Why we are here today
 To explore how our work can contribute to
the delivery of the Vision for Sport in Wales.
 To introduce CIMSPA to Welsh stakeholders
and explain our progress towards creating a
recognised and respected profession for the
sport and physical activity workforce.
 To get your input as to how CIMSPA might
need to tailor its approach to work best in
Wales.
Our history…

About CIMSPA
 CIMSPA is the professional development body for the UK’s sport and
physical activity sector, committed to supporting, developing and
enabling professionals and organisations to succeed and, as a result,
inspire our nation to become more active.
 We are growing our regulatory function with the sector– defining the
boundaries of the sport and physical activity sector and setting
professional standards for job roles within the sector, based on
employer needs and education expert input.
 We are also a professional membership body – representing all those
who work in sport and physical activity: from student to CEO.
About CIMSPA
 We are becoming widely recognised as the lead body for workforce
development in sport and physical activity.
 All of our work is partner-led across the whole sector – from national
governing bodies of sport, through leisure trusts to private fitness
chains.
 Our work influences all roles across the sector – from CEO, through
sports development officer, to lifeguard.

CIMSPA progress – partnership
CIMSPA progress – sector advocacy
 Appointed by the Quality Assurance Agency for Higher
Education as the Professional Statutory Regulatory Body for
the Sport and Physical Activity sector.
 Named as the End Point Assessment Quality Assurance
Agency for 5 apprenticeship standards n England..
(Leisure Team Member, Leisure Team Manager, Personal Trainer,
Community Activator Coach, Community Sport and Health Officer).
 Representing the sector on the Institute for Apprenticeships
Health and Sciences Route Panel in England.
Education and training – CIMSPA progress
So far we have achieved:
 27 Professional standards
 340 qualifications endorsed
 490 CPD units endorsed/recognised
 Higher education partnership pilot complete and degree
endorsement product being prepared for launch.
 Quality assurance system up and running with over 20
training providers already visited and assessed.
Workforce development in Wales
 Our existing workforce development strategy/approach is largely
based on work in England.
 With sport and physical activity a devolved function, we need to
uncover how we can respect and consider Welsh needs.
 As an example, in Scotland we may facilitate a nation-specific
Professional Development Board to give Scottish employers and
education providers oversight of professional standards in Scotland.
Our goal – striking the balance
 We want to ensure the whole UK sport and physical activity workforce
can benefit from portable and transferable education products.
 We need to reach this goal whilst still respecting devolved powers and
the unique aspects of Welsh, Scottish and Northern Irish sport and
physical activity service delivery.
What we know – big issues
 Multiple and overlapping qualifications in many job roles.
• Lack of employer clarity as to what ”being qualified and
competent” means in sport and physical activity.
• Lack of clarity as to minimum standards for deployment in a
job role.
 Poor ROI on the £1.1bn annual sector training investment.
 Our sector isn’t always positively viewed by other professions e.g.
health.
 We lack clear insight into the make-up of our sector’s workforce.
 The above all contribute to high insurance premiums in our sector –
Connecting the Vision for Sport
with workforce development
 The Vision for Sport is about more than medals
– its about unleashing the power of sport and
physical activity for everyone in Wales
 A high-quality sector workforce is vital to
delivering the Vision for Sport – “everyone
directly involved” has a role to play according to
the strategy.
 Bringing the Vision for Sport to life will CHANGE
the way sport and physical activity is delivered in
Wales, and CIMSPA is keen to be part of this
change.

 Equating to 665 different courses in 219 institutions
 Circa £600,000,000 invested by individuals
 Circa £825,346,000 invested in individuals who study Sport and
Physical Activity related qualifications in full time education per year
2014 - 2015
 Another Circa £300,000,000 (400,000 certificates awarded by
awarding organisations) invested in stand alone qualifications (e.g.
Swimming Teacher, Gym Instructor, plus in house training / CPD
delivered by employers.
 Estimated over £1.1 Billion per year spent on Education and training
in our sector
What is the solution? CIMSPA are…
 Working more closely with employers than ever before, embedded in
our governance – Professional Development Board and Committees
 Listening to what employers want and translating that for educators –

 Working with educators to support them with the challenges of
delivering what employers want – Awarding Organisation, Skills
Development and Higher Education Partnerships
 Providing assurance to employers and the education sector through
endorsement and quality assurance

 Underpin the development of any educational product seeking
CIMSPA endorsement (technical qualification, FE programme, under
or post graduate degree, apprenticeship, Armed Forces development
programmes)
 Are developed in line with employer needs
 Are led by the competency of the person, and the knowledge and skills
they need to have to cope with the demands placed upon them
 Are not constricted by history
 Are not developed to meet the business needs of education providers
therefore have required the S&PA sector to think a little differently

Why we are here today  To explore how our work can contribute to the delivery of the Vision for Sport in Wales.  To introduce CIMSPA to Welsh stakeholders and explain our progress towards creating a recognised and respected profession for the sport and physical activity workforce.  To get your input as to how CIMSPA might need to tailor its approach to work best in Wales.

