Economics of adaptation
• Evaluating future economic costs of climate
impacts;
• Evaluating future economic benefits of
adaptation; (compared to costs of inaction;)
• Improving ex post damage quantification;
• Cost effectiveness assessment of different
policies/measures;
Climate Change Adaptation:
Future PWB 2025-26 : guidance from EPOC
and previous WPCC discussions
Adaptation measurement
• Advantages and challenges of common goals for
adaptation;
• Track policy implementation and outcomes;
• Develop indicators to measure policy progress
and impact;
• Identifying what works;
• Ex-post evaluations;

Designing public finance strategies for
adaptation
• Identify sectors and scales most in need of
adaptation finance;
• Crowding in private finance;
• Embedding/enabling adaptation finance at
subnational level – subnational gov’s fiscal capacity
for adaptation;
• Financing adaptation measures
• Role of public procurement
• Incentives for CCA investments (as opposed to
regulation)
Climate Change Adaptation:

and previous WPCC discussions
Other areas of interest
• Continued work on local adaptation
• Adaptation mainstreaming
• Guidelines for good practice NAPs
• Guidelines for infrastructure impact
assessment
• Documenting “successful adaptation”
• Developing an adaptation outlook
4. • Is current national adaptation
engagement fit for addressing future
economic consequences?
• What is effective planning?
• What are the criteria?
• What are good practice standards?
Where are gaps?
• How effectively is adaptation
mainstreamed?
• What are the economic costs of
future impacts of climate
change?
• What are the economic costs of
no action on adaptation and
what are the benefits of
adaptation to future climate
change?
• How can adaptation help
mitigate economic damages?
• Remind the rationale for measuring
adaptation
• Reminding the progress to date
• Highlight the OECD’s effort in
establishing measurable indicators
across all OECD members
• How can national planning instruments be
supported by adaptation funding strategies?
• How can national funding not only for
adaptation, but also ex post in recovering from
impacts of extreme events, act to crowd-in
private adaptation investments?

Development of a new OECD legal instrument on CCA
• 20+ years of OECD work on adaptation
• No comparable international standard on adaptation
• Supports a whole-of-government approach to CCA (will be developed in close
consultation with all relevant OECD committees)
• Guide OECD countries, but also countries in the accession process to the OECD
• Opportunity to systematically document good practices and foster peer learning
• WPCC in the driver’s seat

Climate Change Adaptation:
Future PWB 2025-26: new work proposals
Proposal “The economics of adaptation”
• Better understand the economic aspects of adaptation:
• Future expected economic costs of climate impacts;
• Future economic benefits of adaptation (as opposed to inaction)
• Economic consequences of impacts of adaptation by economic sector/households/businesses;
• Costs, benefits and effectiveness of adaptation measures
Key questions
• What other aspects would you propose to be covered under this proposal?
• If you were to prioritise themes flagged under this proposal, which ones would they be?
• What kind of activities would you like to se included? (Dialogues, analytical outputs, country focused work…)

Climate Change Adaptation:
Future PWB 2025-26: new work proposals
Proposal “Adaptation measurement”
• Better understand progress in implementing national adaptation policies:
• Improve indicator development by countries
• Establish OECD repository of indicators by sector
• Develop new indicators (following agriculture, a new sectoral deep-dive suggested in health)
Key questions
• What sectoral deep-dive would you prioritise after agriculture?
• What other priority should the OECD consider in addition to indicators in the next PWB?
• What kind of activities would you like to see included? (Dialogues, analytical outputs…)

Working Party on
Climate Change Adaptation:
Future PWB 2025-26: new work proposals
Proposal “Designing national adaptation funding strategies”
• Better support countries’ ability to implement national adaptation plans by:
• Identifying fiscal levers for funding adaptation on the revenue side;
• By designing expenditure frameworks that incorporate (mainstream) adaptation expenses across
relevant sectors;
• Removing obstacles to investing in adaptation (e.g. reliance on governments for compensating for
losses and damages; crowding in private finance)
Key questions
• Is the proposed approach to looking at fiscal aspects to inform funding strategies appropriate?
• What other aspects would you like to see covered by the Secretariat?
• Given this initial stream of work, what types of activities and outputs would you suggest? (technical
discussions; framework development; case studies; …)

Proposal “Other areas of work to consider”
• Developing an adaptation outlook
• Continued work on local adaptation
• Adaptation mainstreaming
• Guidelines for good practice NAPs
• Guidelines for infrastructure impact assessment
• Documenting “successful adaptation”
Key questions
• What would you add to the list of other items not covered here or under the other three themes?
• Of this list, what would be the two most important priorities for you?
