laying of cable).
 Cause : Negligence of BSES, Reamer of HDD
Machine hit steel line due to trenchless
activities.
There was gas leakage.

Following are the reasons for the Damages:
 3rd Party damage due to excavation by DTL,
DDA, PWD, DJB etc.
 Operational Errors like improper working of
locator, not to check drawings etc.
 Un controlled errors / time independent like
puncture of dielectric material, due to
electric surge.
 Total no. of Damages : 14

To Rectify operational errors
 Calibration of the equipments to be done on
timely basis.( not followed till now)
 Check the certificates of HDD operator and
Tracker.
 All pipeline fittings and accessories should
be checked and operational life time of all
should be decided.
 Check drawings and locator both during the
construction work.
 Drawings should be properly checked by
zonal in charge after laying of steel line by
contractor.
 The hydrostatically tested pipes should be
retested by nitrogen gas before charging the
line.
 Protective measures from Electric installation(
Neoprene sheets, RCC blocks, Minimum
distance should be maintained).
 Proper communication with BSES and other
agencies.
 Proper patrolling of pipeline by patrolling guard.
 Reporting by patrolling guard is very important,
train and test patrolling guard.
 Intimation should be given to the various
authorities like DJB , DTL, BSES, MCD, DDA, etc
prior to construction work.
 Depute IGL representative on 3rd party work
specifically on HDD REAMER,PILLING, JCB,
BORING.
 Markers should be properly maintained near
steel gas line with contact no. provided so that
3rd party could contact before excavation.

  • 20.  Date: 23th May 2012 at 0.00 hrs  Location :Kapashera Chawk( Near Police Station  Diameter: 12"  Affected Length: 2.8 km  Total Hours of interruption: 32  Reason : 3rd party Damage( by BUCON Reamer of HDD knocked already newly operational 12” line).
  • 21.  Cause: HDD Calibration was not correct. HDD was working on 4.5m instead of 5 m and till that date IGL don't have drawing. Locator gave incorrect reading.   • 22.  Date: 28th Oct 2012 at 00.45 hrs  Diameter: 4  Affected section of pipe line :Burari to Chattrasal CNG Station  Affected Length: 11.65 km  Total Hours of interruption: 15.25  Reason : 3rd party Damage( by Model Town Market Association).
  • 23.  During placing a tent there someone took a thick nail and hit the pipe line and there was gas leakage.  No. of CNG Stations affected:3  No. of DTC Depot affected :2  No. of R.O affected :3  No. of FRS affected :0
  • 24.  Date: 10th may 2013 at 7.30 hrs  Diameter:4“  Affected section of pipe line : From Up-Gate to Ashiram Batra R.O.  Affected Length: 7.97 km  Total Hours of interruption: 27.1  Reason :3rd party Damage (by Vishwa Infra on the contract of DJB for laying of sewer line of dia 1.5 m). 
  • 25.  Cause : Pipe Line was hit during laying of sever line by MTBM( Micro tunnel Boring Machine) Information was not provided.  No. of CNG Stations affected:3  No. of DTC Depot affected :2  No. of R.O affected :3  No. of FRS affected :0
  • 26.  Date: 2th Jan 2014 at 15.00 hrs  Location : NH-24 CNG Station  Diameter: 4"  Affected Length: 6.4 km  Total Hours of interruption: 20  Reason : Damage by Puncture of dielectric material of Insulating Joint at NH-24 CNG station due to electric surge.
  • 27. There was a fire at CNG station. High pressure leakage occurred.  No. of CNG Stations affected:0  No. of DTC Depot affected :2  No. of R.O affected :3  No. of FRS affected :1
  • 28.  Date: 3th Feb 2014 at 17.50 hrs  Location : Burari chawk  Diameter: 4"  Affected section of pipe line :Burari chawk To Sai R.O.  Affected Length: 0.6 km  Reason :Operational error (by PWD during construction of Mukarba Wazirabad elevated road)
  • 29.  Cause : Wrong offsets in drawing and locator couldn’t locate because of its depth(13 m) according to drawing, offset of line was 11 m, clearance was provided to the contractor 17 m, piling activity was done at 23 m.  No. of CNG Stations affected:0  No. of DTC Depot affected:0  No. of R.O affected :2  No. of FRS affected :0  Findings : locator can’t locate below 5 m
  • 30. Following are the reasons for the Damages:  3rd Party damage due to excavation by DTL, DDA, PWD, DJB etc.  Operational Errors like improper working of locator, not to check drawings etc.  Un controlled errors / time independent like puncture of dielectric material, due to electric surge.

  • 33. To Rectify operational errors  Calibration of the equipments to be done on timely basis.( not followed till now)  Check the certificates of HDD operator and Tracker.  All pipeline fittings and accessories should be checked and operational life time of all should be decided.  Check drawings and locator both during the construction work.
  • 34.  Drawings should be properly checked by zonal in charge after laying of steel line by contractor.  The hydrostatically tested pipes should be retested by nitrogen gas before charging the line.
  • 35.  Protective measures from Electric installation( Neoprene sheets, RCC blocks, Minimum distance should be maintained).  Proper communication with BSES and other agencies.
  • 36.  Proper patrolling of pipeline by patrolling guard.  Reporting by patrolling guard is very important, train and test patrolling guard.  Intimation should be given to the various authorities like DJB , DTL, BSES, MCD, DDA, etc prior to construction work.  Depute IGL representative on 3rd party work specifically on HDD REAMER,PILLING, JCB, BORING.  Markers should be properly maintained near steel gas line with contact no. provided so that 3rd party could contact before excavation.
