Libraries during and after Covid-2019

Libraries had to close and shift services online due to the COVID-19 pandemic. This led libraries to promote digital services and resources. Librarians provided services remotely through social media, online reference services, and promoting open access materials. As libraries reopen, there will be a continued emphasis on digital services and resources to support remote learning and research.

COVID-2019  COVID-19 pandemic brought major changes in almost all aspect of live. Including:  New regulation set up  Schools and workplaces closing,  Limitation on activities in public places or facilities.  Institutions are implementing the Work From Home (WFH) system.  Education is implementing online learning, blended learning  Before the pandemic, users came to the library looking for information, served by librarians.  During the pandemic, library apply WFH: • Users and librarians have physical limitations to the library, • services are carried out virtually or utilize digital collections. • Need to redefine Library Services 4

INTERNET  This picture shows the speed at which The Internet is changing the world.  The sites we visit are so overwhelmingly popular to both adults and children.  The online world is increasingly integrated into our daily lives.  The internet like the physical world, maybe safe or unsafe depending on our habits.  Sometimes, we do not pay much attention about the information that we share. 9
LIBRARY CLOSURES AROUND THE WORLD  Libraries around the world are facing hard choices around which services to offer and how, ranging from minimal restrictions to full closure.  Libraries around the world of all sorts have been working hard to provide access to collections and services remotely.  All types of library have promoted their digital services – for example, the Bibliothèque nationale de France is organizing virtual exhibitions  National Library of Spain is promoting its digital content that can be used to support education  National Library of Morocco is providing free eBooks, and the Public Library in Aarhus, Denmark, has put its digital content at the front of its website,  Granby library in Quebec, Canada is highlighting content focused on learning new skills. Building on its Simply E app, New York Public Library is running online book clubs.  Public Library system in India is totally closed.  National Library is also closed. 10

MASS DIGITIZATION  Digitization is the process of converting information into a digital format. In this format, information is organized into discrete units of data (called bits) that can be separately addressed (usually in multiple-bit groups called bytes). This is the binary data that computers and many devices with computing capacity (such as digital cameras and digital hearing aids) can process.  Digitizing information makes it easier to preserve, access, and share. For example, an original historical document may only be accessible to people who visit its physical location, but if the document content is digitized, it can be made available to people worldwide. There is a growing trend towards digitization of historically and culturally significant data. 13

NATIONAL LIBRARIES  National libraries can also play an important role in providing access to content. In China, for example, the national digital library has been reinforced in order to deal with the increase in demand and has waived fines for borrowed materials which cannot be returned.  In Korea, too, the national digital library has seen a major increase in use.  Some libraries have been able to negotiate the possibility to give wider access to legal deposit content for researchers and schools in Norway, and for researchers in the Czech Republic (alongside university libraries).  The Library of Congress for example is organising a virtual transcribathon in order to engage people at distance,  while the Bibliothèque nationale de France is organising virtual exhibitions.  The National Library of Estonia has established means for giving people access to books without contact  The National Library of Spain is promoting its digital content that can be used to support education.  The National Library of Norway us encouraging users to access its podcasts while in-person events are not possible, as is the Library of Congress of Argentina alongside a variety of new content.  The National Library of Luxembourg, is making it possible to obtain a library card for three months by email, without the usual ID checks, in order to facilitate access.  The National Library of Morocco is maintaining both online inscriptions alongside ISBN and legal deposit services.  The National Library of Lithuania is working with the School of Robotics to promote printing of personal protective equipment in public libraries across the country.  Others are working to support national library fields in general, with the National Library of Sri Lanka for example preparing and sharing guidance with libraries across the country.  The National Library of the Czech Republic has produced an infographic on handling returned works.  The Directorate General for Libraries in Portugal has a page full of information and resources, under the umbrella of #BibliotecaNaSuaCasa.  Meanwhile, some national libraries with a role in supporting parliamentary decision-making have continued to produce legislative dossiers providing an overview of what is going on, such as in Argentina.  Dedicated parliamentary libraries too have been working to support the work of their institutions.  Lastly, Natl Lib of India, has also developed a page of OER 24

