Designing a test is an uneasy task. It is proven by the fact that many teachers find difficulties in designing a good test. The present article attempts to review the English school exam in Indonesia and present an example of the test design of a midterm reading test for junior high school students in Semarang. To this end, firstly, a sample of test script of the school exam for JHS students in Semarang in the academic year 2017/2018 was reviewed. The review of the test shows that creating a good quality of test items still become a concern for English teachers as they made some grammatical errors. Consecutively, a midterm reading test was also designed and administered in a junior high school in Semarang, Central Java. Then, the test designed was evaluated by considering the validity, reliability, and practicality as suggested by (Brown & Abeywickrama, 2010). The administration of the test and evaluation show some weaknesses; therefore, the suggestions for the betterment of the test design are also made, such as revising some test items with a very low facility index and negative discrimination index. This study implicates pedagogically the teachers to train students on how to summarize and paraphrase since these skills underrepresented.

Mary Ann Christison is a professor in the Department of Linguistics and the Urban Institute for Teacher Education at the University of Utah in Salt Lake City. She has taught in elementary, secondary, and adult education contexts. At university level she teaches courses in both undergraduate and graduate programs for pre- and inservice teachers. She is the author of over 80 published and refereed articles on language teaching and second language research and 17 professional books including What English Language Teachers Need to Know I (Volumes 1 & II) and Leadership in English Language Education (co-authored with D. Murray), Multiple Intelligences and Second Language Learning, A Handbook for Language Program Administrators (co-edited with F. Stoller), Seeking the Heart of Teaching (co-authored with A. Palmer), Learning to Teach Language, and numerous activity and resource books for teachers, such as Look Who’s Talking, Community Spirit, Purple Cows and Potato Chips, and Drawing Out. Christison was TESOL president 1997-98 and currently serves as a trustee for TIRF (The International Research Foundation for English Language Education) She has been a classroom teacher for over 30 years and a teacher educator for 25 years, working with teachers in over 20 different countries.

The technical characteristics of the current English Inicia Test are too
restrictive to serve the purpose it was created for. The Ministry of Education
bid and the Quality Enhancement Program for Initial Teacher Education (DS,
96, 2009) state that this test serve as a diagnostic assessment of knowledge
and skill as referred to in the Initial Teacher Education Standards. Test results
are to be used for strengthening university teacher education programs as
well as initiation of newly qualified teachers’ work life. !
Now, if we have a look at the referenced Standards, we notice that in 8 out of
10 standards, knowledge serves as a platform that leads to effective teaching
practice; their central component is then the utilization of knowledge.!
If, on the other hand, we go to the specifications of the test in the Ministry’s
bid, we immediately notice that the test consists of 60 multiple choice items
with 4 alternatives.!
When we go to the literature and find what experts in assessment claims
about this kind of test items, we realize alternative questions, being reliable
and practical, have serious limitations to assess anything beyond factual
knowledge. Their upmost capability is assessment of higher cognitive skills.
Alternative questions cannot assess what is central to most of the Standards:
utilization of knowledge for effective teaching practice.!
2. The technical characteristics of the current English Inicia Test are too
restrictive to serve the purpose it was created for. What consequences will
this fact have? Information obtained from this test cannot be minimally valid in
order to strengthen teacher education programs or initiation of newly qualified
teachers’ work life. Furthermore, any educational policies emerging from
Inicia Test results will be extremely unfair and will not help the educational
system gain that quality we all long for.!
