Present Guide is a detailed handbook covering all aspects of services
offered by the AIFC Expat Center (AEC) to the foreign business partners and
employees of the AIFC Bodies and Participants. It has been developed and
compiled in accordance with the Constitutional Law of the Republic of
Kazakhstan dated December 7, 2015 "On the Astana International Financial
Centre, the legislation of the Republic of Kazakhstan and the AIFC Acts,
in order to manage the services obtained.
The Guide provides a comprehensive list of services, including the
following details for each service:
 Definition and Description;
 Application process;
 Documents required to be submitted;
 Timeframe.
AEC assists the Client in obtaining the following range of services
on the “single window” principle:
 Visa services;
 Migration services;
 Tax services;
 EDS for e-government services;
 AEC support services.

Guide for AIFC bodies and AIFC participants 2018
GENERAL INSTRUCTION
The Client must comply with the following requirements when
applying for service in AEC:
 A legal entity should be registered/recognised under the Acting Law
of the AIFC when applying for a visa;
 AIFC Bodies and Participants should apply for issuance/extension/
renewal/cancellation/category change of Kazakhstan visas through
AEC only;
 AIFC Participants should apply for establishing the Employment
Allocation (The maximum permissible amount of work
visas/registration issued to the employer to hire foreign citizens)
before applying for visa/registration procedure for foreign employees;
 Work visas/work registration are issued only within the established
Employment Allocation;
 AIFC Bodies and Participants must provide information on foreign
employees to the AIFC Authority for keeping records under the
Constitutional Statute of the Republic of Kazakhstan “On the Astana
International Financial Centre”;
 All required documents should be handed in as specified in this
Guide;
 All information provided on the applications submitted will be treated
with confidentiality;
 The information provided by the Client must be reliable and accurate
to avoid any delays or errors. AEC will not be responsible for any
errors on documents due to the provision of inaccurate information;
 A valid foreign passport must have at least 2 blank pages for visas.
The validity of the passport must not expire earlier than 3 months after
the expiration date of the visa;
 The Client must comply with the legislation of the Republic of
Kazakhstan in the field of migration and the Acting Law of the AIFC;
 All the conditions and requirements specified in this Guide can be
supplemented and changed under the legislation of the
Republic of Kazakhstan, as well as the AIFC Acts, which govern the
provision of AEC services;
 All AEC services, including government and non-government, are
subjected to the payment of the state fee, consular fees, and
AEC service fees accordingly.

To hire foreign employees, the Employer (AIFC Participant) must
observe the following CONDITIONS:
1. The AIFC Act on Employment Allocation.
Employment Allocation means the maximum permissible amount of
work visas/registrations issued to the employer to hire foreign citizens,
depending on the office space used according to the Office contract.
Employment Allocation is established separately for each AIFC
Participant, regarding the type of activity carried out by them, as well as the
area of the office or production premises leased or owned.
Employment Allocation is valid for one year only.
Documents to be submitted to AEC
On a yearly basis or within 30 calendar days (If the information
provided in the documents as mentioned below, is changed) the Employer
submits to AEC with:
 Completed application;
 Notarized copy of the lease, purchase and sale agreement or other
document confirming the ownership of immovable property with a
mandatory indication of the corporate details of the parties, the
physical address, the total area of the premises and the lease term
(in the case of a lease);
 Clear copy of the certificate of registration of a legal entity (branch,
representative offices) by the Acting Law of the AIFC.
The processing time is 14 business days.
2. Keeping records of foreign employees attracted by the AIFC
Bodies and Participants.
Under the article 8 of the Constitutional Statute of the Republic of
Kazakhstan “On the Astana International Financial Centre”, AIFC Authority
must keep records of foreign labour attracted by the AIFC Bodies and
Participants.

Documents to be submitted to AEC:
To keep records the employer and a foreign employee within
14 calendar days (after the arrival of the foreign employee to Kazakhstan as
a holder of C3 work visa or work registration) shall provide AEC with:
 Completed application form (Annex 1);
 Clear copy of the passport of the foreign employee.
The application is filled out by the foreign employee personally, or in
printed form.
When filling out in printed form, a foreign employee prints out the
completed form and validates it with his handwritten signature.
The Employer also validates the form with a handwritten signature of
the authorized person, with an indication of the Employer’s name and by
stamping the document with the company seal.
In the event of a change in the data previously submitted, the foreign
employee shall notify the AIFC Authority thereof in writing within 14 calendar
days after such changes.

