21. ICDE OER Advocacy Committee
At the 27th ICDE World Conference in Toronto, October 2017, ICDE launched a
committee for the global advocacy of OER as a reinforcement and support to
the ICDE Chairs in OER. Paul Bardack, the Chair Emeritus of the United States
Distance Learning Association, serves as the first Chairperson of the Committee,
that works to increase global recognition of OER; and to provide policy support
for the uptake, use and reuse of OER.
Committee members
All members of the ICDE Advocacy Committee are appointed Ambassadors for
the global advocacy of OER for a limited term until end 2019. A smaller group of
the members form a core group that works more closely with the chair to facilitate
the activities of the Committee and its members:

22. The ICDE Quality Network
was established in November 2016 by the appointment of Focal Points on Quality
by the ICDE Executive Committee. The Focal Points on Quality (FPQs) have a
leading and coordinating role for quality work in their respective regions. Executive
Committee member Alan Tait is appointed as Chair for the Quality Network and
coordinates the regional FPQs.
Main tasks and responsibilities for the ICDE FPQs for quality:
1.Have a dialogue with UNESCO regional events for Quality and relate to regional
and central quality events.
2.Advice the Executive Committee in how ICDE should position its quality work on
the global agenda.
3.Give input and support to the production of a reference document (report) with
an overview and state of play of online, open, flexible and technology enhanced
education.
4.Stimulate and facilitate for regional task forces in their own regions.

23. In recognition of the importance of strengthening cooperation and reinforcing the
impact of activities of the International Council for Open and Distance Education
(ICDE) and its network of members globally, ICDE have launched a regional
Operational Network.
Purpose of the regional Operational Networks:
Strengthen ICDE as membership driven organization and offer a regional localised
support structure
Strengthen the visibility and representation of ICDE around the world
Increase ICDE’s operational capacity, global insight and it will support global
knowledge exchange
ICDE are working in partnership with the following organisations and institutions.
