meetings to get initial design of project and then design the plan for Comcast’s temporary and permanent locations of
facilities. Work and coordinate with contractor and construction team to schedule and implement new design involving
pole transfers, new cable and fiber build, and cable and fiber splicing. Direct oversight of contractor and capital budgets as
per company contract and capital guidelines.
• Construction coordination for cell backhaul projects. Attend any field design meetings with wireless provider’s
representative to design the fiber route that Comcast will provide. Work with contractor on getting any make-ready or pole
permits needed. Work with contractor and construction team to schedule and implement new design involving new fiber
build to the customer’s designated endpoint. Direct oversight of contractor and capital budgets as per company contract and
capital guidelines.
Nexius Solutions, Inc., Wilkes-Barre, PA January 2013 – January 2015
Construction Manager – Sprint Network Vision AAV Build Project – Region 2 East
• Design and management of all aspects of Sprint Network Vision backhaul fiber build in NE PA, Buffalo, and Rochester
areas for 485 cell sites.
• Main daily duties include: perform initial site walks and any re-walks needed with the fiber provider for the site, site
acquisition team, landlord, and sometimes the tower owner to come up with the initial design of the build and the meet
point with the fiber provider; manage general contractors on build progress; redline any changes needed to initial design
from the property landlord or the GC in the field; work with site acquisition team on all landlord issues; do initial pricing of
sites; do change orders to pricing for redlines of initial design; perform pre and post construction site walks; review GC’s
closeout packages as final deliverable for Sprint.
• Main daily duties from June ‘14 to present: Manage GC’s on single to dual conversions on 14 sites in my newly assigned
cluster of 167 sites. Perform final acceptance walks and identify and any issues that will cause a site to fail Sprint standards
for all sites in my cluster. Help with any AAV questions or issues that come up from me previous work with that team.
Verizon Wireless, Plymouth Meeting, PA October 2012 – January 2013
RF Design Engineer
• Team leader for the design team on COW/COLT deployment for special events and emergencies (4 COWS/2 COLTS), all
regulatory work, and all in-building solutions for the entire Philadelphia East region (PA/NJ/DE).
Nextel Partners / Sprint Nextel / Ericsson, Inc., Wilkes-Barre, PA December 2002 – March 2012
RF Engineer III
Transitioned to AT&T’s GSM and WCDMA project within Ericsson, Inc. (July, 2010 – March, 2012)
• Served as member of a small team of select engineers tasked with implementing all network changes (parameters and
neighbors) on AT&T’s GSM and WCDMA networks nationwide.
Transitioned Sprint Nextel duties to contract with Ericsson, Inc. (September, 2009 – July, 2010)
Nextel Partners / Sprint Nextel Responsibilities and Accomplishments (December, 2002 – July, 2010):
• Promoted to CPA North (NE PA area) market RF performance lead and held position for approximately two years with
three direct reports. Trained two new hires during this time.
2. Joel M. Sedeski Page 2
• Supported a 200 cell site iDEN cluster of the entire CPA North market. Monitored system traffic and all other performance
statistics on a daily basis. Utilized statistical analysis and drive test data to make necessary parameter and neighbor changes
to optimize the network.
• Performed site walks in the field and search ring analysis in Wizard and Planet for the design of new cell sites.
• Planned BR (base radio) adds from first step of traffic planning to frequency planning to cell site equipment planning, to all
coordination of adds with system performance engineers and field techs for the entire CPA North market.
• Performed frequency planning for any retunes and new sites.
• Planned and implemented FCC mandated re-banding of frequencies by coordinating multiple technical and functional
groups.
• Utilized troubleshooting skills to resolve any network issues found from stats, drive tests and customer trouble tickets.
• Involved in every aspect of design, planning, prep, implementation, optimization, monitoring during race weekend,
teardown, and post race analysis for each of thirteen NASCAR Pocono races for seven years (2004 – 2010). Added needed
capacity with four COW’s (Cell site on wheels-temporary cell sites in addition to three of our permanent sites that cover
this area) at the track location for these races. I was RF lead for these races for five of the seven years (2006 – 2010).
• Led many optimization investigations for large areas involving extensive drive testing, drive data and stats analysis,
parameter and power changes, handoff changes, propagation model analysis, cell site and antenna modifications.
• Worked with small and large account customers on a regular basis to troubleshoot and resolve any issues that they may be
having with the network.
• Performed site walks for BDA’s (bi-directional amplifiers; in-building solutions to boost signal for larger accounts).
• Managed CNS basic projects and supplied contractors with info such as serving site and donor azimuth.
• Planned, activated, and optimized new cell sites while coordinating with the switch (cellular switching hub), datafill team,
field techs, and other groups.
• Performed spectrum interference identification, tracking, and resolution.
• Performed extensive E911 Phase II Testing.