I. VISA SERVICES
 Foreign citizens enter the Republic of Kazakhstan and leave the
Republic of Kazakhstan through the checkpoints on the State border
of the Republic of Kazakhstan with passports and Kazakhstan visas
(except for citizens of countries that have a visa-free regime for a fixed
period by Annex 2);
 The visa expires at least 3 months before the expiry date of the
passport;
 The permitted period of stay for foreign citizens in the Republic of
Kazakhstan ends after the expiration of the validity of the visa or
registration;
 Foreign citizens planning to stay in the Republic of Kazakhstan for
more than 5 calendar days, should register at the Internal Affairs Body
within 3 calendar days from the date of crossing the State border of
the Republic of Kazakhstan (except for the countries indicated in
Annex 2);
 Foreign citizens are not allowed to carry out activities in the AIFC
without a visa of the corresponding categories or registration;
 The host party and the foreign citizen are responsible for compliance
with the procedure of entry, stay and leave from the Republic of
Kazakhstan.
(For violation of the migration legislation of the Republic of Kazakhstan
the host party could be banned from issuing invitations and obtaining
visas for up to 1 year).

1. Invitation to obtain visa
Visas of the Republic of Kazakhstan are issued based on an invitation
arranged by the host party at AEC not later than 14 calendar days and not
earlier than 90 calendar days before the expected date of entry of a foreign
citizen to the Republic of Kazakhstan.
Documents to be submitted to AEC:
 Copy of the certificate of registration of a legal entity (branch,
representative offices) by the Acting Law of the AIFC, translated into
Kazakh or Russian (once a year);
 Notarized copy of the charter of the legal entity, translated into Kazakh
or Russian (once a year);
 Order of the legal entity on the appointment of its representative for
the delivery of documents/power of attorney, along with a copy of the
identity document of the representative/authorized person (once a
year);
 The host party requesting the invitation from the members of the
board of directors - a copy of the minutes of the general meeting of
shareholders on the election of members of the board of directors
(once a year);
 Completed form in 2 hard copies (Annex 3);
 Document confirming the payment of all required fees
Invitation processing is subjected to the payment of the state fee (Annex 4)
and AEC service fees accordingly.
 Clear copy of passport;
 Other documents depending on the visa category.
Visa is issued:
 in foreign missions of the Republic of Kazakhstan;
 in Kazakhstan through AEC.

2. Visas
2.1 Business visa for short-term stay
For a short stay in the Republic of Kazakhstan, foreign business
partners may obtain single-entry business visas following categories:
 B1 - for participation in the conference of forums, exhibitions, concerts
and other cultural or scientific events;
Validity: up to 90 days/Permitted term: up to 60 days.
 B3 - for negotiations and conclusions of contracts/agreements, as
well as for the founders or the Board of Directors;
Validity: up to 90 days/Permitted term: up to 30 days.
Visa is issued based on invitation letter arranged by host party.
Citizens of countries that have a visa-free regime with the Republic of
Kazakhstan for a set period can stay, with short-term business visit purposes
without visa (Annex 2).
2.1.1 Visa invitation
Documents to be submitted to AEC for an invitation:
 Completed form (2 hard copies and a soft copy in Word format by
Annex 3);
 Copy of the document confirming the long-term stay (residence/work
permit, long-term visitor/dependent visa with an official translation into
Kazakh or Russian), if the invited party permanently resides and plans
to apply for a visa out of the country of citizenship
An e-mail notification will be sent once the invitation is approved.

2.1.2 Visa issuance
Required documents for B1/B3 visa issuance:
 Approved invitation (2.1.1.);
Citizens of the countries listed in Annex 5 are not required to
receive an invitation for a single-entry business visa.
 Visa application form (Annex 6);
 Colour, or black and white photograph 3.5 x 4.5 cm;
 Original passport;
Visa processing is subjected to the payment of the state fee (Annex 4),
consular fee or AEC service fees accordingly (depending on the place of
obtaining the visa).
 Document confirming permanent residence in a third country (if
necessary).
Single-entry business visas B1/B3 are not extended.
2.1.3 Visa renewal
Visa renewal is carried out in the following cases:
 physical damage to the visa (leading to the impossibility of its further
use);
 loss of visa;
 issuance of a new passport (if a visa holder applies for a new
passport having the valid visa).
Documents to be submitted to AEC for В1/ В3 visa renewal:
 Notice of loss/application;
 For the further renewal of the visa, it is necessary to re-submit all the
required documents specified in clauses 2.1.1 and 2.1.2.
2.1.4 Visa cancellation
Documents to be submitted to AEC for B1/B3 visa cancellation:
 Application;
 Original passport.

