Specifically, it notes that while Black's method can find a portfolio with a high Sharpe ratio, it may not be exactly optimal as it uses a range of weights rather than precise optimization. Making the weight range smaller gets closer to optimal, but using Excel's solver to directly maximize Sharpe ratio by varying weights finds the true optimal tangency portfolio.
