De factuur van de vier belangrijkste chronische aandoeningen in de EU loopt op tot bijna € 500 miljard of ongeveer 35% van de totale uitgaven aan gezondheidszorg. Naast deze directe medische kost is er een hoge indirecte niet-medische kost – voornamelijk als gevolg van verliezen in productie en productiviteit – van € 321 miljard in 2015 (2,2 % van het Europese BBP). Het potentieel van een sterk preventiebeleid is gelukkig zeer attractief. Wetenschappelijke analyses laten toe te concluderen dat ongeveer de helft van de chronische aandoeningen vermeden kan worden bij het opteren voor een gezonde levensstijl. 2. 2 stellingen:
1. Herkomstland van migranten is veel belangrijker dan enig
ander migratie-kenmerk voor succes in onderwijs.
2. Percentage migrantenleerlingen per school onbelangrijk
schoolkenmerk. Belangrijke schoolkenmerken zijn
‘opleidingsniveau ouders’ & etnische homogeniteit van
school’.
Onderzoeksresultaten centraal, niet politieke of
maatschappelijke wenselijkheden. Wel mijn interpretatie,
die niet door iedereen wordt gedeeld.
3. Herkomstlanden
1. Migranten afkomstig uit verschillende herkomstlanden
zijn niet toevallig over EU landen verdeeld:
A. Koloniale geschiedenis & andere historische banden
(K&K; Turkije & Griekenland; Duitsland & Oost-Europa).
B. Kettingmigratie.
C. Variatie in selectief toelatingsbeleid van
bestemmingslanden.
D. Veel ‘onzichtbare migratie’ rijk naar rijk (binnen EU;
binnen OECD).
2. Variatie tussen herkomstlanden groter dan de variatie
tussen bestemmingslanden: omvang migratie van arm
naar rijk > van rijk naar arm.
4. Belang van herkomstlanden voor meting succes
migranten in verschillende Europese
bestemmingslanden.
Alle herkomstlanden van migranten, niet alleen van
de “erkende zielige” (in NL 4).
Voorbeelden uit recente PISA/OECD-surveys:
- 500 = OECD gemiddelde score taal/rekenen
- Lang niet alle OECD landen hebben herkomstland
gemeten, tegen afspraken.
- Politieke gevoeligheden. Niet: Zweden, Engeland,
Canada, USA, Spanje
8. Dus grote verschillen per herkomstland en kleinere
verschillen per bestemmingsland
Maar nog niet “gecorrigeerd” voor verschillen in
sociaal-economische achtergrond ouders, die ook
verschilt per bestemmingsland, maar vooral per
herkomstland
10. Dus: Individuele kenmerken, maar ook school &
onderwijsstelselkenmerken verklaren maar
gedeeltelijk succesverschillen van
migrantenleerlingen uit verschillende
herkomstlanden.
Maar:
- Individuele kenmerken zijn verreweg het
belangrijkst voor verklaring voor succesverschillen,
met opleiding ouders als belangrijkste.
- Kenmerken van bestemmingslanden zijn wel
relevant, maar minder dan bestemmingslanden
- Migratie geschiedenis wel belangrijk (generatie,
taal) maar niet dominant.
11. Herkomstland is geen noodlot (net als bij
bestemmingsland)
Proxy voor micro- en macroprocessen die migranten
en hun afstammelingen direct of indirect
beïnvloeden.

Vanmiddag: machtsbalans tussen mannen &
vrouwen rollen.

onderwijssucces migranten, maar bij een grote reeks
integratie kenmerken:
- Taal (Tubergen & Kalmijn, 2005)
- Arbeidsmarkt succes (Tubergen, Maas & Flap, 2004;
Fleischmann & Dronkers, 2010)
- Discriminatie (Andre, Dronkers & Fleischmann, 2009)
- Burgerschap (Dronkers & Vink, 2012; Vink, Prokic &
Dronkers, 2013)
- Stemgedrag (Andre, Dronkers & Need, 2009)
17. Beleidsimplicaties
Beleidsanalyses, zonder dat herkomstland is
verdisconteert, zijn inherent fout (bias of
ommitted variable) en dus ook daarop gebaseerd
beleid.
Dus zowel EU als OECD/PISA rapporten.
Beleidsanalyses alleen gebaseerd op “zielige
groepen” geven geen correct beeld van voor- &
nadelen migratie.
Herkomstland als onderdeel van migratie-beleid?
18. Stelling 2: belang etnische homogeniteit van school
- Diversiteit, bijvoorbeeld aantal verschillende ethnische
groepen in een school.
- Samenstelling, bijvoorbeeld percentage migranten
leerlingen per school.
Verwante onderwerp: etnische homogeniteit buurten. Vgl
Putnam negatief effect in USA, zwakker negatief in
Europa. Bijna nooit positief effect.
Onderwerp ook van belang voor middaglezing over
Islamitische scholen.

32. Enige beleidsimplicaties
• Onvoldoende positieve effecten schoolprestaties
ter rechtvaardiging gedwongen verhoging
etnische diversiteit van alle scholen.
• Een meer gelijke verdeling van hooggeschoolde
ouders over vergelijkbare scholen verkleint
ongelijkheid en verhoogt gemiddelde prestaties.
• Etnische homogeniteit van Hindoe of Islam
scholen is geen empirisch valide argument om ze
te sluiten (zie middag lezing).
33. Een politieke keuze
• Etnisch meer diverse scholen kunnen de sociale
afstand tussen etnische groepen verkleinen. Houtte &
Stevens (2009) vonden dat autochtone leerlingen in
meer diverse scholen een groter aandeel vrienden
hadden met migratie achtergrond.
• Politieke keuze: “wat is belangrijker voor onze
samenleving, een kleiner sociale afstand tussen
etnische groepen of hogere onderwijsprestaties van
leerlingen met migratie achtergrond?”
• Als het woord luidt hogere onderwijsprestaties, blijft
discriminatie van hoger opgeleide volwassenen met
een migratie achtergrond op Europese arbeidsmarkten
belangrijke hindernis (Heath & Cheung, 2007).