2.1.5 Visa category change
A visa can be changed from business visa B3 to work visa C3.
The change of the category is carried out by submitting documents to
AEC for the work visa С3, indicated in paragraphs 2.3.1. And 2.3.2.
2.2 Business visa for long-term stay
For a long-stay in the Republic of Kazakhstan, foreign business
partners may obtain multiple-entry business visas following categories:
 B2 - for installation, repair, maintenance of equipment, provision of
consulting or audit services;
Validity: up to 180 days/Permitted term: up to 90 days at each entry.
 В3 - for the founders or the Board of Directors;
Validity: up to 1 year/Permitted term: up to 30 days at each entry.
2.2.1. Visa invitation
 Completed form (2 hard copies and a soft copy in Word format
according by Annex 3);
 Notarized copy or a signed original Expert Agreement/Service
Contract with the company seal, and its certified translation into
Kazakh or Russian (for B2 visa);
 Notarized copy of the Minutes of the General Meeting of Shareholders
on the election of members of the Board of Directors and its certified
translation into Kazakh or Russian (for B3 visa);
to apply for a visa out of the country of citizenship
Invitation processing is subjected to the payment of the state fee (Annex4)

2.2.2 Visa issuance
Required documents for B2/B3 visa issuance:
 Colour or black and white photograph 3.5 x 4.5 cm;
 Document confirming permanent residence in a third country (if
necessary).
Additional documents for B2 visa:
 Notarized copy or signed original Expert Agreement/Service Contract
with the company seal, and its certified translation into Kazakh or
Russian;
Additional documents for B3 visa:
 Notarized copy of the Minutes of the General Meeting of Shareholders
on the election of members of the Board of Directors and its certified
translation into Kazakh or Russian.
Additional documents may be required when necessary.

2.2.3 Visa Extension
Extension of visas is carried out in case of:
 confirmation of the need to extend the period of stay in the Republic
of Kazakhstan, or
 force majeure circumstances.
Holders of B2 business visas can apply for an extension of visa.
The extension is carried out by issuing a single-entry B1 business visa
with the permitted term of stay 30 days only.
Documents to be submitted to AEC for B2 visa extension:
 Application for visa extension and registration Annex 7;
 Official letter justifying reasons for the extension from the host party;
Multiple-entry B3 visa is extended by issuing a new visa (see
clauses 2.2.1 and 2.2.2).

2.2.4 Visa renewal

Required documents for В1/В3 visa renewal:
 Notice of loss / application for visa renewal;
required documents specified in clauses 2.2.1 and 2.2.2.
Required documents for cancellation:
 application for visa cancellation;
 original of the passport.
2.2.6 Visa category change
A visa can be changed from business B2 or B3 visa to work visa C3 at
the AEC.
The change of the category is carried out by submitting documents for
the work visa С3, specified in paragraphs 2.3.1. and 2.3.2.
2.3 Work visa/ Dependent visa
Foreign employees of the AIFC Bodies and Participants and their family
members should obtain multiple-entry multiple work and dependent C3 visas
accordingly.
Validity: for the term of the Employment Agreement/Contract and
an additional period up to 30 calendar days from the date of its
expiration,
BUT not exceeding 5 years.
Citizens of the countries specified in (Annex 2), may obtain the C3
work/dependent visa in AEC (2.3.2 (a).

2.3.1 Visa invitation
 Completed form (2 hard copies and a soft copy in Word format to
Annex 3);
to apply for a visa out of the country of citizenship;
and AEC service fees accordingly;
AIFC Bodies and Participants may employ foreign nationals and
stateless persons for the conduct of activities in the AIFC without
obtaining work permits for them.
 Notarized copy or signed original Employment Agreement/Contract
Russian;
Additional for family members:
 Notarized copy of apostilled/legalized marriage/birth/adoption
certificates, and their certified translation into Kazakh or Russian.

2.3.2 Visa issuance
Required documents for C3 visa issuance:
 Colour, or black and white photograph 3.5 x 4.5 cm;
Russian;
 Document confirming permanent residence in a third country
(if necessary).
 Original apostilled/legalized marriage/birth/adoption certificates.