PREVENTIVE MEASURES - SOP FOR LIBRARIES  Stay at home if you feel sickness  Use appropriate sanitizer frequently  Roster of staff duty  Keep books at separate place at least for 48 hours when check in/check out  Maintain social distance  Follow good health and hygiene habits  Limiting concentration of users in reading room allowing just one table per user  Use mask and cover while sneezing or coughing  Avoid sneezing or coughing while handling books  Keeping surfaces clean, including toys and library computers surface like door knobs, switches and railing etc.  Use online platforms or social media to share Knowledge/Information.  Provide remote access of library resources to the users  Promote paperless work culture in the libraries  Frequently used items such as magazines and newspapers may only be accessible to people with gloves and masks, etc. 46
CHALLENGES OF USING SMART TECHNOLOGY  Paucity of Fund. Adequate fund is lacking both for the purchase and maintenance of the smart facilities and manpower  No Policy Guideline: Butcher (2011) noted that lack of strategic policy formulation and lack of clear government support to advance the availability and usage of ICT present serious challenges for the successful use of smart technology in university libraries.  Unsteady Power Supply. Electricity supply from the national grid in Nigeria is unpredictable. This often times disrupt the use of smart technology in libraries.  Shortage of Technical Manpower. Most university libraries lack the technological expertise to use smart technology. It has contributed to low interest in the use of social media for library services among library staff.  Poor Internet Connectivity and Bandwidth: Nigeria's Internet connectivity and use is still a privilege. In Nigeria, not everybody can afford it.  Weak ICT Infrastructure and Culture.,  Inadequate Telecommunications Facilities  Poor Digital Literacy among library employees and users  Resistance to Change and inadequate library technical experts to deal with smart technology issues. 47
CHALLENGES & OPPORTUNITIES  Paradigm shift from physical to online environment  Change of mindset among library staff and library users  Increase in use of internet and also use of digital library materials  Improvement in Information & communication Technology (ICT) infrastructure  Too many online webinars/workshops/quiz/meetings  Restricted movement –save fuel and no pollution  Better environment and reduced pollution  Thermal scanners, hand sanitizer, face shield, masks, gloves, disinfecting spray & wipes etc.  Shutting down libraries has a tremendous impact on the communities that we serve.  University & college Libraries, school libraries are also closed and many competitive exams, as well as academic exams, are still pending, therefore in this crucial time  Library Professionals can serve those students of our country, they need information through the digital platform.  It is human nature to feel from normal to sad, stressed, confused, and scared/angry during a crisis.  For Library Professionals the biggest challenge to cope up with these conditions during this lockdown & engage the whole community in a healthy environment.  Library services restriction or closing a library for the following social distancing principles is a difficult task. 48
TO COPE UP…  By following the government guidelines Library Professionals can break the chain of coronavirus as well as provide the different services remotely.  Collect the factual data & convert it into useful information that will help the whole community of different fields accurately.  Engage the whole Community through Social media and organize the Reading Books challenge, Poster writing competitions, skill development program, etc. that have helped people to manage normal life as previously and develop skills that will help to reduce their stress during the challenging time of this pandemic.  Library Professionals can publish all the authentic information through Social Media Platforms.  Library Professionals can play with the following ICT tools & spread the information to the Community. Library Professionals can provide Cloud-based Library Services, Authentication technologies: Remote Access, Electronic Resource Management  System ERMs: CORAL, Discovery Services, Library Service Platform/ LibGuides/IRs, Advocating of OA resources, Marketing of Library Services through Blogs and other Social Networking tools.  Library Professionals can provide Open sources, Open Course wares/OERs, Open Learning resources, Webinar, Virtual Classrooms, ORCID, Citation generation: Mendeley, Zotero.  To provide information resources to users - “Different types of services, collections can be linked together and provide access on electronic platforms”.  Provide the libraries facilities for the users under the proper government guidelines & human interest.  Library Professionals can play an important role to serve the entire community therefore to define the various roles of Library Professionals in this pandemic situation of COVID 19 is necessary. 49

