Blended learning programs should implement technology to produce learning outcomes by ensuring that 1) teachers know how to use technology and understand the underlying curriculum, 2) technology drives student engagement with the material without distraction, and 3) strong partnerships and support are in place. The curriculum encompasses textbooks and materials, the sequence of topics, and teachers' knowledge, practices and explanations that bring the material to students. Technology is only useful if it serves these elements of the complete curriculum.
