The Roman Empire A Historical Colossus.pdfkaushalkr1407
The Roman Empire, a vast and enduring power, stands as one of history's most remarkable civilizations, leaving an indelible imprint on the world. It emerged from the Roman Republic, transitioning into an imperial powerhouse under the leadership of Augustus Caesar in 27 BCE. This transformation marked the beginning of an era defined by unprecedented territorial expansion, architectural marvels, and profound cultural influence.
The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth.
Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. The empire's borders expanded, encompassing territories from Britain to Egypt and from Spain to the Euphrates. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.
Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. These engineering marvels not only showcased Roman ingenuity but also served practical purposes, from public entertainment to water supply.

Operation “Blue Star” is the only event in the history of Independent India where the state went into war with its own people. Even after about 40 years it is not clear if it was culmination of states anger over people of the region, a political game of power or start of dictatorial chapter in the democratic setup.
The people of Punjab felt alienated from main stream due to denial of their just demands during a long democratic struggle since independence. As it happen all over the word, it led to militant struggle with great loss of lives of military, police and civilian personnel. Killing of Indira Gandhi and massacre of innocent Sikhs in Delhi and other India cities was also associated with this movement.

53. OPERATIONAL ALLOWANCES
Ref: CBI Chapter 10 - Military Foreign Service Instructions
• Operations Foreign Service Premium (OPS FSP) - paid on actual deployment only
• Hardship Allowance (HA) – paid on actual deployment only
• Risk Allowance (RA) – paid on actual deployment only
• Hardship Bonus Allowance (HAB)– paid on actual deployment only
• Sea Duty Allowance (SDA) - ceases day before OPS Allowances start
• Tax Free Status - begins on start of deployment day until we return to Esquimalt
• PRE-Determined Pay (PDP) and Post Living Differential (PLD)
Benefits: Log Team
UNCLASSIFIED – For Official Use Only
54. • OPS FSP is based on the amount of previous qualifying
deployments a member has. It is a points based system and
each member is different
• THIS IS NOT THE SAME AS SEA DUTY ALLOWANCE
POINTS – these are two separate and specific calculations
• The lowest level of OPS FSP is LEVEL 1A and the rate is
$889.00 per month pro-rated – after every 6 points thereafter, a
mbr will increase in OPS FSP Level and thus increase the rate
of the allowance paid
• The lowest level of OPS FSP is $889.00
Operational Foreign Service Premium
UNCLASSIFIED – For Official Use Only
55. • The intent of the Risk Allowance (RA) is to compensate for the risks
associated with a specific post. The intent of the Hardship Allowance (HA) is
to compensate for the living conditions existing at a specific post

56. • The intent of HAB is to compensate members who deploy often in their career. It will usually
begin on the member’s second or third deployment based on the amount of points calculated
• The allowance is granted to any member with more than six months of deployment on named
operations (beginning level is 7 OPS points) and is also paid on a sliding scale
• It is based on a percentage of the Hardship Allowance
• The first level is equal to 20% of the HA – in this case:
– 596.00 x 20% = $119.20 for OP PROJECTION
– 795.00 x 20% = $159.00 for OP NEON
– For every increment of 6 additional points, the scale slides by 10%:
• 0-6 pts = 0%
• 7-12 pts = 20%
• 13-18 pts = 30% etc
Hardship Allowance Bonus
UNCLASSIFIED – For Official Use Only
57. • During the payment of Operational Service Allowance, Hardship
Allowance, Risk Allowance and Hardship Bonus Allowance (if
applicable) the entitlement to Sea Duty Allowance ceases
• The OPS points that a member earns while on deployment will
be added to the Sea Duty Allowance Calculator and effect the
SDA level in that respect
• OPS points DO COUNT toward SDA but SDA points DO NOT
COUNT toward OPS Allowances
Entitlement to Sea Duty Allowance
UNCLASSIFIED – For Official Use Only
58. • Tax Free status will begin on departure day and end with the
end date of our sail
• Tax free will not be able to be entered until after departure day
which means you will not see the effect on your pay until your
mid Sept pay statement
• It is possible that any partial months at the beginning and end of
a deployment will not be 100% captured by the tax free status
at source – but when you receive your T4 for 2021 the dates of
tax free status will be identified and any balance offset will occur
once you file your tax return
Tax Relief
UNCLASSIFIED – For Official Use Only
59. • Members will be set on PDP to guarantee their regular pay
amount will be deposited into their bank accounts every pay day
as per normal, allowing for proper budgeting during deployment
• The fluctuations in the rates of pay for each OP will make
regulating the pay statement impossible – the EMMA pay
statement is generated 2 weeks in advance of the deposit, and
therefore will not be true until end of this year
• PDP will allow allowances over and above regular pay to
accumulate in the members “PAY ACCOUNT” on ship until they
are paid out on end of deployment day pay
Pre-Determined Pay (PDP)
UNCLASSIFIED – For Official Use Only
60. • PLD will be TAX FREE during deployment and therefore you will
see a larger amount deposited into your bank account each pay
day from mid Sept to end of deployment.
• This will remain a separate entry into your bank account, as it is
currently
• If you are entitled to the FULL amount (only 1 Mil Mbr per
household) you will see a deposit of $408.00
• If you are entitled to the REDUCED amount (more than 1 Mil
Mbr per household) you will see a deposit of $306.00
