Verbs which are usually followed by an “TO” infinitive:
1. To express purpose or reason.
2. Would like, would love
3. After adjectives
4. After these verbs:
afford, agree, appear, arrange, ask, attempt, care, choose,
claim, come, consent, dare, decide, demand, deserve,
determine, elect, expect, fail, get, help, hesitate, hope,
hurry, intend, learn, manage, mean, need, offer, plan,
prepare, pretend, promise, refuse, resolve, say, seem, tend,
threaten, want, wish.
BARE INFINITIVE
1. After modals verbs: can, could, might,
should, must, may, ought to.
2. Will, do, did, would.