About CIMSPA  CIMSPA is the professional development body for the UK’s sport and physical activity sector, committed to supporting, developing and enabling professionals and organisations to succeed and, as a result, inspire our nation to become more active.  We are growing our regulatory function with the sector– defining the boundaries of the sport and physical activity sector and setting professional standards for job roles within the sector, based on employer needs and education expert input.  We are also a professional membership body – representing all those who work in sport and physical activity: from student to CEO.

About CIMSPA  We are becoming widely recognised as the lead body for workforce development in sport and physical activity.  All of our work is partner-led across the whole sector – from national governing bodies of sport, through leisure trusts to private fitness chains.  Our work influences all roles across the sector – from CEO, through sports development officer, to lifeguard.

CIMSPA progress – sector advocacy  Appointed by the Quality Assurance Agency for Higher Education as the Professional Statutory Regulatory Body for the Sport and Physical Activity sector.  Named as the End Point Assessment Quality Assurance Agency for 5 apprenticeship standards n England.. (Leisure Team Member, Leisure Team Manager, Personal Trainer, Community Activator Coach, Community Sport and Health Officer).  Representing the sector on the Institute for Apprenticeships Health and Sciences Route Panel in England.

Education and training – CIMSPA progress So far we have achieved:  27 Professional standards  340 qualifications endorsed  490 CPD units endorsed/recognised  Higher education partnership pilot complete and degree endorsement product being prepared for launch.  Quality assurance system up and running with over 20 training providers already visited and assessed.
  • 17. Workforce development in Wales  Our existing workforce development strategy/approach is largely based on work in England.  With sport and physical activity a devolved function, we need to uncover how we can respect and consider Welsh needs.  As an example, in Scotland we may facilitate a nation-specific Professional Development Board to give Scottish employers and education providers oversight of professional standards in Scotland.

Our goal – striking the balance  We want to ensure the whole UK sport and physical activity workforce can benefit from portable and transferable education products.  We need to reach this goal whilst still respecting devolved powers and the unique aspects of Welsh, Scottish and Northern Irish sport and physical activity service delivery.

What we know – big issues  Multiple and overlapping qualifications in many job roles. • Lack of employer clarity as to what ”being qualified and competent” means in sport and physical activity. • Lack of clarity as to minimum standards for deployment in a job role.  Poor ROI on the £1.1bn annual sector training investment.  Our sector isn’t always positively viewed by other professions e.g. health.  We lack clear insight into the make-up of our sector’s workforce.  The above all contribute to high insurance premiums in our sector –

Connecting the Vision for Sport with workforce development  The Vision for Sport is about more than medals – its about unleashing the power of sport and physical activity for everyone in Wales  A high-quality sector workforce is vital to delivering the Vision for Sport – “everyone directly involved” has a role to play according to the strategy.  Bringing the Vision for Sport to life will CHANGE the way sport and physical activity is delivered in Wales, and CIMSPA is keen to be part of this change. “This Vision for Sport belongs to and needs the support of everyone in Wales to ensure its success.”

  • 28.  Circa £825,346,000 invested in individuals who study Sport and Physical Activity related qualifications in full time education per year 2014 - 2015  Another Circa £300,000,000 (400,000 certificates awarded by awarding organisations) invested in stand alone qualifications (e.g. Swimming Teacher, Gym Instructor, plus in house training / CPD delivered by employers.  Estimated over £1.1 Billion per year spent on Education and training in our sector

CIMSPA are…  Working more closely with employers than ever before, embedded in our governance – Professional Development Board and Committees  Listening to what employers want and translating that for educators – Professional Standards  Working with educators to support them with the challenges of delivering what employers want – Awarding Organisation, Skills Development and Higher Education Partnerships  Providing assurance to employers and the education sector through endorsement and quality assurance

Sport and Physical Activity Professional Standards  Underpin the development of any educational product seeking CIMSPA endorsement (technical qualification, FE programme, under or post graduate degree, apprenticeship, Armed Forces development programmes)  Are developed in line with employer needs  Are led by the competency of the person, and the knowledge and skills they need to have to cope with the demands placed upon them  Are not constricted by history  Are not developed to meet the business needs of education providers therefore have required the S&PA sector to think a little differently
