its manpower. Within the Caliphate moral is so bad that ISIL has been forced to

This has led Secretary of State John Kerry to dismiss the recent string of attacks as
desperate acts of a dying regime. ISIL isn t a regime. It s a totalitarian movement that
existed before the caliphate and can continue to exist without it.
ISIL, the movement, is composed of an inner cadre which hols power, and several
layers of surrounded by layers of true believers who serve as the cadre s enforcers.
If you want to destroy ISIL it is not enough to retake territory and kill off the true
believers, you must target the cadre. Otherwise, the cadre simply recruits more
followers and rebuilds.
This is exactly what happened during Iraq s 2006 Anbar Awakening. ISIL, then
called Al Qaeda in Iraq, was down for the count; Its senior leaders were dead. Its
enforces liquidated, and it s safe havens overrun by American led coalition forces.
Two things saved ISIL from extinction. The first was the decision by an obscure AQI
deputy named Abu Bakr al Baghdadi to restock AQI s cadre with former members of

Frankenberg (1993) describes Whiteness as multidimensional: First, whiteness is a
location of structural advantage, of race privilege. Second, it is a standpoint and place
from which white people look at ourselves, at others, and at society. Third, whiteness