2.3.2(a) Visa issuance in AEC
Documents to be submitted to AEC for C3 visa issuance:
 Official letter requesting for visa issuance from the host party;
 Original passports;
 Migration card;
Russian;
 Original apostilled/legalized marriage/birth/adoption certificates;

2.3.3. Visa extension/dependent visa
C3 Work visas could be extended by the request of the host party.
The extension of the visa is carried out for up to 3 years.
Documents to be submitted to AEC for C3 visa extension:
 Application for extension of stay and registration (Annex 7);
 Official letter justifying reasons for the extension from the host party;
Russian;
 Notarized copy of apostilled/legalized marriage/birth/adoption
certificates and their certified translation into Kazakh or Russian;
An e-mail notification will be sent once the visa is ready.

2.3.4. Visa renewal

At the end of the term or termination of Employment Agreement/
Contract, the Employer must apply for the cancellation of the valid visa of
the foreign employee in the AEC.
Documents to be submitted to AEC for B1/B3 visa cancellation:
 Application;
 Original passport.
2.3.6 Dependent visa category change
To be eligible to work in the Republic of Kazakhstan, dependent visa
holders may change the visa to work visa in AEC.
The change of the category is carried out by submitting documents
for the C3 work visa, specified in clauses 2.3.1, 2.3.2 or 2.3.2 (a).

II.MIGRATION SERVICES
1. Registration
1.1 Registration rules
Foreign citizens planning to stay in Kazakhstan for more than 5
calendar days from the date of crossing the State border, are obliged to
register within 3 business days with the AEC by a written requests of the
host party.
If the stay is for less than 5 calendar days, registration is not required.
Foreign citizens staying on visa-free regime specified in Annex 2 and
staying on the simplified visa regime specified in Annex 5 are registered
upon arrival at the airports of the Republic of Kazakhstan.
1.2 Registration procedure
Documents to be submitted to AEC for registration of foreign
citizens:
 Application (Annex 7);
 Migration card.
The host party takes full responsibility for the compliance with terms of
and conditions for entry and stay of foreign citizens in Kazakhstan, including
in due time:
 entry;
 stay permit/registration;
 leave.

III. TAX SERVICES
1. Procedure for obtaining IIN
Foreign citizens are obliged to register as a taxpayer by obtaining
individual identification number (IIN) for the following actions within 30
calendar days from the arrival date:
 Opening a bank account in Kazakhstan;
 Receiving an income not taxed at the source of payment in
Kazakhstan;
 Acquiring a property subjected to property tax, vehicle tax or land tax
(real estate, transport, land) in Kazakhstan;
 Appointment of the first heads of legal entities of the Republic of
Kazakhstan, as well as heads of branches and representative offices
of foreign legal entities.
2. Order of obtaining INN
Registration of taxpayers is carried out:
 in the AEC.
An e-mail notification will be sent once the IIN is ready.
Documents to be submitted to AEC for IIN issuance:
 Notarized copy of the passport along with translation into Kazakh or
Russian;
 Notarized power of attorney for a representative (if necessary).

IV. EDS FOR E-GOV SERVICES
1. The procedure for obtaining an electronic digital signature
(EDS)
Electronic digital signature (EDS) has the same status as handwritten
signatures (legal and enforceable).
A wide range of e-government services can be received by EDS only.
Documents to be submitted to AEC for EDS issuance:
For an individual
 Application to obtain EDS (Annex 9);
 ID;
 Notarized power of attorney for a representative (Annex 10).
For a legal entity:
 Clear copy of the order (decision, protocol) of appointing the CEO or
acting CEO;
 Notarized power of attorney for a representative (Annex 10);
 Note or certificate (if any) of registration (re-registration) of the legal
entity of the beneficiary as a legal entity in accordance with the Acting
Law of the AIFC.

V. AEC SUPPORT SERVICES
Services of the Photo Booth:
 document photo.
Bank services:
 payment of state fee;
 payment for AEC services.
Notarial and translation services:
 certification of documents;
 preparation of power of attorney;

I undertake that the above mentioned personal data are full and correct. I am aware, that wrong data can cause refuse and
canceling of already issued visa. I am obliged to leave the territory of the Republic of Kazakhstan before visa expiration.
I am told, that in accordance with the article 554 of the Code of the Republic of Kazakhstan of Taxes and other obligatory
payments to the budget of the 10 of December 2008 the sum of money paid as consular fee is not subject for return; the issued visa does
not fully guarantee entry into Kazakhstan and will not serve as basis for compensation in case the authorized bodies of the Republic of
Kazakhstan refuse entry for the owner of visa into territory of Kazakhstan.
