About Malaysia
• Malaysia is a country in Southeast Asia, lying just north of the Equator which consists
of two parts: Peninsular Malaysia, located between Thailand in the north and
Singapore in the south, and the two provinces Sabah and Sarawak, located on Borneo.
• It is 43rd
most populous country in the world with a population of over 32.6 million
(2019).
• Malaysia contains speakers of 137 living languages with ‘Malay’ as the national
language spoken by over 80% of the population.
• The second official language of Malaysia is English.
• The official language spoken in Malaysia is the Malaysian language, also called
Malaysian Malay or simply just Malay. It is spoken by the majority of the country and
is taught extensively in the country's public education system. Aside from Malay,
English is also very commonly spoken in Malaysia.
The role of the English language in
Malaysia
Malaysia has the Malaysian Standard English (MySE) also known as
Manglish, which has roots in the British English.
• It is primarily used in education and less in other sectors of the
country.
• It is commonly used in formal business transactions.
English Language Programs and Policies
of Malaysia
The English language has been widely spoken and used in Malaysia for
many years, so much so that it has automatically become the second
language of the country. Nearly every household in the city in Malaysia
uses English, even if it is not the first language of the house. With the
world becoming smaller due to globalization, the importance of the
English language, which has been dubbed the international trading
language, is very much evident, for this very reason, several institutions
in Malaysia have implemented programs and policies in improving the
stature of the English Language.
The University of Malaya Centre for Continuing Education (UMCCed),
viewed the role of the English language as an integral part of academic
and career success in today globalized business world, thus, UMCCed
has created a number of English Skills and Language programs that
target the needs of students and of the working community. These
programs are designed to meet the needs of the rapidly developing
country of Malaysia, providing students with a competitive edge by
being competent and well-trained and versatile in their language and
communication skills.
English Language Proficiency Program
Overview
The new curricular changes to the ELPP was driven by demands by
current and past ELPP students and their supervisors to match course
content to current needs of students pursuing their Master and PhD at
University of Malaya. Thus, the new ELPP focuses on the skills of
speaking and writing for academic purposes and stresses on grammar
and vocabulary to reinforce speaking and writing.
Course Objectives
The main objective is to enhance proficiency in the English language so
that the course participants can communicate more effectively and
efficiently in this language for the fulfillment of their various needs,
specifically:
• For social interaction with people who use the English language
• To pursue academic activities conducted in the English language
• To be better prepared for taking English language examinations that
form part of international study pre-requisites (such as IELTS and
TOEFL)
Course Structure
The course comprises 3 levels:
• Foundation
• Intermediate
• Advanced
• The participants will be allocated to the levels based on a placement
test.
• Assessment /Evaluation will be based on both course-work (50 percent)
and final examination (50 percent).
• Each level will comprise 192 hours student learning time stretched over
two months.

Overview
The Communicative English Program (CEP) is a specially-designed
program that fulfils the language learning needs of Malaysian school
leavers. Using a learner-centered communicative approach, the
program offers a special focus on the dynamic integration of
vocabulary, basic grammar, listening, pronunciation and communicative
functions.
The Communicative English Program
Program Objectives
By the end of this program, students should be able to:
• Express themselves effectively using appropriate grammar, vocabulary
and pronunciation;
• Perform common language functions in social situations, such as
introducing themselves, making a request, asking for clarifications,
giving and accepting invitations;
• Develop their oral skills for specific purposes (interview, participating
in discussions, and public speaking).
Program Features
• Learner-centered communicative approach.
• Active listening and speaking to improve fluency and accuracy.
• Practice using appropriate conversational English skills.
• Adopt correct grammar use in communication.
• Vocabulary development for everyday use and specific purposes (ie:
interview, public speaking, discussion and formal occasions).
• Build confidence in speaking English
Program Structure
• This program takes 4 weeks to complete (36 hours in class)
• Maximum class size: 20 with minimum students of 10 for each class.
• Class schedule: Three days per week, 3 hours per class.
• Certificate of Completion presented upon completion of the program.

Course Objectives
To equip adult working members by enhancing their proficiency, writing
and communication tasks to:

• improve listening in business and economic contexts
• develop reading comprehension of authentic business texts

ELS Language Center Malaysia:
Certified Intensive English Program(CIEP)
This is a fast track program that is academically rigorous and
demanding. It prepares students to cope with college and university
studies. The ELS CIEP certificate is accepted by many universities and
colleges in place of TOEFL / IELTS for entry requirements. This full-time
course consists of 6 lessons per day and is structured to accelerate
learning with maximum time spent in the classroom. It enables
students to reach their academic and career goals in the shortest time
possible.

Communicative English Program (CEP)
This course is designed to enable participants to function more
professionally at work and more effectively in everyday situations
through improved language proficiency. The course reinforces
participants' knowledge of the forms and functions of the language in a
communicative context. Students are encouraged to participate actively
in simulated learner-centered activities facilitated by trained and
professional instructors.
INTI International University College:
English Improvement Program (EIP)
The INTI International University College offers an internal English
course known as the English Improvement Program (EIP) which is
conducted in one whole full semester with approximately 30 study
hours per week. This program is designed for non-native speaking
students who wish to improve their English language skills to prepare
them for the regular academic programs at the undergraduate level in
the INTI International University College.
Kuala Lumpur Infrastructure University College:
Intensive English Program (IEP)
KLIUC offers an Intensive English Program for high school leavers or
working adults. The intake for this program is in February, June and
November. The program provides necessary skills for students to
achieve a satisfactory proficiency level before gaining admission into
institutions of higher learning or for effectiveness at the workplace. It
will develop the students' vocabulary and language skills in listening,
speaking, reading and writing through a range of communicative
activities and a skill-based approach. Upon completion of this course,
students are able to pursue any of the diploma or foundation
programmes at KLIUC.
Methodist College Kuala Lumpur:
Certificate in English
This certificate course is a Malaysian Quality Assurance Agency-
approved (LAN) course designed for those who need to attain a basic
proficiency in English to help them speak, read and write better English.
A 15-month course, it begins from the basic level to the intermediate
level and culminates in the attainment of a higher proficiency. It focuses
on the skills of listening, speaking, reading and writing but also includes
modules such as Introduction to Drama and Creative Writing.
KBU International College:
The Intensive English Program (IEP)
This internal program caters to all your needs (all four language skills) in
the English language. A multimedia English Language learning
courseware, Planet English, is used to complement classroom teaching.
Students would need to take a placement test to ascertain their level of
proficiency. There are four levels, namely Lower Basic, Higher Basic,
Intermediate Basic and Advanced Basic in the program and each level
can be completed in 12 weeks. This program will prepare students for
IELTS and TOEFL.
