The document proposes developing an online voting system in India to increase voter turnout and reduce the influence of money and power in elections. 7. • Low voting turn out in India is a major problem in today’s scenario.
• Reasons: First, a person has to cast his vote by going at the polling
booth in the constituency of which he is a registered voter.
• Second, most voters have lost their interest in politics due to minimal
interaction between government proceedings and the citizens.
• To address these problems an online voting mechanism is needed so
that people can vote online from anywhere easily.
• Also through such a system people can vote on important bills and laws
to show their agreement or disagreement.
• In this way the people will be involved in the government policy making
process and the true meaning of democracy will be realized.

9. • The existing Electronic Voting Machine(EVM) has certain demerits.
• Due to the EVMs’ minimalist design, election results can be altered by
replacing parts of the EVM with malicious look-alike components.
• EVMs do not use even basic cryptography to protect vote data
• So portable hardware devices can be used to extract and alter the vote
records stored in the machines’ memory.
• These attacks could be accomplished without the involvement of any
field-level poll officials.

15. Voter can vote for a candidate by pressing the confirmation key and his
vote will be registered in the central database through telecom networks
and a beep will be heard.
By pressing the ‘OK’ key the voter will be able to see full profile of the
candidate including hi criminal record, wealth record & political record.
Again pressing ’OK’ will bring back the list of candidates.
After successfully matching the finger prints of the user with the data in the
memory of the voter card, device will send the ID of the user to the server
for retrieving the list of candidates in his/her constituency and will display
it on the screen.
At the day of election, voter will insert his/her voter ID card into the device
and it will prompt the user for finger prints.

18. • More people will vote as they will be able to
vote from anywhere and need not to go to the
polling booth. Thus, ensuring the selection of
deserving candidate.

21. A computer database for the votes and voters will has to be
maintained by the government.
For the voting device to work, availability of at least one telecom
network would be necessary in that area. So, the telecom network
has to be extended across all India.
The cost of making such device will has to be borne by the
government.
Small database centers might have to be built in the cities which will
be connected to the one larger central database.

23. The cost of making and distributing such devices would not be very
high. This estimation is derived from the fact that AKAASH tablets
that the government is distributing among the students, cost around
Rs.3000/- per piece to the government with so many facilities in it.
Also, the government has announced a scheme in which mobile
handsets will be given to the people who are working in the NREGA.
So, in the same way, it would not be very hard for the government to
give this device per family.
Moreover by the time this system will be implemented , the cost of
making such electronic device will be very less.
