This analysis shows the significant positive impact that low carbon infrastructure investment could continue to have on the UK economy and finds that there is an unusually strong short run economic opportunity for the UK to be gained from developing low carbon infrastructure. An increase in spending on low carbon infrastructure projects should increase GDP by at least 0.7 per cent by 2015. Conversely, if the government abandoned its low carbon investment programme, the overall impact on GDP could be a reduction of as much as 2.2 per cent, and such a drop could push the UK back into recession. This analysis was the basis for a high level expert discussion on 25th July 2013.

CIRCWASTE is a seven-year LIFE IP project that promotes efficient use of material flows, waste prevention and new waste and resource management concepts. All actions contribute to implementing the national waste management plan and directing Finland towards a circular economy. CIRCWASTE is a creation of 20 partners and 10 funding organisations. The project is coordinated by the Finnish Environment Institute. CIRCWASTE is funded in large part by the EU LIFE programme.

Luonnonvarojen kasvavan käytön ja hiilidioksidipäästöjen irtikytkentä talouskasvusta
Tavoitteena on, että kiertotalous tuo Suomen kansantaloudelle vähintään 3 miljardin euron vuotuisen arvonlisän ja vaikuttaa osaltaan myös koetun hyvinvoinnin ja talouskasvun kytkemiseen irti kasvihuonekaasupäästöistä ja luonnonvarojen kasvavasta kulutuksesta.

MITEN
Sitran johdolla ja aloitteesta käynnistetyssä vuoden 2016 keväästä syksyyn kestäneessä prosessissa osallistettiin laajasti eri sidosryhmiä, hyödynnettiin tuoreimpia tutkimuksia ja nivottiin kiertotalouden vauhdittaminen jo olemassa oleviin aloitteisiin
Mukana prosessissa oli mm. ministeriöitä, johtavia yrityksiä, tutkimusorganisaatioita ja kuluttajia
Tiekartan tavoitetilassa painottuvat edistyksellinen kotimarkkina, kokonaisratkaisut vientivalttina sekä heti alkavien kokeilujen ja kunnianhimoisen, pitkäntähtäimen muutospolitiikan yhdistelmä
– suomalaiset toimijat ovat kiertotalouden mahdollistajia ja toteuttajia globaalisti; ongelmien ja perustarpeiden suuret markkinat ovat ulkomailla
luodaan kunnianhimoinen ja mahdollistava toimintaympäristö, joka kannustaa kiertotalouden toteuttamiseen sekä materiaalitehokkaisiin ja vähähiilisiin ratkaisuihin
tahtotilaa lähdetään edistämään Suomen vahvuusalueilla ja konkreettisten pilottien synnyttämisen kautta sekä systeemitason strategisella muutospolitiikalla

Täydennys Lahden caseen: ovat haastaneet myös kaikki Lahti-Hki -oikoradan kunnat kunnat, kiinteistönomistajat ja yritykset avaamaan investointejaan ja hankintojaan älykkäiden ja puhtaiden ratkaisujen tuotekehityskohteiksi.
HYVÄ HAASTE KAIKILLE SUOMEN KUNNILLE JA KAUPUNGEILLE; JOSSA FISU ja Hinku-kunnat voivat toimia suunnannäyttäjinä
Julkisilla hankinnoilla voidaan edistää mm. kestävä ruokaa, puupohjaiset ja uusiutuvat resursseja, sekä liikkumisen murrosta.
Julkisissa hankinnoissa kannustetaan puupohjaisia ja muita uusiutuvista raaka-aineista tehtyjä tuotteita silloin, kun ne ovat elinkaarilaskelmilla todettu olevan kokonaisvaltaisesti kestävämpiä.
Otetaan kunnallisissa julkisissa ruokahankinnoissa tavoitteeksi kestävä ruoka joka säästää luonnonvaroja ja vähentää ilmastopäästöjä. Kartoitetaan sopivat tuottajat ja heidän tarjontansa sekä sen erikoislaatukriteerit ja yhteistyömahdollisuudet. Kehitetään yhteistyötä, esim. reseptiikkaa, keittiöiden ja tuottajien välillä.
Vihreitä julkisia hankintoja edistetään Tanskassa laajalla rintamalla – miksei myös Suomessa?
Case Tanska
Tavoite: kiertotalouden edistäminen julkisilla hankinnoilla
Hallituksen käynnistämä kumppanuus, jossa mukana Tanskan alueet, kunnat sekä ympäristöministeriö. Mukana yhteensä 14 yhteistyötahoa.
Kiertotalouden kriteerien sisällyttäminen hankintakäytäntöihin (esim. myrkyttömien kemikaalien, pitkäikäisten tuotteiden, ja kiertoa edistävien materiaalivalintojen suosiminen)
Toimenpiteet: yhteistyö, kyvykkyyksien kehittäminen, tiedon & kokemusten jako
Käytännön case: Odense Municipality was to construct 40 new residences for youths with disabilities. By rethinking the tender and implementing green procurement requirements the new buildings were constructed using fewer unwanted chemicals, alternative materials such as paper wool for insulation, recycled bricks, and energy efficient solutions including LED lighting and solar water heating. The construction cost of the residences was 5% higher than business-as-usual, but it is expected that the extra investment will be repaid quickly due to lower operating costs
