUND
Currently working with Technology Solutions Provider, Inc. (TSPi) as an
ECM Technical Project Manager, I am managing four different USDA
projects. At Dynamic Technology Systems (DTS), I worked as the SDLC
Functional Manager responsible for maintaining over 15 different
applications based on FileNet and WebSphere Portal and served as the
SME for application migration. Prior to DTS, I worked for Duty First
Consulting (DFC) for Veteran Affairs on migrating FileNet Application from

Electronic Content Management (ECM) is one of the newly developed service area gears towards USDA-NRCS
program that I am part of it. As the sole Technical Project Manager, I am tasked with 4 different projects, starting

Army Publishing Directorate: SDLC Manager/Principal Technical Resource
As the SDLC Manager for DTS, I am responsible for Army Publishing Directorate (APD) applications; ECMS World,
which consists of 15 different applications with over 40 components based on JAVA, FileNet (P8), Content
Manager (CM8), and .Net Framework. DTS is contracted by APD to migrate all of these applications under DISA.
The migration task includes upgrading FileNet from 4.5 to 5.2, WebSphere Portal and .Net Application to .Net
Framework 4.0. A complex environment of application software that ranges from simple VB to J2EE Spring
hibernate technology. To make all the application to IA compliance, I had to establish clear text to TripleDES
Encryption, implement new SVN, install and implement mediaWiki, development strategy, development process,
co-ordinate between teams, daily scrum, and more over reporting to upper management with team progress and
road blocks. The development team is consist of more than 25 people, and supporting team and environment
includes more than 50 IT personnel. Within 3 months, I have introduced, and implemented process, guidance, and
brought all the teams under one umbrella working towards one goal; a successful migration of all APD applications
with full IA compliance.

Veteran Affairs, Virtual VA-VBMS Migration: Senior Technology Consultant
I have been brought on board to help migrating old FileNet repository to new centrally located FileNet repository for
the whole Veteran Affairs to use, replacing VB .Net Code with JAVA, J2EE, Hibernate, Spring Technology, and
building Web Services for Document Upload and Download Process. Veteran Benefit Claim systems is the biggest
FileNet repository in the country, which serves the main source of document for Benefit Claim Process. The current
application faces several challenges including performance on retrieval, scalability for future usage, Security,
multiple repository locations, Database Clean up, and a user friendly front-end. DutyFirst is tasked with re-
engineering the claim processing system and redesigning some of the functionality with paperless Claim
Processing for VA. I have been trusted with migrating existing functionality with JAVA/.Net base implementation,
database analysis, future data modeling, planning and migrating of old FileNet repository to New Location. We will
be implementing SOA architecture for document retrieval as well as document ingestion via SOAP (XML) based

Case Management System (CMS), Washington, DC: Sr. Principle Developer (FileNet SME)
As the first FileNet Certified professional with Salient Federal Solutions I have given the opportunity to lead a team
with PBGC to support its Case Management System. PBGC is a federal corporation created by the Employee
Retirement Income Security Act of 1974. It currently protects the pensions of more than 44 million American
workers and retirees in more than 29,000 private single-employer and multi-employer defined benefit pension
plans. CMS is an n-tier J2EE web application running on an Oracle application and resource tier and a FileNet
business tier. The core technologies and frameworks include J2EE, Spring, Struts, Hibernate, FileNet P8, Oracle
Application Server 10g and Oracle 9i Database. Connecting all departments within PBGC, CMS ensures standard
and distress termination of Employee Supported Pension Benefits. As a FileNet lead, I am responsible to analyze
process flow within the departments and how each work-item can be automated so that nothing escapes from the
process and can be tracked through each case evaluation and sends alert for each Milestone reached.
Responsibilities include FileNet Workflow design (XML Based) and develop, Java API development, cross-site
scripting, ASCII to UNICODE conversion, coordinating team members for joint development, analyze scopes,
implementation, and software end to end testing. As part of the Database Redesign, I am also working as a part
time DBA along with presenting ideas, and building prototype for automating ELAN Access and presenting

01/2010
As part of a $5 million contract, CGI was responsible to build document management systems for the State of Ohio.
I have manage and led the design and development effort for a JAVA/J2EE Stand-alone application for importing
documents (images) related to Payments, Returns, Case management, Personal Income Tax, and DOC1
documents into FileNet. Department of Tax captures all of their payments, returns via DP600 and Fairfax. All of
these multi-page TIF files then converted to a single page and then stored in FileNet Repository. ODT employees
can retrieve these documents via Web Services or from Workplace based on the DLN. I have been involved
coordinating joint development effort, planning and implementing Retention Policy, JAVA development for all
FileNet API, search Designer, and developing Web Services for external Application.
As a manager, I was responsible for closely monitoring the contractual obligations, deliverables, and the
implementing of state policy, provided upper management with day to day progress report, issues, and solution to

As an Interface Lead for the Maine Financial & Administrative Statewide Information System (MFASIS), I
designed and developed an interface using Java and incorporated with Nightly Cycle using Unix Scripts which
automated the process to load data into the new Advantage Financial. As a result of this project, all 36 state
Agencies were incorporated into the new Advantage Financial 3.0 ERP system. These tasks require extensive
knowledge with Java/WebSphere/Versata, Unix Shell Script, Cyber-Mation, Java Run Client for Advantage

Department of Revenue (DOR): Java Developer: 2/2004 – 7/2005
The ITS project is a major tax project for the State of Wisconsin, which will enable state-wide customers to file
all taxes through Online Integrated Tax System(ITS). This Web-based ERP system replaced tedious paper
work for calculating sales tax for all businesses. As a JAVA/J2EE developer, I had worked with new
development as well as maintaining the release functionality. Additional responsibilities included joint
application development in JAVA, Unit Test, System Test, and the final phase of deployment.
State of Iowa, I3 Project; Des Moines, Iowa
Information Technology Department (ITD): Conversion Team Lead: 1/2003 –1/2004
The I/3 project is a major Financial Management System Implementation for the State of Iowa, which
incorporated all the agencies within the State Of Iowa’s centralized systems. This system is used virtually by all
state employees for their day-to-day transactions from procurement to payroll. As a Conversion Team Lead, I
worked with Data Junction (PDA), JAVA, DB2, Web-Sphere, and PVCS for data conversion and Application
Implementations. He was responsible for a smooth data conversion with the new I/3 Application. Additional
responsibilities included joint application development in JAVA, supervising and training new team members,
organizing meetings between functional and technical teams, researching and writing technical
documentations.
SAMII Project, Jefferson City, Missouri
In May 1997, the State of Missouri awarded AMS a five-year contract to implement the AMS ADVANTAGE
Financial, Advanced Purchasing, Human Resources, and Payroll modules. I was responsible for customizing