CONCLUSION  Libraries are the best source of information for sharing knowledge, support teaching- learning and scientific research.  Now, due to a shift in the way information is disseminated, several staff members are revealing concerns about their abilities and competencies.  Training & instructional programme should be implemented at an institutional level to make them confident about this severe & drastic change in work culture.  The necessity to initiate different activities like learning programs, workshops, webinars through collaboration between faculty and librarians.  Libraries have acted wisely and evolved into a continual knowledge factory.  Libraries are developing as a new generation of knowledge centres capable of assisting our nation in settling into a "new normal" condition.  During emergencies such as Corona virus pandemic, the use of smart technologies such as telephones, tablets, webcams, video text, among others, can be used to disseminate information to library users.  Libraries can explore the social media platforms such as the Twitter, Facebook, WhatsApp, Instagram to reach their users.  The use of the smart technology is imperative in the light of the safety protocols recommended by the World Health Organization among which is avoidance of physical distance.  BY JU – Online learning Platform (Byju Ravindran)  Distance Education will be the future  42 (School), France – University without teachers 51

    LIBRARY CLOSURES AROUNDTHE WORLD  Libraries around the world are facing hard choices around which services to offer and how, ranging from minimal restrictions to full closure.  Libraries around the world of all sorts have been working hard to provide access to collections and services remotely.  All types of library have promoted their digital services – for example, the Bibliothèque nationale de France is organizing virtual exhibitions  National Library of Spain is promoting its digital content that can be used to support education  National Library of Morocco is providing free eBooks, and the Public Library in Aarhus, Denmark, has put its digital content at the front of its website,  Granby library in Quebec, Canada is highlighting content focused on learning new skills.     NATIONAL LIBRARIES  Nationallibraries can also play an important role in providing access to content. In China, for example, the national digital library has been reinforced in order to deal with the increase in demand and has waived fines for borrowed materials which cannot be returned.  In Korea, too, the national digital library has seen a major increase in use.  Some libraries have been able to negotiate the possibility to give wider access to legal deposit content for researchers and schools in Norway, and for researchers in the Czech Republic (alongside university libraries).  The Library of Congress for example is organising a virtual transcribathon in order to engage people at distance,  while the Bibliothèque nationale de France is organising virtual exhibitions.  The National Library of Estonia has established means for giving people access to books without contact  The National Library of Spain is promoting its digital content that can be used to support education.  The National Library of Norway us encouraging users to access its podcasts while in-person events are not possible, as is the Library of Congress of Argentina alongside a variety of new content.  The National Library of Luxembourg, is making it possible to obtain a library card for three months by email, without the usual ID checks, in order to facilitate access.  The National Library of Morocco is maintaining both online inscriptions alongside ISBN and legal deposit services.  The National Library of Lithuania is working with the School of Robotics to promote printing of personal protective equipment in public libraries across the country.  Others are working to support national library fields in general, with the National Library of Sri Lanka for example preparing and sharing guidance with libraries across the country.  The National Library of the Czech Republic has produced an infographic on handling returned works.  The Directorate General for Libraries in Portugal has a page full of information and resources, under the umbrella of #BibliotecaNaSuaCasa.  Meanwhile, some national libraries with a role in supporting parliamentary decision-making have continued to produce legislative dossiers providing an overview of what is going on, such as in Argentina.  Dedicated parliamentary libraries too have been working to support the work of their institutions.  Lastly, Natl Lib of India, has also developed a page of OER 24

    CHALLENGES OF USINGSMART TECHNOLOGY  Paucity of Fund. Adequate fund is lacking both for the purchase and maintenance of the smart facilities and manpower  No Policy Guideline: Butcher (2011) noted that lack of strategic policy formulation and lack of clear government support to advance the availability and usage of ICT present serious challenges for the successful use of smart technology in university libraries.  Unsteady Power Supply. Electricity supply from the national grid in Nigeria is unpredictable. This often times disrupt the use of smart technology in libraries.  Shortage of Technical Manpower. Most university libraries lack the technological expertise to use smart technology. It has contributed to low interest in the use of social media for library services among library staff.  Poor Internet Connectivity and Bandwidth: Nigeria's Internet connectivity and use is still a privilege. In Nigeria, not everybody can afford it.  Weak ICT Infrastructure and Culture.,  Inadequate Telecommunications Facilities  Poor Digital Literacy among library employees and users  Resistance to Change and inadequate library technical experts to deal with smart technology issues. 47
