FOLU as a cornerstone of the transition

• Understand how the forestry and other land use (FOLU) sector can contribute to
substantially mitigate global GHG emissions through actions to augment its
carbon sinks and cut its emissions
Key questions
• How can policy makers design policies for the FOLU sector?
• How are policies adaptable in different countries?
• To which extent are these climate mitigation policies also beneficial for
biodiversity and resilience to climate change?

Distributional effects

• Understand and anticipate how distributional effects vary across regions and
identify appropriate policies, such as redistribution schemes, that can limit the
distributional issues.
Key questions
• How does policy design change when taking into account distributional effects?
• How do the economic costs of climate change mitigation policies change when
accounting for distributional effects?
• What additional policies can be put in place to limit distributional effects?

Negative Emission Technologies

• Understand the socio-economic consequences of pathway to net-zero with
different levels of reliance on Negative Emission Technologies (NETs)
Key questions
• To which extent do current policy-relevant global scenarios, such as those
collected in the IPCC Sixth Assessment Report (AR6) rely on NETs?
• What are the socio-economic consequences of different types of NETs?
• What are the socio-economic consequences of different ways to finance NETs?

Next Steps on Updating OECD Standards on the Environment
EPOC [ENV/EPOC/M(2023)4] invited the Secretariat to:
• Prepare a first draft of the revised and consolidated Recommendation related to transport
• Prepare a directions paper on the revision and consolidation of energy-related legal instruments
Development of a new OECD standard related to forestry (under discussion)
• No comparable international standards on forestry
• EPOC provided guidance to: Consider work on land-use and forest in a changing climate, e.g. analysing
the sectors’ contribution to climate change mitigation and the nexus between biodiversity, mitigation
and adaptation (WPCC and JWPAE)
This work could feed into the development of a legal instrument on forestry

• Share ideas and reactions on proposed future work today and/or via written
procedure by 22nd March 2024 on proposals included in [ENV/EPOC/WPCC(2024)1]
→ EPOC develop draft PWB, reflecting subsidiary body discussions
→ Budget committee will discuss and finalise the Programme of Work and Budget
