Section 4: Implementation of the new Integrated Scheme
Strategy for Implementation (1/2)
 Budget for all the three schemes merged into a single budget provision
 State-wise allocations will be indicated in advance based on defined criteria
 Flexibility to States to prepare Annual Plan based on their priorities
 Plans will be appraised and approved by the Project Approval Board (PAB) of
the Department headed by Secretary (SE&L)
 Single Utilisation Certificate would be required from the State, along with
component wise physical and financial expenditure statement
 States would need to keep in mind the legal requirements of the RTE Act,
2009, and the committed liabilities under the existing schemes
Strategy for Implementation (2/2)
 The Indicative State-UT wise Central allocation for 2018-19 has been arrived at
based on the following parameters :
 A 5% increase has been given over the total Central Releases to the State/UT under
SSA,RMSA and TE in 2017-18
 The rest of the funds have been allocated on performance linked criteria
 Atleast 20% of the allocated outlay should be spent for quality related interventions
including teacher education
 Atleast 20% of the allocated outlay for access & retention including non-recurring
expenditure
 Upto 60% of the outlay for recurring expenditure

Free Text Books
Under SSA, provision of Free Text Books (UP),
Braille Books (UP), Large Print Books (UP) to all
children in Govt. and Govt aided schools at primary
& upper primary level within an upper ceiling of Rs.
150/- per child and Rs. 250/- per child respectively.
 Increased to Rs.250/- per child at primary level and
Rs.400/- per child at upper primary level.
 Option of Cash transfer will be allowed in the form of
DBT to Aadhaar linked bank accounts

 KGBVs to be extended up to Class 12th for smooth
transition of girls from Elementary to Senior
Secondary.
 Priority for up-gradation of KGBV where the Girls’
Hostel has been established in the same campus and
there is no secondary school in the vicinity.
Self Defence training for Girls
Training for 3 months for inculcating self-defence skills
including life skill for self-protection and self-
development.
