This document summarizes the 3rd Workshop on Integrated Drought Management in Central and Eastern Europe. It provides an overview of the Integrated Drought Management Programme for Central and Eastern Europe (IDMP CEE), including its inception phase, planning, and current status. The IDMP CEE aims to build regional cooperation, support national planning, conduct demonstration projects, develop capacity, spread knowledge and awareness, and ensure proper governance and fundraising. It is currently implementing various activities under six work packages and conducting its third regional workshop to discuss progress and receive feedback from a peer review group.

3. Water situation in the region
•The increasingly variable climate in Eastern Europe, amplified by climate change;
•The WMO/GWP have responded to these challenges first by establishing the Associated Programme on Flood Management (APFM);
•In CEE region special emphasis on flash floods;
•Next step taken by GWP CEE establishing the IDMP CEE within the framework of a global WMO/GWP IDMP.

Region’s vulnerability to drought hazard, amplified by the climate change – alert situation!
Regional Council of GWP CEE initiates in 2011 the Inception Phase of IDMP;
Establishment of Regional Task Force
Together with 10 GWP CWPs working for 10 months on the Inception Report – addressing national and regional drought management challenges.

• There is an adequate human capacity in the GWP CEE region to launch the CEE component of IDMP – the assistance of WMO and GWP Technical Committee (TEC) is critically important.

7. WMO/GWP Regional workshop – Bratislawa October 5-6, 2012
•The main objective – to formulate and commit to the IDMP initiative to increase the resilience of CEE societies to water scarcity and drought events. Work will fully observe the IWRM principles – corner stone of all GWP activities.
•Bring together key stakeholders from targeted sectors - meteorology, water management and agriculture and identify concrete institutions to contribute to the IDMP;
•Inform important organizations at national and regional levels on matters that are or may be drought affected;
•Define a roadmap for IDM Programme in CEE in years 2013-2015;
•Identify possible sources of funding.

8. Overarching approach
•To shift the focus from reactive to proactive approach;
•To integrate vertical planning at regional, national, community levels into a framework of horizntally integrated sectors and disciplines;
•To promote evolution of a knowledge base;
•To build a capacity of various stakeholders.

9. Objectives of IDMP CEE
•Develop understanding and knowledge and promote state-of-the-art technology,
•Map and assess the impact of droughts, promote the adaptation of best practices, incorporate risk mitigation/reduction and develop drought policies based on scientific knowledge.
•Initiate case studies (demonstration projects) in pilot basins involving local communities.
•Support and facilitate national governments to incorporate assessments on drought management in their national programs and policies.
•Synthesize country findings and develop regional drought policy, including a drought declaration, monitoring framework and a regional drought management platform.
•Raise awareness about severe drought conditions through efficient dissemination mechanisms, such as learning platforms, training and workshops/seminars.

10. Planning & programme structure
•Early spring of 2012 GWP/WMO IDMP CEE is launched involving more than 40 organizations from 10 countries
•The Programme is structured to provide both policy advice and practical experience in drought risk management
•There are six principal work packages of the Programme:
- Regional and transboundary cooperation (4 activities);
- National planning processes (2 activities);
- Demonstration projects (6 activities);
- Capacity development (2 activities);
- Knowledge and awareness (2 activities);
- Governance and fundraising (1 activity).
