This guide provides an overview of all necessary steps and framework for a community facing disaster recovery. It also provides an outline of all five subsequent recovery guides.
2. Alberta has experienced numerous disasters over the last century,
including wildfires, overland flooding, tornadoes, rock slides and
more. We know from experience that post-disaster community
recovery can be complex and lead to significant stress, and that
one of the best ways to reduce risks and increase community
resilience is by developing an all-hazards recovery plan, before a
disaster occurs.

recovery guides that will drive the development of the PDR
Contingency Plan and provide tools to assist in post-disaster
recovery management.

11. SUMMARY
Experience has demonstrated that community recovery can be
complex and pose significant challenges to municipalities. The
development of an all-hazards, community-specific PDR
Contingency Plan provides the tool to increase community
resilience and to reduce disaster risk. This toolkit is intended to
support municipal elected officials, public servants and other
stakeholders in the development of their community-specific
recovery plan.
The strength of municipalities-helping-municipalities serve to improve and complement the advice contained within these guides.
This process requires conceptualizing potential community recovery obstacles, as well as determining how to build backbetter and increase community resilience. For the best results, it should be developed in advance of a disaster when public participation and informed decision-making can occur without being influenced by the high levels of stress and urgency experienced post-disaster. Once complete, the PDR Contingency Plan is maintained as an addition to the Municipal Emergency Management Plan to ensure alignment to changing risks. Once completed, it remains poised for activation upon disaster.
