• The Carbon Market Platform (CMP) is a G7-led initiative that brings together a diverse group of
countries and organisations with the aim of strengthening international co-operation on
developing effective, sustainable and ambitious carbon pricing approaches
• The OECD acts as Secretariat to the CMP, providing analytical inputs and supporting convening
activities
• CMP has explored a range of topics related to carbon pricing and carbon markets, including:
- Barriers to carbon pricing
- Options for international co-ordination on carbon pricing
- Benefits from international co-ordination on carbon pricing
- Carbon pricing’s impact on competitiveness
- Carbon pricing developments during COVID-19
- The role of carbon pricing in encouraging transformational change

• The OECD assists on the organisation of the yearly CMP's Strategic Dialogue
• The CMP’s Strategic Dialogue identifies a research focus for OECD
• The last Strategic Dialogue took place in Tokyo (Japan), on 24-25 October 2023, jointly chaired
by Japan (host) and Germany [the event summary can be accessed here]
• The next Strategic Dialogue will take place in Rome (Italy), on 16-17 October 2024, jointly
chaired by Italy (host) and Japan

CMP analysis in 2023: Interplay between
voluntary and compliance carbon markets

Rationale:
• Carbon credit markets are growing on multiple fronts
- including Article 6 under the Paris Agreement and
voluntary carbon markets
• These markets interplay, and present both mitigation
opportunities and environmental integrity risks
Key questions explored:
• How do voluntary and compliance markets interplay?
• How can their environmental integrity be enhanced?
Output: Preliminary findings presented to CMP
delegates in October 2023.
Draft paper will be circulated to WPCC and CMP

CMP analysis in 2024: G7 Principles for
carbon markets + complementary topic

• In 2024, the tentative focus is to explore options to implement the G7
Principles of High Integrity Carbon Markets
• Potential to produce complementary brief analysis on another topic
(carbon dioxide removals or scaled-up crediting approaches)
• The precise scope and output for the OECD’s work in 2024 is subject
to further discussions with and among CMP delegates
• Preliminary findings from this work will be presented at the 2024

negotiations under the UNFCCC;
• Delegates include OECD members and Parties listed in Annex I of the UNFCCC;
• Activities supported almost entirely by voluntary contributions;
• Activities supported jointly by the OECD and the IEA.

CCXG work in first half of 2024 focuses on two key issues heading to COP29 in Baku:
• Technical elements of new collective quantified goal (NCQG) on climate finance;
• Insights for designing next round of Nationally Determined Contributions (NDCs) informed by GST.
Next CCXG global forum on 3-4 April 2024 in hybrid format:
• In-depth discussions on next NDCs and NCQG;
• Participants from OECD and non-OECD countries, IGOs,
MDBs, business, academia, NGOs, etc.;
• Some sessions organised with partners (ODI, NDC
Partnership).
