Currently serves as President, James Ruffin Consulting, a full service Trial and Litigations
Consulting company in Dallas, TX. Dr. Ruffin offers litigation services to assist hospitals,
physicians, and long term care facilities. Additional offerings include internal investigations and
training, focus groups, witness preparation, and other litigation services. Dr. Ruffin is a
nationally and internationally recognized speaker, trainer, and author.
Director of Litigation Services 2012-2014
Hamlin and Burton Liability Management, Inc.
Served as Director of Litigation Services for Hamlin and Burton. Primary duties included trial
services ranging from pre-trial assessments and investigation, depositions, mock trails and focus
groups, jury selection, trial monitoring and jury interviews post-verdict. In this capacity, I have
assisted some of the nation's top law firms by bringing experience as a senior special agent and
knowledge of human behaviors into the courtroom. I am a recognized expert in verbal and non-
verbal behaviors and can accurately determine the truthfulness of a witness, and the credibility of
testimony through voice and body-language alone.

Career Special Agent with progressive supervisory responsibility; serving in diverse
geographical locations in a myriad of positions throughout my tenure including intelligence,
enforcement, undercover operations, training and management. Each position required annual
strategic planning, budget oversight, personnel management, coaching, mentoring, and
performance reviews. During the past 20 years, I received 18 “Outstanding” annual performance
appraisals and 23 awards for superior performance.
CAREER HIGHLIGHTS
Senior Special Agent and Group Supervisor 2002-2012
Violent Crimes Group, Dallas, Texas
Duties include the direct supervision of ATF Special Agents, Dallas Police Department
Detectives, FBI, DEA Special Agents, and Intelligence Research Specialists. Lead investigator
for high profile cases including terrorism, violent crimes, firearms trafficking, organized crime,
and gang-related criminal activity. During this assignment, I developed the Dallas area Project
Safe Neighborhood Violent Crime Initiative for the Bush administration which is still in use
today.
Deputy Chief 2001-2002
Office of Training and Professional Development, Washington, D.C.
Managed a staff of 60 with budget oversight of 8 million dollars. Supervised special, top-secret
training programs; managed four primary areas: Industry Operations, Special Operations, Arson
and Explosives and International Training. During this assignment, I was selected as the Deputy
Chief of the International Law Enforcement Academy, Budapest, Hungary by then Deputy
Attorney General Eric Holder.
Resident Agent in Charge 1998-2001
Office of Criminal Enforcement, Tyler, Texas
First-line supervisor for the ATF Field Office. Supervised all criminal investigations and
developed the East Texas Arson and Explosives Task Force, a proven strategy which included
several integrated law enforcement entities in a violence reduction effort for the United States
Attorney's Office. This task force in still intact today with a documented success rate in over one
hundred cases since its inception.

3. Created the Advanced Interview and Interrogation Program, Special Response Team Training
(a.k.a. “SWAT”), and course development for the ATF National Academy. Authored several of
the agency's training and crisis response manuals that are still in use today. Taught critical

incident management to the FBI, CIA, and was an instructor at the International Law
Enforcement Academy in Budapest, Hungary. Graduate of the prestigious Center for Creative
Leadership, Colorado Springs, CO.
Special Agent 1991-1995
ATF Field Office, Gulfport, Mississippi
Initial assignment following appointment as an ATF Special Agent. Worked undercover to
apprehend a network of key players in the South’s white supremacist hate groups. Extensive
work in narcotics investigations, gang violence, arson, and firearms trafficking cases. Received
four Special Act awards from the Bureau Director for investigative excellence.

2001 when assigned to the Office of Training and Professional Development. Dr. Ruffin
completed both a 40 hour basic and 80 hour advanced Instructor Training Program to earn this
designation. Proficient in needs analysis, legally defensible curriculum, measurable standards,
and all types of adult learning theory.
