December, 2012, the EU officially released the (EU) NO 1194/2012 rules《Implementing
rules of the European Parliament and the EU Council Directive 2009/125/EC on the eco-design
requirements of directional lights, LED lights and related equipment requirements》.Compared with
《European Parliament and Council Directive 2005/32/EC implementing rules for non-directional
household lamps eco-design requirements》which posted by the European Commission Regulation
(EC) NO 244/2009 Regulations dated 18th
March, 2009, the new rules have complete mandatory and
eco-design requirements. Start and Run-up time as the two indicators functional requirements in the
industry has been more emphasis by manufacturers.
To meet EU ErP requirements, IEC60969 Self-ballasted Lamps for General Lighting Services
Performance requirements and Energy Star about Lamp Start, Run-up Time and Flicker Test. LISUN
developed ErP test system, the system hardware consists of PH3000 and LSP-500VAC; the software
consists of LST-3000 Lamp Start and Run-up Time Test and FLK-3000 Lamp Flick Test.
1. Transit Photometer (PH3000)
The Luminous flux, illuminance and Brightness are the most basic physical quantity in photometric
test. PH3000 Transit Photometer is developed base on rapid sampling techniques. It applied with 12
Bytes, the maximum sampling rate of 10M Hz high-speed A / D which can be achieved rapidly high
speed measurement of varying light photometric parameters. Combined with computer can record
the sampled waveform. The PH3000 also can used as normal illuminance meter, it can measuring
luminous flux, brightness, illuminance and photometric parameters.

2. Programmable AC Power Source Meter (LSP-500VAC)
LSP-500VAC Programmable AC Power Source combined with high power, low harmonic, high
stability pure sine wave and power meter functions. It’s suitable to power on electronic ballast, CFL

floating output, conducive to make sure power itself safety and operator's safety;
 Perfect voltage, current anomalies and overheating protection, improve the reliability of power
supply;
 Applied with power limiting technology to avoid strong interference on the power grid and other
electrical equipment, while facilitating reliable operation of the power supply itself;
 The input voltage can be option via a toggle switch of panel mains 110V/220V;
 The initial phase and end phase of the output voltage waveform can be set（0°-359°(±1°)）;
 Measurement process can be programmed to control(1 to 50 memory groups, 1 to 9 steps for
each memory group);

3. New Design Integrating Sphere
Due to the LED luminaries such as LED street luminaries developed, to do 4π geometry
testing, it is hard to be hold in the traditional integrating sphere design. To solve this
problem, Lisun design a new kind of sphere.
1. The hold base can bear max 20kg, it can expanding to test all lamps such as E27/E40,
all tubes such as T5/T8/T12 and all kinds of luminaries
2. The hold base can be installed in the ceiling or down, it can be adjusted the height
3. Hold base has four power cables connect to the outside Power Supply and max is 5KW
