• The challenge for Agency leaders is balancing.
Agency leaders must relax the domain of control
to promote an open environment while also
maintaining sight of operations and planning.
• Open environments are those that share
information (vs. information hoarding), embraces
opportunities and optimism (vs. paranoia and
threats) and are about building and maintaining
collaborative relationships.
