6. Enabling factors in the
NAP process
• They support the different phases
of the NAP process.
• Like a puzzle, these enablers work as
a set of interrelated conditions that
can affect each phase of the NAP
process.

7. It’s the process of creating intentional and strategic linkages
between national and subnational levels in climate change
adaptation planning, implementation, and monitoring,
evaluation and learning.
What is vertical integration in the NAP process?

8. Leadership
• The active involvement of high-level
political leadership and
“champions” who are committed to
supporting coordinated adaptation
actions across levels.

9. Institutional
arrangements
• To strengthen multilevel
coordination mechanisms between
national and subnational levels—and
between national and international —
and among subnational actors.

10. Engagement
• Of diverse actors at all governance
levels—including subnational
governments, civil society
organizations, businesses,
academia, media, and local
communities—to facilitate their
participation in and influence on
decision making about adaptation.

11. Data, knowledge and
communications
• To facilitate continuous, two-way
information sharing between
national and subnational actors,
including on climate information at
subnational levels (e.g., downscaled
climate models) and local, traditional,
indigenous, and scientific knowledge
to be reflected throughout the NAP
process.

12. Skills and capacities
• Strengthening skills and capacities by
enhancing climate-related and
context-specific institutional and
human competencies at subnational
levels.

13. Financing
• Incorporating climate resilience
considerations into finance allocation
processes, such as government
budgeting across levels, and in
fiscal transfers from national to
subnational authorities.
