§ 5a was changed from 1 february 2006:
In their activities, higher education institutions shall promote sustainable
development that ensures present and future generations a healthy and good
environment, economic and social welfare and justice.
An authority shall, within the framework of its general mandate, have an environmental
management system that integrates environmental considerations into the Agency's
activities and in a systematic way take into account the activity of direct and indirect
environmental impacts.

Courses that are sustainability-focused where at least one of the learning
outcomes clearly shows that the course content meets one of the current
sustainability criteria. The content with a focus on sustainability must also,
in accordance with the criteria, constitute the course's main focus.

Criteria
1. Sustainability as a concept:
The history in a global context of the concept of sustainability and sustainable development
and the current study field related to global challenges.
2. Analysis from a globalization perspective
How products, services, or activities in their own lives or in the future professional
profession affects the natural environment, social conditions and the economy in a
global perspective today and in the future.
3. Natural limits
Demographic trends and lifestyle in relation to the exploitation of natural resources, or the
finite capacity of natural ecosystems to provide for human needs.

4. Maintaining ecosystems
Conservation of natural resources and practices to protect and maintain the
integrity of viable ecosystems in the face of rising human demands.
5. Human rights and social equity
Distribution, discrimination, health and poverty issues and the mutual
interactions between social inequality, poor health, the natural environment and
people's opportunities for good living conditions.
6. Values, culture and ethics
How norms, culture, religion, ethics and social conditions may shape human
behaviour toward the natural world.
7. Consumer and customer power
How demands for environmental consideration and social responsibility from
private and public clients and consumers affects individuals, policies and
corporate strategies and business opportunities.

8. Governance and management
How regulations, policies, economic policy instruments and voluntary
agreements, and leadership shape human behaviour and nations’ and
companies’ actions toward the natural world and social issues.
9. Planning and Design
How community planning and product and service design can influence human

10. Actors' work and responsibility
Various global and local actors' efforts and monitoring of environmental
performance and social and economic responsibility.

Universities have greater impact on society than any other actor through education of next generation of decisionmakers and citizens. Cooperation is crucial; interdependence between faculties within the university. Combination of top-down and bottom-up approaches. Communication and learning processes.   1. The university-wide objective within Education is to increase sustainable development into education. Just as for every aspect in the Action Plan tasks are given along with the objective to ensure who is responsible for progress and that the target is achieved In this case the heads of departments where courses and programmes are given
  2. Largely thanks to the Chair of this Board the Deputy Vice-Chancellor Sustainable development ended up high on the agenda for the Board

  4. Before I go into the new criteria I would like to say something about the old ones. Because …. …. We have had a specific labelling of courses related to environmental issues since 2006 when a small group of staff evaluated the courses on the basis of the description in the course catalogue identifying those containing sustainability or environmental components – in two levels In late 2006 an eco-labelling was introduced into the database of courses and programmes. All courses and programmes are reported in to this University-wide database and from then on the one reporting has to answer a question about if the course should be eco-labelled or not. And this is a system we still have even if the criteria for when a course will be marked has changed. As said before, for a definition of sustainable development there was a reference to the law, the higher education act
  5. We have stressed on the interdiciplinarity of the sustainability concept with the help of documents from the United Nations and UNESCO. We have also focused on the difference between EE (environmental education) and ESD (education for sustainable development) ”This means that pure environmental courses/programs cannot be labelled unless the complexity of the economy, society/human, nature/environment in a global perspective is handled. Nor can the courses/programs be sustainability labelled if social issues are discussed without relating to natural resources” In Sweden and in the university social sciences use the concept of social sustainability without taking in to account other dimensions of sustainable development, only taking social issues such as human rights, racism etc into consideration and had earlier sustainability labelled such courses. In the new criteria we wanted to enrich such content and to bring in aspects of natural environment, natural resources and allocation of resources into the discussion to get the students to learn about what is sometimes called Wicked sustainability problems – very complex problems and questions with no simple solution and with no right or wrong anwers We wanted to highlight the interdicsiplinary perspective and not support that each dimension was handled seperately since the learning in ESD because learning in ESD means to learn to manage complexity

Footprint of a western hospital, links to resources like the international organisation Health Care without Harm Introduction and content, where and when / Learning outcomes / Learning activities, study tasks, assessments / After having launched this we got the assignment to develop a more general toolbox for other faculties which we launched in March this year. Today the plan is that the faculties themselves will customize the content to fit their own activities and subjects
