William TAN, CEO of ZTE France, discusses the need to update regulations for the emerging digital era. A radical new age is emerging with increasing digitization and connectivity driving automation. Regulation must decide if new services like OTT and IoT are evolutions of existing ones or revolutionary concepts. New services will require access to network resources like IP addressing and wireless frequencies. Mobility services will also require support for devices moving across regions. Updated regulations should consider network security, data privacy, interoperability, and competition on a regional level. Both telecom operators and new players like OTT and smart cities will be impacted. The value chain needs holistic regulation to ensure high quality next generation communication services.

Fostering Mobile Coverage and e-services in rural areas of Cote d'Ivoire

Growth rates in the region are set to remain above the global average, with Asia Pacific adding more than 600 million new subscribers by 2020. The focus of growth will shift to South and South-East Asia; India alone is set to add just under 250 million new subscribers by the end of the decade.

While China's WTO accession increases economic demand and regulatory transparency, foreign ownership of Chinese mobile carriers will still be limited to 49% nationwide by 2005. Mobile data services are in development using 2.5G technologies like WAP and GPRS, with results of trials to be announced in May 2000, while 3G licenses are scheduled for issue in 2002 and may provide an affordable platform for mobile e-commerce.

Burden reduction is a key issue in modern public administrations’ and businesses’ agendas. Compliance with mandatory regulations can have a direct impact on a country’s economic performance, growth, and development. Research in this area, contributes to a better understanding of the implications and context of administrative burden, and increases the efficiency of the strategies adopted to reduce it. The goal of this study is to undertake a review of the current state of the art on Administrative Burden Reduction (ABR), in order to gain a deeper insight about the subject, identify current gaps, and better plan for future research. A total of 122 papers were identified as relevant, out of a pool of 742 papers retrieved from the current literature. The relevant papers were analyzed across four dimensions: methodology, type and focus, and targeted stakeholders. Three key gaps were identified and discussed in relation to: citizen orientated services and burden reduction; empirical research and post-initiative re-evaluation; and, the role of stakeholders, interest groups and end-users in driving ABR.
