There are 4 main steps in the process of developing an UNDAF. These are (1) Roadmap (2) Country Analysis (3) Strategic Planning (4) Monitoring & Evaluation. While these steps are mandatory, UNCTs may undertake each step in a flexible manner in response to the national context and with a view to meeting the minimum requirements.

Mandatory vs. Flexibility. UNCTs have emphasized the need for flexibility in UNDAF programming processes. The new guidance states that these four steps are mandatory as well as mainstreaming the 5 programming principles. It is importance to strike a balance between what is mandatory and why the new guidance is more flexible. It is key to stress that while the steps are mandatory the UNCT has the flexibility in how it chooses to implement them.
NB: UNCT should not understand ‘flexibility’ to mean ‘it is not necessary’.
