2. Strategic objectives for the NCCAS
• Build climate resilience and adaptive capacity to respond to
climate change risk and vulnerability
• Provide strategic leadership and guidance on the integration of
climate change adaptation responses into current and future
development objectives for the country
• Optimise policy, planning and implementation coherence to
ensure balanced outcomes and improve current planning for
climate change adaptation
3. Strategic Priorities of the NCCAS
• Priority 1: Reduce Human Vulnerability and Build Human Adaptive
Capacity
• Priority 2: Reduce Economic Vulnerability and Build Economic Adaptive
Capacity
• Priority 3:Ensure Resilient Physical Capital
• Priority 4: Ensure Resilient Natural Capital
• Priority 5: Ensure Institutional Support for Climate Adaptation
• Priority 6: Enhance Public-Private-Civil Society Collaboration and
Stewardship
4. Strategic Priorities of the NCCAS
• Priority 7:Enable Substantial Flow of Climate Finance
• Priority 8: Improve Our Understanding of Climate Change Impacts and
their Development Implications
• Priority 9: Build Capacity and the Awareness Necessary for Effective Action

7. G1: Robust/integrated plans, policies and actions for climate change adaptation, together with resources
and capacity (e.g. financial, human, legal and regulatory) for effective delivery (with monitoring,
evaluation and review over the short, medium and longer-term).
G2: Appropriate processes and mechanisms for coordinating climate change adaptation (i.e. institutional
and governance structures).
G3: Reliable climate information, including seasonal predictions and future projections, and effective
early warning systems for extreme weather and other climate-related events (i.e. to inform adaptation
planning and disaster risk reduction/management).
G4: Capacity development, education and awareness programmes (formal and informal) for climate
change adaptation (e.g. informed by adaptation research and with tools to utilise data/outputs)
G5: New and adapted technologies/knowledge and other cost-effective measures (e.g. nature-based
solutions) used in climate change adaptation
G6: Systems, infrastructure, communities and sectors less vulnerable to climate change impacts (e.g.
through effectiveness of adaptation interventions/response measures).
G7: Non-climate pressures and threats to human and natural systems reduced (particularly where these
compound climate change impacts)
G8: Secure food, water and energy supplies for all citizens (within the context of sustainable
development)
Generic DAOs
10. Next Steps
• Gazetting Process for the NCCAS for public comments
• Stakeholder Engagement on the Refined NCCAS with inputs and
comments addressed from the gazetting process
• National Consultative Workshop
• Submit NCCAS for Minister’s approval
11. Lessons learned
• Critical to define/develop approach or methodology for M&E climate resilience at national
level informed by relevant legislation and policies/plans. Communicate progress in annual
reports and reporting requirements under UNFCCC.
• Need for key stakeholder buy in an ownership
– Consultations are underway to facilitate buy in and ownership with key stakeholders
• Need for ongoing assessment for synergies/linkages of the M&E framework/approaches with
new plans/strategies as they are being developed
– Clearly defined synergies exist between the DAOs and:
• Strategic priorities set out in the National Adaptation Strategy
• NDC adaptation goals
• SDGs climate action targets and indicators
• UNCCD strategic objectives, expected impacts and indicators
