• Project started in march 2019.
• Aim: introducing the concepts of Integrated
Coastal Zone Management, create
understanding of the coastal issues, the
mechanisms and tools to influence these
mechanisms. Guiding CJP so that they can
exercise their mandate on the coastal zone.
• First year focus: understanding challenges,
mechanisms and tools
• Second year: covid pandemic halted project

• IZCM deals with all marine and terrestrial
developments affecting the coastal zone, including
upstream developments.
• Bangladesh Deltaplan: considering external trends and
drivers, connecting short term action and investments
to long term vision
• Barcelona protocol: legal document as framework for
international and national action plans and roadmaps.
Includes a vision.
• Coastal vision Zeeland: Early involvement of all
stakeholders (governmental and non-governmental)
so vision is supported by all.

• National spatial plan provides direction for all provinces and takes into account upstream downstream
relations and environmental considerations
• Spatial plan for Java and Bali takes into account environmental protection. At least 30% of the islands
needs to be green area.
• Provincial spatial plan: strategy for realization and improvement of coastal areas and small islands to
increase competitiveness and realize economies of scale in fisheries and tourism sectors. Zoning is made
for protected area, water catchment area, mangrove forested area, flood prone area, tidal-prone area,
tsunami prone area’s, area’s with abrasion, water recharge area and spring border areas.
• The RZWP3K (coastal area and small islands zoning plan) also regulates spatial utilization regulations in
each area/zone; this spatial utilization regulation covers what activities are allowed, not allowed, and
activities that can be carried out conditionally
• Observation: most plans have ambitious goals on sustainable development and environmental
protection. The reality however often is different.
6. Problems and bottlenecks

• Severe erosion in Semarang Demak, Brebes, Tegal and
Kendal and close to these areas also sedimentation.
• Land subsidence (natural compaction and uncontrolled
groundwater extraction), causing flood risks
• Cutting down of mangroves (for fishponds and other land
uses.
• Many challenges driven by land use changes such as
industrialization (e.g. Kendal Industrial park 2.200ha and
other area’s) and urbanization. Challenges: industries
require large quantities of water, produce industrial
(polluted) waste water and solid waste.

• ICZM is not only about coastal area, but about all developments in
the coastal zone and upstream area’s (if they affect the coastal
zone).
• ICZM is not only abour marine affairs and water: it relates to socio-
economic matters and spatial development as well
• Many good intentions in spatial plans that relate to the coastal zone of
central Java, but hesitation on actual implementation / enforcement of
these policies.
• The coastal zone of Central Java is transitioning from agriculture /
aquaculture to urban and industrial areas: this will impact the coast

• To protect the coast, rivers and marine waters: develop the coastal zone
in a sustainable manner, consider and plan:
• Water supply, while limiting ground water extraction)
• What will we do with (industrial) solid waste and waste water?
• How will we involve existing users of the area? How can they continue
their livelihood or benefit?
• Develop the coastline with all stakeholders from a jointly developed
framework: (like Barcelona protocol)
• ICZM requires a networking organization that is able to work together
with all different departments and stakeholders such as (fisheries,
industries, groundwater users, environmental organizations and other
governments)
