This paper deals with the important problem that there is no help with the accessibility evaluations of Thailand’s web by developing and evaluating a new method and tool online, WebThai2Access, with experts, developers, and users with disabilities. This tool was evaluated by 30 developers, 30 hearing impaired people, 30 visually impaired people, and 30 elderly people. The developers evaluated the websites whereas experimental tasks were given to each disabled group based on the problems they had accessing web information. The developers found WebThai2Access very usable and the 15 test criteria were reliable for evaluating websites. The lower and upper 95% limits for confidence ratings of developers were minus or plus 10% for YouTube and Pantip websites and minus or plus 3% with the blind association website. The 95% lower and upper limits of confidence were minus or plus 5% for hearing impaired users, minus or plus 2% for elderly users and minus or plus 0% for visually impaired users. The results therefore showed WebThai2Access was reliable and accessible for developers whose evaluations reasonably well predicted website accessibility for users with disabilities.

16. Keynote Speaker: Prof Kukjin
Chun
Prof. Kukjin Chun is currently the Director-Elect of IEEE Region
10 (Asia Pacific). He is the Professor of Electrical and Computer
Engineering at Seoul National University, where he served as
Department Head in 2009-2011 and as Director of the SNU
Inter-university Semiconductor Research Center in 2005. He
received his Ph.D. from the University of Michigan in 1986.
From 2009 to 2012 he was the IEEE Region 10 Vice-Chair and
Secretary, where he is currently Awards Chair. He served as
IEEE Seoul Section Chair in 2007 and currently a member of
the IEEE MGA SDEA Committee.Chun was President of the
Institute of Electronics Engineers of Korea, which has the
longest history and largest membership in Korea. He has been
a member of the National Academy of Engineering of Korea
since 2007. He served on the Journal of Micromechanics and
Microengineering editorial board and fellow of the Institute of
Physics of UK. He currently serves on the advisory committee
of the Institute of Electrical Engineering of Japan.
17. Keynote Speaker: Prof Benjamin
Wah
Professor Benjamin Wah was the Franklin W. Woeltge
Endowed Professor of Electrical and Computer
Engineering at the University of Illinois at Urbana-
Champaign, and is a prominent computer scientist, with
expertise in non-linear programming, multimedia signal
processing and artificial intelligence. He is a fellow of the
IEEE, ACM, and AAAS; and has served as the President of
IEEE Computer Society. Professor Wah has received
numerous international honours and awards for his
distinguished academic and professional achievements.
Among these are the Distinguished Alumni Award in
Computer Science of the University of California, Berkeley,
the W. Wallace McDowell Award, the Tsutomu Kanai
Award and the Richard E. Merwin Distinguished Service
Award of the IEEE Computer Society.
18. Keynote Speaker: Dr Rodney van Meter
Rodney Van Meter received a B.S. in engineering and
applied science from the California Institute of Technology
in 1986, an M.S. in computer engineering from the
University of Southern California in 1991, and a Ph.D. in
computer science from Keio University in 2006. His current
research centers on quantum computer architecture and
quantum networking. Other research interests include
storage systems, networking, and post-Moore’s Law
computer architecture. He is now an Associate Professor
of Environment and Information Studies at Keio
University’s Shonan Fujisawa Campus. Dr. Van Meter is a
member of AAAS, ACM and IEEE.
