Strategic HR Plan(

• This phase is considered the main and most important phase as it
plays the role of building the human capacity of the company.
• The first step is to create manpower plan for the
Restaurant based on the size of the business in Egypt and the needs
of the top Management.
• Creating the list and names of positions needed in the Organization
Chart.
• As per the Food and Beverage ideal organization Chart; the
structure contains usually the following:
1. 1 Restaurant Manager
2. 1 Assistant Restaurant Manager
3. 1 Crews Team Leader
4. Team of Crews( number to be decided based on the size and
needs of business)
5. Kitcher workers
6. 5% of total hired Crews as spare team ( very important for the
flaw of work )
7. Cleaning and Security Team ( preferably to be recruited
on outsourcing company)
4. 1st Phase-
Strategic HR Plan
• Creating Job Profile for every position containing:
1. Job title
2. Duties and responsibilities
3. sSills
4. Reporting line
• Conducting salary survey for the positions in the food and beverage sector.
• Every position should contain minimum and maximum range of basic salary
• As per the company and HR Budget; setting Compensation and benefits
structure containing all the benefits the employee will obtain
• Accordingly, Jobs leveling and grading system will be set
• Creating and setting HR Policies ( HR Manuel containing all the details related
to the rules and laws of work conditions as per the Egyptian Law.
• Building business relationships with the social insurances related offices
• Setting the regulations and rules as per the Egyptian Law
• Building business relationships with the medical governmental offices
• Building business relationships with food health and safety related offices
5. 2nd Phase- HR
Operation
Management
• This phase is the core of the HR Department
• After setting all the policies and procedures of HR work
regulations; Recruitment and Hiring process will start.
• The Recruitment and Hiring process includes ;
1. Searching and selecting the right candidates
2. Sending offer letters to accepted candidates
• Based on the candidate's acceptance; orientation
program will be done.
• The candidate will go through paid on-job training for a
week .
• If the candidate passes the paid on-job training; the
contract will be issued ( 1 year Contract) to be renewed
as per the annual performance.
• In case the candidate won't pass the on-job training;
he/she will get paid for the period being worked.
6. 3rd Phase-
Implementing HR
Systems
• This Phase is concerned with creating personnel
section as one of the vital functions of HR .
• Preparing and making sure that every employee is
having a proper correct employment file containing
all the needed papers and documents as per the
Egyptian Law.
• creating Personnel Database with every single piece
of information related to the employee
• following up and maintaining that all the employees
are socially and medically insured as per the Egyptian
Law
• Following up and making sure that all the HR Policies
and procedures are revised- updated and
implemented.
7. 4th Phase-
Performance
Appraisals and
Training Systems
• This phase is concerned with creating performance
appraisal form for every employee to measure
1. Semi Year Performance ( every 6 months)
2. Yearly performance
• Based on the performance appraisals, training needs
assessment will be conducted to identify the needed
development courses ( soft and hard skills) for all
junior and senior employees.
• Training needs to be set and accordingly the training
budget will be approved.
• Organizing, coordinating and following up on the
training process and all its related issues till the
closure.
8. General notes
• All the HR Phases will be performed as per an action
plan throughout the 1st year based on the work
priority and business needs.
• As the business is starting from scratch in Egypt, then
multi tasks from different phases will be done at the
same time.
• For releasing and doing governmental issues ; HR
runner is needed to be hired to finalize and follow up
the papers at the governmental institutions
